HomeMy Public PortalAbout07-22-1971 BOARD OF PUBLIC WORKS . & SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 22 , 1971 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session July 22, 1971 , . at the hour of • 9: 00 a.m. in the Municipal Building of said City . Mr . Cecere_ presided with Mr . Judge and -Mr . Benner ;present . - The following business was had to-wit: Mr . Judge moved to approve the minutes of the previous meeting., seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Mr . Benner moved the Board adopt Improvement Resolution No. . 1096- 1971 , a Barrett Law improvement , building curbs and gutters on South 4th Street from "M" to . "Q" Streets, and set a hearing , date for. August 12 , 1971 , at 10: 00 a.m. , seconded by Mr . Judge, and on unanimous voice vote the motion was carried. Mr . Benner moved the Board amend the minutes of ,the July 8th meeting, to read that the hearing date for Barrett Law improvement of curbs:-and gutters on South 4th Street be held August 12, 1971 , seconded by Mr . Judge, and on unanimous voice vote the motion was carried. Mr . Benner moved the Board award the contract for the South 13th Street storm sewer to the lowest and best bidder , Whitesel Con- struction of Indianapolis, for $35, 000 .00., seconded by Mr . Judge, and on. unanimous: voice vote the- motion- was carried. Mr . Benner moved the Board advertise. for bids for South 13th Stra✓t reconstruction from ''L" to "0" Streets , to be opened August 12, at 9:30 a .m. , seconded by Mr . Judge, and on unanimous voice vote the motion was- carried— -, - Mr . Benner moved the Board approve' a curb cut request for 2021 Chester Boulevard from Cox Supermarket, Traffic and Zoning having approved, seconded by Mr . Judge, and on unanimous voice vote the motion was carried. Mr . Benner presented a Barrett Law petition for curbs and gutters on S . W. "D" Street, from the first alley east of S . W. 17th Street to S .W. 18th Street. Mr . Judge moved the Board refer the petition to the Engineer ' s office for ascertainment of the status of the property owners and for studying the feasibility of the project, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Traffic Captain Paul Martin reported that the timing of traffic signals on East Main Street from 12th Street east was off and that the State Highway officials have promised to correct it . Captain Martin requested permission to accept proposals for painting - on-street parking stalls , the money to come from the Parking Meter fund. Mr . Judge moved the Board concur i.n the recommendation, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Captain Martin reported that new signals are being installed at North 8th and "A" Streets . Captain Martin recommended theBoard authorize the painting of a yellow curb, 40 feet long, in front of the main entrance to Sycamore Square on South 14th Street, as requested by Housing Authority Director Robert Godsey . Mr . Judge moved the Board approve the recommendation, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Captain Martin reported that three speed limit signs had been erected on North 12th Street, and he felt that this was sufficient . The Clerk was ordered to so notify Councilman Williams . Street, and .that this was -being enforced •at all times . - . • George Tripp, ' attorney for CATV requested the City assign the franchise for cables - from Clearview Cable to Clearview Cable-TV, III a joint venture. Mr . Benner moved the Board concur in- the re- quest, seconded by Mr . Judge, and on unanimous voice vote the - motion was carried. . . -- . - - . • -- Mr . Cecere reported a request from .the Street Lighting Committee of Council for vapor lights to. be installed behind the State - Theater on Redevelopment :property., and in the alley between South 8th and 9th Streets . Mr . Benner moved the requests be referred to the - Engineer' s office for_ study, seconded ;by Mr . Judge, and on unanimous voice-.vote—the motion was carried . . . - Mr . Cecere moved the Board approve the traffic and- accident study • to be conducted by the State, seconded by Mr . Judge, and on unan-. imous voice vote the motion was carried. -- Building Commissioner_ Ed Goins. reported. that-.a wrecking permit has been issued for the. taking: down of the Glick Apartments, and that work should be started within the next thirty - days .
