CITY OF RICHMOND , INDIANA, DULY 1 , ' 1971 •
The Board of Public Works- and Safety of the City of Richmond,
Indiana, met in regular session July 1 , 1971 , ''at the -hour 'of
9: 00 a .m. . in the Municipal Building of said City . 'Mr . Cecere
presided with the following members present: . Messrs. Judge
and Benner . The following business was -had to-wit:
Mr . 'Benner moved_ to approve the minutes of the previous meeting, •
seconded by Mr . Judge, and on unanimous voice vote the motion
was carried .
Mr . Benner moved to approve the 'minutes of the Special Meeting,
June 15, 1971 , seconded by Mr . Judge, and on unanimous voice
vote the motion was carried . -
The Fire Fighters requested :.permission to hold -the annual Chi l drens
Carnival on an empty lot at North 10th and "J" Streets . Mr . Judge
. moved the Board grant the •request subject to coordination with the
Traffic Division, seconded by Mr. Benner, and on unanimous voice
vote the motion was carried.
James Hardman, representing State Farm, asked that parking be
limited to two hours between 9:'00 a .m. and 5: 00 p.m. on the north
side of North "A" Street between 13th and 14th Streets . Mr . Judge
moved the request be referred to the Traffic Divison for study,
seconded by Mr . Benner , an d on unanimous voice vote the motion,,
was carried.
Mr . Benner reported that be had studied the probelm of the narrow
alley between North .6th'and -Fort Wayne Avenue, and haS: found that
_ it. is too narrow for most tra.ick traffic 'now using the' alley . He
recommended` the Board. vacate -the. alley, -subject to- a utility ease-
ment . ' Mr . Benner moved the Board start vacation proceedings ,
seconded by Mr-. Judge, and on` unanimous voice vote the motion
was carried .
Fire Chief William. Berry asked the Board prepare a resolution for
Council requesting the transfer of $300 .00 from M-8 Instructions'
(2-23) "Services_ Contractual " to M-4 Traveling Expense '(2-21 -213)
"Services Contractual " in order to- send members of the 'department
to schools for the remainder of the year . - Mr .' Benner moved the
Board concur in the ' request, seconded by Mr . Judge; and on unan-
imous voice. vote the motion was carried.

Chief Berry asked the Board -to prepare a Treoluti'bt= for Council
requesting the transfer of $1',000 .00 from M-30 Purchase a New
Alarm Box (7-72-723 ) "Properties" to' M-23 Other Material , Alarm
System (4-44) ' 11Materials" in order to purchase batteries-, relays ,
teletype paper, digematic paper;' integrated circuit & component
parts'., and 'integrated relays, all for the alarm system. Mr .
Benner moved the Board concur' -in the request, seconded by Mr .
Judge, and on unanimous voice :vote the motion was carried.
Police Chief Don Strahan requested permission to attend the 78th
Annual Conference of the 'Inter'nati on Association of Chiefs of
Police at Anaheim, Ca,liforn:ia,' September 25-30, 1971 . Money is
available. Mr . Judge moved 'the Board concur in the request,
seconded by Mr . ' Benner, and on unanimous'"Voice vote the-motion
was carried.

Traffic Captain Paul Martin reported that he had' checked into Mr .
Miles ' request to have the ' f1asher at South 16th and"A"- Streets
removed and found thatit has alleviated the accident situation
at the corner . The Board took' under advisement the request to
have the wooden poles replaced - by steel posts . Mr . Miles thanked
the Board for their cooperation' on his curb problem.

Captain Martin reported that tree limbs need trimming on North "A"
Street between 14th -and' llth Streets . The Board advised him to
get •a cost estimate from Richmond Power & Light for the job .

Captain Martin reported that he had had -a request from County
Commissioner Herman Wambo to have an overhead "cros's-walk" sign
installed in the first bl.ock..of South .3rd .Street, .with the .
County paying the cost. Mr . . Judge moved the .Board grant .the
request, subject to the County paying the cost, seconded by Mr .
Benner, and on unanimous voice orate the motion was carried.
Mr . _ Don Bell appeared to discuss the insurance Situation with
regard to the Manpower program, and it was decided that no111
additional insurance is needed . _

A certain program of excavation and placement of a sewer ' on
'µ-• • ,Main:' Street, Richmond, , Indiana., has ..b_een .u.nder . devel opment
and operation; and s,ai.d sewer: has been .placed 'i n position be-
tween the streets of East Fourth and East Sixth Streets, and
such work of installing said sewer - has apparently ' been' accom •
-
plished in full . . .
There is no indication that any effort is being made to pave
the area on'Ma-in' Street between East Fourth and East Sixth
_ Streets fol l oWi ng the ' compl'eti on. of- the' work of installing the
sewer . My clients , Brouse and Mildred Rinehart and Virgil and
Lucille Davenport, are. quite ' disturbed .that the. street remains
in a condition which prohibits traffic. and that, their businesses
are being affected by. th'.e failure of Richmond, Indiana, to re
pave Main Street in a proper fashion from East Fourth to East
Sixth Streets . •
As a matter of fact,__ the Conditions. Surrounding the construction
work and other construction work on Fifth Street have made it
literally impossible. for people who wish to frequent the busi -
ness establishments between East Fourth and East Sixth Streets
- to find . their 'way there without violating some rule, .regulation
or law. .
The area of Main Street in Richmond, Indiana, between East Fourth
and East Sixth Street no longer seems to serve the purpose of a
state highway and all newspaper. reports and other information
•
which my clients are able to obtain or read indicate that Main
Street no longer serves ' it ' s purpose as' a- .tate public highway .
I am, therefore, respectfully petitioning this body to immedi -

ately order repavement of Main Street between East Fourth - and
East Sixth Streets in Richmond, Indiana, and to further order
public parking on both sides of said street. along said ' area
adjacent to said curb line, subject to the approval by the
Indiana State • Highway Commission, for the benefit of the general
public which wishes to frequent the businesses- of my clients
and for the benefit of my clients .

Mr . Benner reported that the street should be completely repaved
between 4th and 5th Streets within two weeks . The area between
5th and 6th Streets, is to be discussed by the Redevelopment
Commission at its next meeting next week . Mr . Benner assured
Mr . Livengood that the Street is being repaved with all due speed.
Mr . Cecere moved the Board prepare two declaratory resolutions for
Council ' s consideration, asking the Court to appoint appraisers,
preparatory to selling two City-owned parking lots , the South 6th
Street lot , and the North 9th Street lot , seconded by Mr . Benner,
and on unanimous voice vote th'e motion was carried .
Mr . Benner moved the Board approve a petition for a curb cut at
1027 South "0" Street, from Mr . Walter Huntington, traffic and
zoning having approved, seconded by Mr . Judge, and on unanimous
voice vote the motion was carried .
Mr . Benner moved the Board set July 15, 1971 , at 10: 00 a .m. , for
opening bids for a new interceptor storm sewer at South "M" Street,
seconded by Mr . Judge, and on unanimous voice vote the motion was
carried.
Mr . Judge moved the Board approve a request of a transfer with the
City Plan Department of $100 .00 from CP-6 (2-21 -211 ) Freight ,
Express , Drayage "Services Contractual " -($50 .00) "and from CP-17
. (132=323).,, Tires,& .:Tubes Supplies": ( 50 .00)' to,>CP ;12.:.(2=24-242),
Publication of Legal Notices "Services Contractual " in order to
reimburse the Publication of Legal Notices account as the length
of the advertisements published have been greater resulting in
higher. costs . Also; the money .:collected. from- the pet6t i oner..s, covers
the cost of advertisement of the Legal Ads and is turned over to
the City ' s Cash Operating Fund, seconded by Mr . Benner, and on
unanimous voice vote the motion was carried .
There being no further business on motion duly made, seconded and
passed, the meeting was adjourned .
