HomeMy Public PortalAbout08-05-1971 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 5 , 1971 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session August 5, 1971 , at the hour of 9: 00 a .m. in the Board of Works room of the Municipal Building of said City . Mr . Cecere presided with Mr . Benner and Mr . Judge present . The following business was had to-wit: Mr . Judge moved to approve the minutes of the previous meeting, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . A resident of the 600 block, North 20th Street, complained of bugs in the house at 621 North 20th Street . Building Commissioner Ed Goins said his Department had inspected the residence and found it sound . He said the ownerr had promised to have the premises exterminated . Mr . Cecere told the Building Commissioner to give the owner one week before the Health Department is called in . Traffic Captain Paul Martin recommended the Board approve an, additional contract with Pass Electric for supplemental work on traffic signals at the intersections of South llth and "A" Streets , llth and Main Streets , and South 8th and "A" Streets, in order to comply with the State Highway agreement in connection with the re-routing of U . S . 40 . The total amount of. the agreement is $ 1 , 365 .00, to be taken from funds from the North and South "A" Street R & S project . Captain Martin said he - thought the proposal was fair and reasonable . Mr . Benner moved the Board approve the project, seconded by Mr . Judge, and on unanimous voice vote the motion was carried. - Building Commissioner Goins recommended the Board ask Dorothy Tice, owner of a garage at 100 . South 25th Street, to appear before the board on August 12, 1971 , to show . cause why the order of condemnation of June 23 , 1969, has not been carried out . Mr . Judge moved the Board approve the request , seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Building Commissioner Goins recommended the Board ask the Trust Department of the First National Bank, administrator- of property located at 15172 North "A" Street (rear) , to appear on August 12, 1971 , to shoi cause why the order of condemnation of March 23, 1971 , has not been carried out . Mr . Judge moved the Board approve the recommendation, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Building Commissioner Goins recommended the Board ask Frank and Marion Byrd, owners of 426 South 4th Street, to appear on August 12 , 1971 , to show cause why the order of condemnation of March 1 , 1971 , has not been carried out . Mr . Judge moved the Board approve the request, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Building Commissioner Goins recommended the Board ask David R . Di l l ey, owner of 1414 North "D" Street,: to' appear on August 19, 1971 , to show cause why the order of condemnation of April 9, 1971 , has not been carried out . Mr . Benner moved the Board approve the recommendation, seconded by Mr . Judge, and on unanimous voice vote the motion was carried. Commissioner Goins requested permission to attend the Indiana Inspectors Association Conference, to be held in Muncie, Indiana, August 24725, 1971 . Funds are available . Mr . -Judge moved the % Board approve the request, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Board of Works Minutes August 5, 1971 Page 2 Mr. Benner moved the Board approve a request by residents of Berry Field to block off the 1100 block of Middle Drive and the 1700 block of . East Drive from 4: 30 p.m. to 11 : 00 p.m. August 14, 1971 , for the annual block party, seconded by Mr . Judge, and on unanimous voice vote the motion was carried . The Board considered the complaint from Councilman Marino that cracks have appeared in residences of the area of South 10th and "J" Streets following work done by Miller Pipeline . Mr . Cecere said that this was a civil matter , but the Board decided to advise Miller Pipeline of the complaints and ask them to investigate, resolve the claims and report to the Board. Fire Chief Bill Berry requested permission to investigate a request for a fire hydrant on Fry Lane . Mr . Judge moved the Board approve the request, seconded by Mr . -.Benner , and on unanimous voice vote the motion was carried . Chief Berry reported that there is no fire lane in back of apartments at South llth Street, off Main Street . Mr . Cecere said the Sanitary District should clarify the status of the property with the residents . Chief Berry reported that there is a plumbing problem in the No. 1 Fire House and that hen:has had no satisfaction from Wilson and Terwilliger . Mr . Judge moved the Board order the Clerk to notify Wilson and Terwilliger , seconded by Mr. Benner , and. on unanimous voice vote the motion was carried. Mr . Myer and Mr . Tramel , representing Dana, Perfect Circle Division, explained their new pollution control devices to the Board . The new device will eliminate all black smoke and allow only steam- to be emitted:. The total project will cost $300,000 .00 . It will not benefit the company . It -is guaranteed to meet all air pollution standards . Police Chief Don Strahan read the following letter : -. July 21 , 1971 Donald Strahan - Chief of Police Richmond, Indiana - After much . deliberation I regretfully submit my resignation effective - July 29, 1971 , to. pursue completion of a college degree at Indiana University . - It is my hope that I have served well , the department, my fellow officers , and the community . Respectfully, /s/ John- William Bowman Chief Strahan recommended the Board accept the resignation . The Board regretfully accepted the resignation . Captain Martin gave the following report: At the last regular Board meeting on July 29th, the Board received a petition from five (5) residents living near the intersection of N .W. 15th and- "X" Streets requesting a stop sign at the intersection, making "X" Street traffic stop at. the intersection. Since 15th Street "T ' s " into N .W. "X" Street, it is the opinion- of the Traffic Division that 15th . Street traffic should stop for "X" Street traffic . This holds true at the intersection of N .W. 16th and "X" Streets where there is also no traffic control . Due to the fact that both N .W. 15th and 16th Streets "T" into Board of Works Minutes August 5, 1971 Page 3 • -N :W:''-''X':' •Street 'and due to . the very low ,volume -o:f traffic on all three (3) streets ; we are -recommending that N .W. 15th and 16th Streets be :requi.red;.to stop _ . for N .W. "X" Street and stop signs be erected at both intersections . 111 Mr . ;Judge moved the Board concur in the recommendation, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Captain Martin gave -the ,following report : The Traffic Divsion is recommending to the Board that Mr . Louis Pardo, of 344 S .W. 5th Street, parking lot and street striping contractor, be awarded the job of repainting 825 on-street parking stalls on the City streets: at a firm written quotation of $950 .00 . This quotation includes paint , labor , painting machine and new lay-out -work where needed . • • • • Mr . Benner moved the Board award the contract as recom- mended, money to come from the Parking Meter Fund, Maintenance Improvement, seconded by Mr . Judge; and on unanimous voice vote the motion was carried. Captain Martin - gave the following report: At the last Common Council -meeting of August 2 , 1971 , Council - man Marino discussed the dangerous intersection - of South 4th and "E" Streets and what could be done to make it safer . The matter was referred to the'.Tr. affic Division for . study with a recommendation to be made - to the Board of Public Works and Safety . This is to advise the Board that as . soon as time permits , a study will be made at the intersection with a recommendation to the Board . at a later date . as to how to improve the traffic safety at the intersection . Mr . Cecere suggested the use of a mirror . Mr . Cecere presented a petition, signed by 47 residents of the neighborhood- of North llth Street, between : "G" and "J " Streets, asking the street be paved. The petition has been forwarded from Councilman Williams . Mr . Cecere moved the petition be forwarded to the• Street Department , seconded- by Mr . Judge; and on unanimous voice vote the motion was carried. Chief Strahan presented the following letter , signed by 23 residents of the Test Field area: : July 30, 1971 Donald L . Re-Inspections 5 Written Orders 46 Verbal Orders 10 • Compliances: 8 Captain Sparks and Bosell gave a fire brigade , training • program at the Huffman Mfg . Co_.. 25 persons attended Captain Griffin gave a program at Hibberd School concerning Resusci Annie . 103 students attended Captain Sparks and Bosell gave a. fire extinguisher demon- stration at Earlham College. 12 persons attended Board of Works Minutes August 5 , 1971 Page 5 Fire Prevention Bureau June Monthly Report Continued On June 6th, Captain Sparks investigated a suspected arson fire involving an auto at the Hillcrest Baptist Church . On 111 June 16th , a 10 year old boy admitted to Captain Sparks and Detective Kulentus that he set the car on fire. Captain Sparks worked with the State Fire Marshal Deputy on ten inspections and with the Bureau of Buildings on eight inspections . Reported by: William Sparks -Captain JULY MONTHLY . REPORT . FIRE PREVENTION BUREAU Inspections 694 Re-Inspections 24 Orders Issued 37 Compliances 22 Captain Sparks and Bosell demonstrated the use of fire extinguishers to the personnel of Montgomery Wards . There were 55 employees in attendance . Captain Griffin was on vacation during this month . Captain Sparks and Griffin worked with the residents of the 111 Scyamore Square adopting a fire plan from each floor and every wing of the building . A Fire Chief, Fire Marshal , and wing floor fire Captains were appointed to enforce fire regulations . 500 EDITH posters have been distributed to local factories , churches , downtown businesses , shopping centers , etc . , in preparation of the EDITH program.
