CITY OF RICHMOND, INDIANA, SEPTEMBER 9, 1971
The Board of Public Works & Safety of the City of Richmond,
Indiana, met in regular session September 9, 1971 , at the hour
of 9: 00 a .m. in the Municipal Building of said City . Mr . Cecere
presided with Mr . Benner and Mr . Judge present . The following
business was had to-wit:
Mr . Benner moved to approve the minutes of the previous meeting,
seconded by -Mr . Judge, and on unanimous voice vote - themotion
was carried.
Eugene McCormack requested permission for the Union County
Sesquicentennial parade to come through Richmond September 18,
1971 at 2: 00 p.m. Mr . Judge moved the Board approve the request,
seconded by Mr . Benner, and on unanimous voice vote the motion
was carried .
Robert Myles requested the Board replace the wooden poles at South
16th and "A" Streets on which the yellow flasher light is placed
with steel ones . The Traffic Division was asked to get a firm
price from Richmond Power . & Light and the decision was taken
under advisement until the next meeting .
A petition was received for street lights in the 1500 block of
South "I" Place signed by five names . The petition was referred
to the Street Lighting Committee of Council .
Mr . Judge moved the Board award the general construction contract
for the No. 5 Fire Hoye to_ Kutter Construction for $99,422 .00,
pursuant to plans and specifications , with the right to cancel ,
and execute the contract, seconded by Mr . Benner , , and on unanimous
voice vote the motion was carried .

The. Clerk presented proof of publication for Improvement Resolution
No. 1096-1971 , construction of curbs and gutters on South 4th
Street from "M" to JIQii Streets . Mr . Cecere, examined the proof of
publication and found it- to- be correct . Mr . Benner moved to
approve the proofrof publication, seconded by Mr . Judge, , and on
unanimous voice vote the motion was carried .
One bid was received from Jul Gerken, Inc. , for $10, 800 .00 . Mr .
Benner moved. the Board award the contract to- Jul Gerken, Inc. ,
seconded by Mr . Judge, and on unanimous voice vote the motion was
carried. ;
Mr . Jack Phelps of Richmond Power & Light submitted the following
letter:

This cost does not include any relocation of traffic controllers ,
walk/wait signals or traffic light posts , or -repairs or relocation
of conduits and wires that -run -from corner to corner for- traffic

Mr . Benner -moved the Board -approve Plain I , seconded by-.Mr . Judge,
and on unanimous voice vote the motion was carried . Richmond
Power & Light was asked to let the Fire and Police Departments
and Aid Ambulance know- when work_ wasto commence. Money for
the project' is to come from the North and South "A" Street
Construction and Reconstruction Fund. The Traffic Division
advised the Board that it would cost $2,000 .00 per pole to remove
Main Street traffic signals . Mall architects felt that it was
up to the City to pay for this work . : Mr . Cecere explained that
rthe Board had not been consulted on this and had no funds for
this purpose . . - •

Richmond Power & Light submitted a new enclosure box, smaller than
the one previously suggested-. The box would be green, sixt feet
high ,. 122" by Lr! and would be placed 50 feet south of--Main Street
against- 'a building . : -. Either putting the boxes in the Mall- area
or underground was considered not feasible by Richmond Power &
Light .- Mr,• Benner--moved the Board approve the boxes, placed as
far south as possible,-pursuant to :drawings , seconded. by Mr .
Judge, and on unanimous voice vote the motion was carried .

The following is presented to the Board of Public Works - and
Safety for action .
The Fire Chief ' s Office feels it necessary to bring charges
against Engineer Ronald Denton for being repeatedly -late in re-
porting to work . This pertains to Article XIII , Section 1 , page
27, of Rules and Regulations of the. -Fire. Department. of the City
Of Richmond, Indiana, concerning violation of rules and neglect
of duty . Engineer Denton reported late for work -on April 3,
1971 , and on May 29, 1971 , and on July 9, 1971 . The Chief ' s
office issued him a reprimand for each lateness . After the
3rd time of being late his Captain, Charles Horney, and his
Battalion Chief --at the time, Roland: Walls , both spoke to him,
about his. reporting. -late -for work -and told him that if -he ,was
late another time he- would have to .appear before the- Board of - -
Works . ' On August 27,, 1971 , Engineer Denton once again reported
late for work . - -

It is a rule of the Fire Department that if .a firefighter is
late for work more than three times he will appear before the
Board of Works for disciplinary action . At this time I. ask ,
the Board to take action on this matter as they see fit :

Mr . Cecere asked Engineer Denton whether he had any reason for
being late and was told no. Engineer Denton said he had been
with the Fire Department for five years and wanted to continue
to work there . He .said he recognized the importance of reporting
to work on time. Mr . Cecere explained the seriousness of the
offense, that the community is depending on the Fire Department
to be at full strength . Mr . Benner moved the Board suspend
Engineer Denton for one- day, September 13 , 1971 , without pay,
seconded by Mr . Judge, and on unanimous voice vote the motion
was carried. Mr. -Cecere warned Engineer . Denton, that if it
happened again, more severe measures would be taken.
Chief Berry reported that Gary VerpoOten has informed his office
that his station is in the hands of a real tar. and is expected to
be sold in the next four to six weeks : During this period we
will grant him to leave the service station as is . At the end
of this period , we will :ask him to -water the tanks : .If the
service station has not been sold after a reasonable period of
time or in- the final steps . of. being sold, we will ask for the
tanks to be sanded . t4r4 Cecere said that not more than 30
days should be allowed to go by without something.-. being: done .
Chief Berry recommended the Board allow Electrician Donald Clark
and Mechanic Leroy . Clopp . to attend night class • at- Richmond - High
School ; in Advanced Welding. - Mr . Judge moved the Board approve
the request, seconded by Mr . Benner , and. on unanimous voice vote
the motion was carried.

Building • Commissioner Ed Goins reported : that work has started on
removing some of the thins out of the Glick Apartment building.
Mr . Cecere told . the Building Commissioner to bring the owner : in
to the Board if work on the actual dem9lishing has not started
by- next .Thursday,..
Mr . Benner moved-; the Board approve a ,driveway petition at .4600
East Main Street, the Holiday Inn, between their property and a
service station on SycamoreStreet, seconded by Mr . Judge, and
on unanimous voice vote the ,motion, was carried.
There being no further business on motion duly made, seconded
and, passed, the meeting was adjourned . -
