OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUL:: ,.15,, 1971 The Board of Public Works and Safety, of the City of Richmond, Indiana, met in regular session, July 15 , 1971 , at the hour of 9: 00 a .m. in the Municipal Building of said City . Mr . Cecere presided with Mr . Judge and Mr . Benner present . The following business was had to-wit:- Mr . Judge moved to approve the minutes of th.e• previous meeting, seconded by Mr . Benner ; and on unanimous voice vote the motion was carried . - A group of neighbors of the Test School area appeared to complain of teenagers gathering and -causing disturbances on and around Test field during evenings and late into nights . The group asked to have individual names withheld for fear of reprisals ., Complaints included littering, noise, car racing, 'profanity, blocking of drive-- ways, drinking, suspicion of use of drugs , 'vandalism, incidents of sex acts, and disturbing the peace . The incidents , according to the group, have taken place until 2: 00 a..m. -and in the 'streets and on private property in .the area. Police have been called repeatedly and do patrol the area, but the teen-agers reassemble when the police leave. Mr . Cecere thanked the group for bringing their concern to the Board and promised the City would do everything in its power to eliminate the proble, such as strict curfew enforcement, heavy patrati'ng"' 'of' the area, and a study by the Traffic Division to see whether a better traffic pattern for—the' area' -could' be developed. He also explained that in order forthepolice to make arrests , the offense must be committed in the presence of a police officer , or a citizen must signa complai-nt, thus the cooperation of the neighbors was necessary . .' The Clerk presented proof of publication for bids for the South 13th Street storm sewer . Mr . Cecere examined the proof of publication and found it to be correct . Mr'. Judge moved the Board accept the proof of publication, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . The following bids were opened: A & D Excavating; $57, 347 .00, deduct- $5,092 .00 for elimination of Item 1 ; deduct $15,379.00 for elimination of Items 1 and 2 . Weitzel Construction, Indianapolis; ' $48,400 ..00; "'deduct $3 ,420 .00 - for elim- ination of Item 1 ; deduct $12 ,200 .00 for elimination of Items 1 and 2 . Mr . Benner moved the Board refer the bids to the Engineer' s Office for study and recommendation, seconded by Mr . Judge, and on unanimous voice votethe motion was carried .Fire Chief William Berry read. the following letter:. _ July 4, 1971 • ' Board of Public- Works & Safety ' - - City of Richmond; Indiana Gentlemen: As of June 25, 1971 , - I completed twenty . (20') years of consecutive service with the Fire Department of the City of Richmond, Indiana . Therefore, effective July' 1.6, 1971 , I will terminate my employment with the Fire Department of 'the City of Richmond , Indiana . I wish to take this opportunity to express my sincere gratitude to the citizens of Richmond 'for the continuous employment my family has enjoyed since December 27, 1913, when my Uncle Harry Williams and former Fire Chief was appointed tOithe Fire Department, he died in office June 9, 1946; my father, Franklin Walls was appointed February 19, 1931 and retired on December 1 , 1964 with more than 33 years of service, with my retirement effective July 16, 1 971 , and, 20 year's . service, represents 58 continuous years and 88 accumulated 'years of fire service to the City of Richmond, Indiana . • Very truly yours, /s/ Roland F. Chief Richmond, Fire Department Board of Works Minutes July 15, 1971 Page 2 Chief Berry recommended the Board accept Battalion Chief Walls ' resignation, effective July 16, 1971 , the Fire Department Pension Board having approved. Mr . Benner moved the Board regretfully accept the resignation, seconded by Mn Judge, and on unanimos voice vote the, motion was carried. Chief Berry recommended the Board place Fire Marshal Harlan Green on disability pension, effective July 16, 1971 , Marshal Green being unable to perform his departmental duties and the Fire Department Pension Board having approved the request. Mr . Judge moved the Board concur in Chief Berry ' s recommendation, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Street. Commissioner Elmer Toschlog recommended the Board award the bid for the Street Department dump truck to Fred First Ford for $4, 876. 30 , Mr . Judge -moved the Board award the contract as re- commended, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . \Mr .' Benner. moved 'the :Board ,authorize the Richmond Power &. Light Plant to install pedestal lights on S .W. 18th Street between "D" and 1.'E" Streets and on South 4th, Street between !'M" and "Q" Streets since the streets are being torn' up for construction, seconded by Mr . Judge, and on uanimous voice vote the motion was carried. Mr . Benner moved the Board authorize Richmond Power & Light to replace signal light ducts at 5th and 6th Streets at an estimated cost of $200 .00, seconded by Mr'. Judge', and on unanimous voice vote the motion was carried . Mr . Cecere read the following letter: , - Wayne County Insurance Service Richmond, Indiana ' July 9, 1971 Board of Public Works .& Safety Richmond, Indiana Attention: Mr . Jerald Judge, City Controller Dear Sir: . 0 On July 1 , 1971 , I was asked to provide cost of additional excess cover above the one million now carried. The renewal of the present amount will cost $6,428 .00, two million, $9, 642 .00 and five million '$13, 997 .00 . As you know these amounts are over and above the basic general liability coverage of $100 ,00.0 .00 for one .person, $450,000 .00 for one accident with a limit of $50,000 .00 property damage in either case. Judge moved the Board refer the problem of whether or not the City should by extra coverage to the City Controller ' s office for study and recommendation, seconded by Mr : Benner , and on unanimous voice vote the motion was carried . Mr . Judge moved the Board advertise for bids to be taken for ten new buses on July 29, . 1971 , at 10: 00 a .m. seconded by Mr . Benner and on unanimous voice vote the motion was carried.
