CITY OF RICHMOND, INUIANA, JULY 8, 1971
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular , session, July 8, 1971 , at the hour of •
9: 00 a .m. in the Municipal Building of said City . Mr . Cecere
presided with Mr . Judge and Mr . Benner present: The following
. business was had to-wit:
Mr . -Judge _moved to approve the minutes of the previous meeting,
seconded by Mr . Benner, -and on unanimous voice vote the motion
was carried . - .

Fire Chief William Berry recommended the Board promote Captain
John Newland to Battalion Chief, effective July 9, 1971 , Mr .
Benner moved the Board 'allow the promotion, seconded by :Mr .
Judge, and On unanimous -voice vote the motion was carried.
Chief Berry recommended the Board promote Marion Schweizer • from
Engineer to Captain, .effective 'July 9, 1971 . Mr . Judge moved
the Board approve the promotion, seconded by Mr . Benner , and on
unanimous voice vote the motion was carried.

Chief Berry recommended the Board appoint Terry Shores proba-
tionary fireman effective July 9, 1971 . Mr . Benner - moved the
Board approve the appointment , seconded by Mr . Judge, and on
unanimous voice vote the motion was carried.
Mark Geres and John Finnan requested permission to paint house
numbers on curbs in the City and asking property owners for .
donations . Mr . Benner moved the Board permit the painting of
house numbers on curbs provided- it was understood that the men
were not .employees . of the _ City , . seconded by Mr : Judge, ' and on
unanimous voice vote the . motion .was carried .
The Clerk presented proof of publication for dump truck bids for
the Street Department . Mr . Cecere examined the proof of publi -
cation and found it to be . correct . : Mr . Judge moved - the - Board .
approve = the proof of publication, seconded by : Mr . Benner ; and on
unanimous: voice vote the motion was carried. One bids was - opened
from Fred First Ford for $4, 87"6.30 . The Board referred the bid
to Street Commissioner Elmer Toschlog for study and recommendation .
A representative from the Noon Optimists - appeared : to ascertain
whether the Club . had any way to keep: vendors from selling during
the Opti -Derby . He explained that certain vendors had agreed to
give a percentage of their proceeds to the Club, but were in
competition with other vendors : . Mr . Cecere explained that there
is noLway in which the City can give exclusive rights to any
merchants on City streets . - •
Robert Hudson requested the Board maintain a 12-foot sidewalk
from 6th and Main Street to the 'State Theatre and keep 6th Street
open for three lanes of traffic during_ the Carnival , . so that
patrons could have access to the Theatre. Mr . Cecere explained
that the Merchants had encouraged downtown activity, that the
Board -was interested i n 'then safety of :the people - using the area
and had made sure. that fire:equipment could -have easy access to
all parts and that police protection was increased. Mr . Hudson
said that- the sidewalk was impassable_. because of carnival equip-
ment . The Board ordered the. Traf.f.ic Division. to have the side-
walk cleared.
Matthew Degraw. of the Laborer's ' Union, Local 1047 requested the
City Code be. amended to 'allow.: other .than licensed plumbers to
lay sewer lines . He said if this were not done he would- take
court action_. . Mr .. Cecere outlined three: possibilities ::for re-
solving the problem, 1 . the unions work it out among themselves;
2 . Council amend the Ordinance; 3 . either side can bring a law
suit.. He said he would take the problem to Council and let
Council decide whether to take action or not .

Traffic Captain Paul Martin reported that he has investigated the
request made to the Board by James Hardman of State Farm Insurance,
to limit -parking to two hours on thenorth side of North ."A" Street
between 13th and 14th Streets . He said that the area is residential
and the Traffic Division does not advocate limited parking in
residential areas and would not want to set the precedent . He re-
commended the Board deny -the request . Mr . Judge moved theBoard
follow the Traffic -Division -recommendation and deny the request.
Mr . Judge moved `the Board follow the Traffic Division recommenda-
tion and deny the request, seconded by Mr . Benner, and on unani -
mous voice vote the motion was carried .
Captain Martin reported that the - speed limit signs on North 12th
Street requested by Councilman Williams had been ordered put up.
Captain Martin reported that the street signs which had been
reported removed by Councilmen Paust and Hilligoss had been ordered
replaced.
Captain Martin reported that the "Welcome to Richmond" sign on
Williamsburg Pike has been removed because it was damaged, and
had not been `r-epl'aced because •of the cost ($135 .00) and the re-
peated destruction of it .
Mr . Benner moved the Board execute a contract with DeBolt Concrete
Company for Section 1 Storm Sewer for $232,231 .00, seconded by •
Mr . Judge, and on unanimous voice vote the motion was carried.
Mr . Benner moved the Board amend the June 17 minutes to show the
award of the contract W S Ind-92 Section 1 Storm Sewer to DeBolt
Concrete Company for $232, 231 .00 instead of $226, 171 .00, seconded
by Mr . Judge, and on unanimous voice vote the motion was carried .
Mr . Benner moved the Board have an ordinance prepared for Council ' s
consideration asking for - an additional appropriation for $21 ,000 .00
from the Cumulative Storm Sewer Fund, to W= S Ind-92 Section 1 Storm
Sewer Project, seconded by Mr . Judge, and on unanimous voice vote
the motion :was carried.
Mr . Benner moved the Board set the date for a public hearing for
Barrett Law Improvement of South 4th Street .for July 29, - 1971 ,
at the hour of 10: 00 a .m. , seconded by Mr . Judge, and on unanimous
voice vote the motion was carried.
- Mr . Judge moved the Board authorize the City Attorney to file con-
demnation proceedings against Lots No. 1 , 2, and part of 3 in the
Sturgis Addition in order to construct the North "D" Street Annex,
seconded by Mr . Benner, and on unanimous voice vote the motion
was carried . -
Mr . Cecere explained that .the story in the newspaper dealing with
the City ' s negotiations' with the firemen gave the wrong impression,
since it stated that Richmond ranks 12th among 13 second class
cities in Indiana in firemen ' s pay . He explained that in all
other cities firement work 63 hours per week, whereas, in Richmond
firemen work 57 hours per week . _ The story in the paper had com-
- pared annual salaries, not hourly rates . This comparison would
rank Richmond near the top three cities . Other considerations
not mentioned were Richmond ' s high clothing allowance, longevity
pay, and the fact that the City spends over $2,000 .00 per man
annually for. pensions . Mr . Cecere said that this Board would not
be a party to taxing. the City out of a competitive market bidding
for industrial development , and the Board expects all - City
employees to ful fi l l their contractual- and statutory obligations .
