THE CITY OF RICHMOND, INDIANA JULY 29, 1971 • The Board of Public Works and Safety of the City of Richmond., Indiana, met in regular session July 29, 1971 , at the. hour of 9: 00 a .m. in the Municipal Building of said .City . . Mr . Benner presided in the absence of Mr . Cecere with Mr . Judge present and Mr . Klinge sitting in an advisory capacity . The following business was. had- to-wit: - . Mr . Benner moved. to approve the minutes of the previous meeting, seconded by Mr . Judge, and on unanimous voice vote the motion was carried. Fire Chief William Berry recommended the Board promote Captain Tom Barker to Battalion Chief, effective July 30, 1971 . Mr .. Judge moved the Board approve the promotion, seconded by .Mr . Benner , and o.n unanimous voice vote the motion was carried . Chief Berry recommended -the Board promote William Smith to Engineer , effective Jul-y 30, .1971 . -: Mr . Judge moved the Board approve the, promotion, seconded by Mr : Benner , and on unani - mous voice vote the motion was carried . Chief Berry recommended the Board promote Ronnie Bass to Captain effective July 30 , 1971 . Mr . Judge moved the Board approve the promotion, seconded by Mr. .Benner ,; and on unanimous voice vote the -motion was carried. Chief Berry recommended the Board appoint Robert Thalls to Engineer - effective July 30, 1971 . Mr.. Judge moved the Board -approve -the promotion, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Chief Berry recommended the Board appoint Gerald Rigsby as Pro- bationary ,Fireman, effective July -30,, 19,71 . Mr . Judge moved the Board approve the appointment , seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Chief Berry recommended the Board appoint Curtis Millman as Pro- bationary Fireman, effective July 31 , 1971 . Mr . Judge moved the Board approve the appointment, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Mr . Benner reported he had checked on the request by Robert Hudson to have a street light installed on Redevelopment property behind the State Theatre. He said the area would be sufficiently illum- inated from the service drives and moved the Board deny the re- quest , seconded by Mr . Judge, and on unanimous voice vote the motion was carried. Mr . Benner 'reeported that he checked the street light request from residents of the area between 8th and 9th Streets at South I Street for a light at the corner of the alley, and he moved the Board approve the request, since there had been some vandalism, seconded by Mr . Judge, and on unanimous voice vote the motion was carried. Mr . Benner moved the Board refer to the Engineer for recommendation a request for a replacement of a conventional light with a ,mercury vapor light on Elm Place between North 8th and 9th Streets, second- ed by Mr . Judge, and on unanimous voice vote the motion was carried. Mr . Benner moved airequest for street lights on South 31st Street from Southeast Parkway to South "B" Street be referred to the Engineer for recommendation, seconded by Mr . Judge, and on unani - mous voice vote the motion was carried . Board of Works Minutes July 29, 1971,,.. Page 2 Mr . Judge moved the Board refer a petition for a stop sign at Northwest 15th and "X" Streets be referred to the Traffic Division for recommendation, seconded by Mr . Benner , and on unanimous voice vote the motion was carried Mr . Judge moved the Board approve a request from the Street Department to have a resolution prepared for consideration by Council t:o transfer. $5, 185 .00 from Inventory, Clerk S,a1Lary and Sewer Materi.al's to Telephone and Telegraph,, Garage and 'Motor Supplies, and Other Supplies, seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Mr . . Judge moved the Board approve a request from the Street Department to have an ordinance prepared for consideration by Council to appropriate $34,000 .00 from 'Motor Vehicle Cash Operating to Streets , Alleys , Curbs & Sidewalks; and Garage and Motor Supplies , seconded by Mr . Benner, and on unanimous voice vote the motion was carried .. This appropriation is necessary because the Street Department has been- restoring utility, cuts in streets, for which the utilities pay, but the money has to be re-appropriated. Mr . Judge moved the Board readvertise for bids for buses, to be opened August 12, '1971 , at 10: 00 a.m., since the bidders had not 'submitted their bids on the prescribed forms . No bids were opened . Mr . Benner moved the Board execute the -contract with Weitzel Con- struction Company, Inc . , for the South "M" Street interceptor sewer for $35 ,000 .00, seconded by Mr . Judge, and on unanimous voice vote the motion was carried. There being no further business on motion duly made, seconded and passed, the meeting was adjourned. David E .
