The Agenda Meeting of the Mayor and Council of the Borough of Carteret Agenda Ming
preceding the Regular Meeting of August 18, 2016 was held on August 4,
2016, 6:00 P.M., Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
The following were noted present:

The Clerk stated that the 2016 Annual Notice was mailed to The Home Staterent of Meeting Notice
News Tribune, The Star Ledger and posted on the Bulletin Board on
January 4, 2016. Notice was published in The Home News Tribune on
January 5, 2016 and The Star Ledger on January 6, 2016.
The Meeting was opened with a minute of Silent Prayer and the Pledge Silent Prayer /Pledge of
of Allegiance led by Mayor Daniel J. Reiman. Allegiance

Ordiname #16_18 ORDINANCE #16 -18 was introduced and adopted on First Reading and
the Clerk authorized and directed to advertise same for Public Hearing to
be held 12/1/16 . Upon MMS &C, by Councilmembers Diaz and
Bellino. Upon individual roll call vote, Counciimembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.

Pncnuses Mayor Reiman said that was the code that was adopted about 100 years
Crnrmnts ago. Basically we want to encourage anyone who owns a restaurant to be
able to bring their own beer or wine. This is permitting those
establishments that don't have a liquor license, not to sell It, but for them
to be able to bring it to the restaurant if they agree.
Council President Bellino asked If we were going to advertise this to let
the people know.
Mayor Reiman said there are certain statuary restrictions with it. This
would allow us to let them follow (inaudible).

"AN ORDINANCE OF THE BOROUGH OF CARTERET, COUNTY of Ordinance #16-19
MIDDLESEX, NEW JERSEY APPROVING APPLICATION FOR FINANCIAL "Leffert Street"
AGREEMENT"
Mayor Reiman said this is the self storage facility on Leffert Street. They
are currently paying $40,000.00 in taxes. This is the old McGruder Currents
Chemicals. The Redevelopment Agreement comes down. McGruder
Chemical has been demolished. This is to construct a four (4) story
building, an 80,000.00 square foot, four (4) story building and three (3)
small 4900 square foot building on site for self- storage. So I think it pays
off roughly $200,000.00, almost five (5) times what they are paying now
so that the city's taxes are tied into the profit ability of the project.
ORDINANCE #16 -20 was introduced and adopted on First Reading and
the Clerk authorized and directed to advertise same for Public Hearing to
be held August 18, 2016. Upon MMS &C by Councilmembers Diaz and
DiMascio. Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.

Mayor Reiman said this is accepting a grant from the DEP in New Jersey Campnts
Green Acres Program. This is roughly a $590,000.00 grant to use for the
construction of the second phase of the Marina project.
Public Hearing -
#16 -16 Approving Additional Members /Properties for the Special
Improvement District.
The Clerk stated that Ordinance #16 -16 was introduced and passed upon
First Reading at a Regular Meeting of the Borough Council of the Borough
of Carteret held on July 21, 2016. It was duly published in The Home News
Tribune on July 26, 2016, with notice that it will be considered for final
passage after Public Hearing to be held August 4, 2016 at approximately
6:00 P.M. The Ordinance was posted on the Bulletin Board and copies
were made available to the general public and according to law, she read
the Ordinance by title.

Opened Upon MMS &C by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the full Council present, the Mayor declared the Public
Hearing to be opened.
Kevin Urban asked what Ordinance #16 -16 was about.

Mayor Reiman replied this is the members for the special improvement
district, the Carteret Business Partnership. There are some properties
that are in it and some members that when they want to join, we have to
approve even though it's a quasi - governmental entity. This is additional
properties and memberships in the town to be part of the Business
Partnership.
Closed There being no more comments or objections to the Ordinance the
Mayor declared the Public Hearing to be closed upon MMS &C by
Councilmembers Diaz and Bellino and unanimous affirmative vote of the
full Council present.

Upon MMS &C by Councilmembers Diaz and DiMascio and unanimous Open to Public
affirmative vote of the full Council present, the public portion of the
meeting was opened to the public.
The Mayor asked if there were any questions or comments on Resolution
Items or Agenda Items.
Carrfpnts
Kevin Urban asked about the vehicles at the recycling yard. He asked if
any of them would be coming out to bid.
Mayor Reiman said there were some vehicles that were salvaged for
scrap metal based upon bids that came in. If a vehicle is running or usable
then it will be an auction or a closed auction. There are other items down
there that we are looking at and going through. But those items were
auctioned off for scrap metal.
Kevin Urban said there is a trailer on the property that needs an axle
from. Is it for auction too or is it (inaudible).
The Mayor asked what trailer he was referring to. The Mayor said let me
take a look tomorrow with the Public Works Department.
Upon MMS &C by Councilmembers Diaz and Bellino and unanimous Closed
affirmative vote of the full Council present, the public portion of the
meeting was closed.

The Mayor read the Resolutions into the record.

Mayor Reiman asked for a motion on the Consent Agenda. Consent Aged
