BOARD OF PUBLIC WORKS & .SAFETY OF- THE
CITY OF RICHMOND, INDIANA, AUGUST 26, 1-971
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session August 26, 1971 , • at the hour
• of 9: 00 a .m.: .in the Municipal . Building of said City .. Mr .
Cecere presided with Mr . Benner and Mr,.. Judge. present . The
following business was had to-wit:
Mr . Judge moved to approve the minutes of the previous meeting,
seconded by Mr . Benner and on unanimous voice vote the motion
Was. carried. . •

The Clerk reported that she had had a telephone conversation
with Mr.. Dilley, owner of the property at 1414 North ".D" Street,
which had been condemned by the Building .Commissioner . He said
he =had had the house boarded up and wants to sell it, and was
asking for extra time. The -Building Commissioner.• reported that
he- had tried to work with Mr . - Dilley• for about two years , and
- recommended that the Board confirm the order of condemnation
and order the :bui ldi ng torn down . .Mr .' Benner moved .the Board
order .the Building- .Commissioner to advertise for bids to tear
down i the .building,: and to so inform Mr.. Di l.bey, allowing him
enough time to :take possession :of any articles in the building,
seconded by Mr . Judge, and on unanimous voice vote the motion'
was carried .
Building' :Commisssioner Ed Goins reported that the Glick Apartments
were supposed -to -have been razed this week, but no action has
been taken . He said he would keep after. ,the owners . :
•The ' Clerk presented proof of publication for bids for the Con-
struction of curbs and gutters for South 15th Street between
"J" and "L" Streets . Mr . Cecere examined the proof of publica- •
tion .and found it to . be -correct . Mr . Judge:moved to approve
the proof -of publication, seconded by Mr. Benner , and on
unanimous voice vote the motion was 'carr"ied.
One bid -was - opened from Ed Smarrelli for $2, 560 ,00 for construction
o'f curbs -and gutters on South 15th Street -between "J." and "L"
Streets . Mr . Benner moved the Board refer the bid to the City
' Engineer for study and recommendation, seconded by Mr . Judge, and
on unanimous voice vote the motion was carried . -.
The Clerk presented proof of publication for bids for the con-

"V Streets : . Mr. Cecere examined the proof .-of: publ'i cat i on and
found it .to be correct. Mr. Judge moved to approve ,the- proof of
publication, ' seconded_by . Mr . Benner , and on unanimous voice vote

One bid -was opened from: Ed Smarrel l i , for $14,425 .00 for• construc-
tion of- curbs and gutters :on South 4th Street from "M" to "Q"
Streets :: Mr . Benner moved the .Board refer the bid to the City
Engineer for study and recommendation, seconded by Mr . Judge,
end on: unarnimous . voice vote. the motion. was: carried . '

Mr .. Mark Markaletti . and Mr). , Eugene Burger, representatives of the
Penn Central Railroad, appeared : in regard - to :the burning of their
dump on Hawkins Road . They said that people had been dumping
trash ,and garbage-:and their employees did not start the fires .
Mr . • Cecere-explain ed that i.t was up to -the Railroad to police their
property and.keep ' people . from- dumping . 'He-said all City Depart-
• ments would cooperate; - and Assistant Fire- Chief Marion Williams
said he would try : to help ' the Railroad solve the problem. .
The Clerk_ presented proof: of- publication 'for ' bids for ten City
Transit Buses: Mr . Cecere examined the proof of. publication and
found it to be correct. Mr . Benner moved- to approve the proof
of- publication seconded by:Mr . Judge,. and on unanimous voice vote
the motion was - carried: ' I . •

Mr Benner moved to approve proof of publication for the bus
bids , seconded: by Mr. Judge, and on .unanimous :v.oice vote the
motion was carried.
Two bids were opened, one from GMC for $240, 680 . 70 for ten
buses ; and one from Twin Coach .for. $169, 915 .00 for ten buses .
Mr .•'Benner moved' the -Board refer the bi ds _to: the Bus Trans -
portation Committee for study and recommendation, seconded by
Mr . Judge, and on unanimous voice vote the motion was carried.
Mr. Robert Reece of. 'Richmond Power '& .Li ght asked .permission for
Richmond Power & Light to place two-transcl'osure units in down-
town Richmond, One' atSouth 7th -Street .and Main Street and one
at South 9th and Main, to service the Mall The units would be
metal, structures , 44" square and 51 " high, they -would be situ-
ated :50 'feet -i.n back .of -the building line 'on the .s i.dewal-k . Mr .
Cecere suggested the boxes be put underground. -Mr . Reece said
it would 'be possible but more expensive . Mr . Cecere moved the
Board take the request under advisement, -pending consultation
with Redevelopment. and. Mall architects , seconded -by .Mr .- Judge,
and on unanimous' voice -vote the motion was -carried .
Police Chief Don Strah'an requested permission -to send Patrolman -
.Technician Gene Goodwin to Advance Fingerprint School at Indiana
University .from -August'--30th: to -September 3rd, all cost.s . except
transportatri'on -td:'be 'pai'd-by the Indiana 'Criminal Justice
Planning Agency . Mr . Judge moved to approve the request,- ' •
seconded by Mr : Benner; and on unanimous voice vote the motion
was carried .
Traffic Captain Paul. Martin, recommended that parking be removed
on the west _ side -of .•the .f-i rst block .iof South -8th Street from
East Main Str-eet ' southt:to .the first alley : The reasonifor this
recommendation is that since East Main Street is closed
for -the Mall , ' the City .Bu.s. Lines need this area for -a transfer
:point. At' times there 'are as many as .seven buses pulling into
8th and Main . Streets "simultaneously . . S:tateiHighway approval
will be '-needed. : .Mr• . Benner moved the Board approve the recom-
mendation, seconded by : Mr . Judge, and on .unanimous voice vote
the motion was carried .
Captain Martin recommended that the , fi rst block of Soith 2nd
Street be designated as a truck route for east bound trucks
turning South off' of East_Main Street: -. East, bound .through
trucks would be 'rduted east on- South "A" Street to South llth
Street, north to East Main Street :and -.then:east. on East Main
Street. Truck drivers are unable to negotiate the right turn
at . 3rd .and 'East Main Streets without 'drivi-ng over the sidewalk
and catch -.basin .due to the existing traffic island at the
intersection : - The-.vapor _ light pole located ,on the southwest
corner of the. intersection: has been struck on .a few occasions
by truck drivers attempting the right turn . The truck route
would be signed. Mr . Judge moved the Board approve the rem
commendation;. seconded - by. Mr . .Benner , and on - unanimous - voice
vote the motion -was ,carried
Captain -Martin recommended. that all parking be removed' on the
west side of: the first bl:ock ..of North 9th Street. Due - to East
Main Street being closed, the'.volume of traffic has increased
to a . point where- an added left curb lane is needed to accom-
,odate -_the' 5olume . of traffic . . The new traffic lane. would be a
restricted left turn lane for north bound traffic turning left
at the intersection. of . North 9th and "A" Streets . . The. mail
drop-box located on . the west side of the street and just south
of- the Post Office' should_ be . relocated- in another block . The
removal of 'parking on the westside of the street would - eliminate
5-one hour parking stalls and 2-five minute postal parking
stalls alongside the Post Office. Mr. Judge moved the Board
approve the recommendation, seconded by Mr . Benner, and on
unanimous voice vote the motion was carried .

Captain Martin recommended that certain parking restrictions
outlined in our agreement with the State Highway Commission
re'-routing- U S . 40 -vi=a •North' and South "A"' Streets: and the first
block of the South" 1 l th Street, be amended. It is the opinion
of the Traffic -Division- that the removal of some of the parking
as outlined within the agreement is not warranted at this time .
The changes recommended are outlined in a :lett.er sent to the
Mayor dated August 20th, 1971 The Board has a copy of this
letter. The recommended changes -are -in paragraphs seven, eight ,
ten and eleven found in th-is: report . If the Board agrees with
these recommended changes , •a request will have to be made to
the State Highway Commission for their concurrence.
The following are the paragraphs -referred to in Captain Martin ' s
recommendations:
7 . Removal of parking on both sides of the first block of
South llth Street . After having consideralble time to observe
the movement of traffic in the first block of South llth Steeet,
With East 'Main' Street -closed from 6th -to 10th Street, the
Traffic Division - is of theopinion that parking sould be removed
on the west side of the street only . Curb to curb, th.e street
is 34 ' wide. - Allowing 8 ' for parking on the east side only, -
there remains two (2) 13 ' ' traffic lanes for the movement of
traffic . - Approaching East Main Street there would be three (3)
lanes ; one ( 1 ) ' lane1for; left - turns onto East Main Street, and
two (2) through lanes with the left lane being . a left turn
lane also onto' East Main Street: - - Parking would be el iminted
on- the east side of the - llth Street from-East Main . Street south
to the .first alley :- At this ti:me, the volume of .traffic does
not -warrant- the removal of parking from 'the east side of llth
Street except as mentioned 'above.
8 . Removal of parki'ng on both sides of the first block :of North
llth Street . After a concentrated study of this requirement
it is the opiinfon of the Traffic Division 'that. parking should -
be removed on the west side of the firrst block of North llth
Street' only . This , street_ i•s 32 !.-wide, curb to curb . . -If park-
ing wa's removed on'. both sides., we would have two (2) 16 ' lanes
north bound. A 16 ' _ lane is too wide fo:r th.e' safe movement
of traffic . If we split the 32 ' into three (3) 10 ' lanes ,
-
the motorists using th'e- right lane would have no place to go
after crossing North- ''1A" Street as parking is- permitted on both - -
sides of the 100 block and there- is onl:y 14 ' (of street left -
for the movement 'of traffic in -the :100 block ,with parking - -
permitted on both s'i des . In other words; if we had •three 3) -
lanes in the first block of North l l th 'Street, we would have
two (2) through 1 anes attempting- 'to enter i:nto a 14.'• lane in
the 100 block. : With. .pa rk i rig permitted on the east side of the
-first block of:: North 1 1 th Street .only ,: we would have -two (2)
12 ' -lanes ; one for through traffic and. -one _( 1 ). for left turnE
onto North "A" Street.
10 . -The removal- of "parking on -both: sides- of •East -Main Street
:from 9th Street to •17th -Street ., Parkin:g has :been removed
on both sides- of ' East Main' Street ,from 9th -to :10th Streets
for Mall construction . At At this :'ti:me .we -feel, that parking
should be removed on the south side of the 1600 block of
East Ma-t-n 'Street, (3- stalls to -be, el imin-ated) ,. and: the first
three (3') parking stalls west of North. 16th Street .on the
north side of East -Main -Street. ,We further feel that we
should adopt a '•'wai-t ' and see":. attitude ' as to whether .or not
the rest of the parking should be removed on East Main Street
from 10th to l l th Streets after :U .S . 40 is rerouted via South
1 l th Street as -required in the agreement. ' No parking i s - 'presently permitted on the south-. s.i de of the :1 5.0.0 bl'.oc:k of East
Main Street or on the north side of the 1600 block of East Main
Street .

11 . ' The removal .of parking on-, the east side of the first block
of North :16-th_ Street_.. . Parking has been permitted for_ some time
on the east: side of this street allowing two (2) 12 ' lanes for
the movement of traffic. :Recently theiraffic Division laned
off the fir.st -block into three. (3) lanes: with parking still
permitted':'i n :the right :cu.r b lane . This was done thinking the
parking would be removed as. required in the agreement and
that it 'would improve 'the ,flow of traffic .. We further .in-
stalled two .(2). left °turn. 1-anes ,at _North -16th and "A" Streets 11/
thinking .thi.s- wou l.d i_mpr_ove the- -fl-ow -of traffic turning, left
onto North: "A"- . Street . = We have :found that North 16th Street
is not wide enough to accomodate two (2 ) left turn lanes at
North 16th and "A". Streets with -the present ` 2-5 ' radius on
the southwest corner of the intersection . -We have observed
the movement of left turn traffic at the intersection for some
time and have found that the turn is not too shar.p -for motor -
ists to make .the :dual' .left turn -and a majority -of themar-e not
staying 'mi th i n the : lane . lines , rather they are crossing ,them
in the -middle of -the turns . This sets up a ;hazardous . situation
and must be - corrected by either eliminating the two (2) left
turn lanes and _reverti'ng to the original two (2). 12 ', lanes
nor-th :.bound on - North 16th : Street. with one ( 1 ) left turn move-
ment at-North - 16th and "A".'Streets or else increasing the
radius on-the -southwest corner of North 16th and "A" Streets
to--the maximum, ..if : poss'ible, - to permit ,a dual left turn move-
ment . This :should .be checked by the Engineering Office and
the State Highway Department .:- It is theoptionion of the Traffic
Division that - if .we-were-:to maintain two (2) 12 ' lanes on
North' 16th Street with parking. permitted • on the -east side and
increase the radii at North 16th and "Au Streets we could have
a dual left turn movement at the intersection and this would
be sufficient for traffic movement . North 16th Street is
only 32 ' 'wide- and at:: the present time we have: two (2) 11 '
lanes north bound- for 1eft-. turn traffic at North "A": Street,
which is insufficient . - -
Mr . Benner ,moved . the Board concur_ in . Captains Martin ' s recom-
mendations , seconded by. Mr,., Judge.,- and: "on; .unanimous, voice vote

the motion- was carried ..
Captain Martin recommended the. Board order the signal inter-
connect cable from 6th- to. :10th Streets- on Main Street retained .
Mr . Judge moved the Board concur, in therecommendation, seconded
by Mr . Benner , and on unanimous voice vote the motion.. was
caTr i ed.
The Board discussed Co:uncilman Blackwood '_-s complaint about the
officer who gave numerous parking tickets across from Jenning ' s
Restau-rant.' "-Chief 'St-r:ahan said the officer was enforcing the
law, but that parking stalls are being; put .-back in the area.
Mr . Wilson of Wilson and Terwilliger reported that a represen-
tative of the manfacturer of theheating, plumbing andp air
conditioning system in Fire House No. 1 is planning -Co examine
the -installation and.-would, make a recommendation. He said he
would report back to the Board when he gets the report .
Mr . Benner" moved- the rBoar d -adopt :Decl ar.atory,. Resolution No. 2-
1J971 , vacating a portion of an alley , and set the date for a
public hearing :f.or ' September ' 16, at , 10: 00 a .m. , seconded by
Mr. Judge, and on unanimous voice vote themotion was carried..
Mr ., Judge moved the .Board -execute a,n agreement for. fire pro-
tection with Spring Grove, , seconded by Mr . Benner , and on
unanimous voice vote the motion -was carried.

There being no further business on motion duly made, seconded
and passed, the meeting was adjourned.
