CITY OF RICHMOND, INDIANA, AUGUST 19, 1971
The Board of Public Works and Safety of the City of _Richmond,
Indiana, met in regular session August 19, 1971 , at the hour
of 9: 00 a .m. in the Municipal Building of said City . Mr .
Cecere presided with Mr . Benre r and Mr . Judge present . The
following business was had to-wit:
Mr . Judge moved to approve the minutes of the previous meeting,
seconded by Mr . Benner , and on unanimous voice vote the motion
was carried.
Mr . Tom Bench asked permission to hold a March for Christ on
August 27, 1971 , at the hour of 7:00 p.m. , from the City
Building to Rossevelt Hill , where a service will be held .
Mr . Benner moved the Board approve the request, subject to
coordination with the Traffic :Division, seconded by Mr . Judge
and on unanimous voice vote the motion was carried.
Assistant Fire Chief Marion Williams reported that the Penn
Central Railroad has been burning openly on Hawkins Road,
although they claim that the fires have not been lighted by
Railroad employees . Chief Williams said that residents of
the area have observed the employees lighting fires . Mr .
Cecere said that residents should swear out an affidavit and
the persons responsible will be arrested for being in violation
of the trash ordinance. The Board also ordered a letter to
be written to Company officials , informing them of the violation .
The Fire Department reported that Mr . Gary M. Verpooten, owner
of property at 5th and "L" Streets is in violation of the
Fire Code, specifically by not removing an abandoned underground
tank . The owner has been advised of the violation both by
the State Fire Marshal and local fire officials , but has not
complied . The Clerk was ordered to write to Mr . Verpooten and
inform him that the Fire Code would be enforced .
Mr . Cecere read a letter from Mrs . Florence Osborne, 166 S.W.
17th Street, who complained of tree roots in her lawn . He
moved the Board refer the matter to the Street Commissioner ,
seconded by Mr: .. •Judge, and on unanimous voice vote the motion
was ' carr.ied.
Mr . Benner moved the Board award the contract for South 13th
Street Reconstruction to Magaw Construction Company for
$49,935 .00, seconded by Mr . Judge, and on unanimous voice vote
the motion was carried. -
Mr . Benner moved the Board approve a:. street light request on
Elm Place, to replace an indandescent light with a mercury
vapor light , seconded by Mr . Judge, and on unanimous voice
vote the motion was carried.
Mr . Benner reported :a complaint about. a. 1 i-ght which has been
installed on S.W. NE" Street , between 2nd and 3rd Streets , as
shining on a resident ' s patio.
Mr . Benner moved the Board: authorize a letter be sent to the
Richmond Water Works , upon the signing of the Mall contract ,
relieving the Water. Company of responsibi l ity. of repaving
in the Mall area, after payment to the City of the -repaving
costs, seconded by Mr . Judge, and on unanimous voice vote
the motion was carried. = -

Building Commissioner Ed Goins reported that the Glick Apart-
ments have not yet &.been razed, although a wrecking permit has
been taken out and the contract has been let . Mr . Cecere
ordered the Building Commissioner to inform the owners of the
apartments to remove, the Building immediately .

ation in the anticipation that we -can acquire some ideas

If it is satisfactory with you, I , accompanied by
F.B .I . Agent . Paul Zolbe, and'.Office Bob Kable, who are
assisting me in the training program, will be in your
City, Tuesday, August 17, 1971 , . We- are planning a ten-
tative' time of arrival of about 10: 00 , a .m. - Please let
me know, if this meets with your approval so that I may

Chief Strahan reported that many Police Departments throughout
the State had visited the Richmond Police Department, parti -
cularly viewing the communications system, and all were
favorabley impressed . Officials from Columbus , Frankfort,
Marion, Speedway, Crawfordsville, Shelbyville, Greenwood,
Beech Grove, and New Castle have also visited here .
Mr . Judge moved the Board approve plans for the Richmond High
School Homecoming Parade, sponorsed by the Hi -Y, to be held
in October , 1971 , from Glen Miller Park to Lybolt Field,
along East Main to North 16th Street, north on 16th to North
"A" Street, west on "A" to Main, west on Main to Whitewater
Boulevard, south on Whitewater Boulevard to Lybolt Field.
The parade is to start at 10: 30 and to contain about 75 units ,
seconded by Mr . manner, and on unanimous voice vote the
motion was carried .
There being no further business on motion duly made, seconded
and passed, the meeting was adjourned .
