HomeMy Public PortalAbout06-24-1971 • • BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 24, 1971 The Board of Public Works & Safety of the City ,of Richmon.d, ,Indiana, met in regular session June 24, 1971, at the hour of 9: 00 a .m, in the Municipal Building of said City. Mr . Cecere presided with Mr . .Judge and Mr . Benner present . The following business was had to-wit: 111 Mr . Judge moved to approve. the minutes of the previous meeting, seconded. by Mr . Benner , and on unanimous voice vote the motion. was. carried. • Robert Godsey of the Housing Authority requested that the yellow zone in front of Sycamore Square be lengthened in order to accomo- date elderly -people in getting in and, out of cars .and: in order to provide a longer fire zone. He also requested either a 15 mph speed limit sign or a "Chil'dren at Play" sign be placed on 20th Street by the Westwood Terrace . The Board referred both requests to the Traffic Division for study and recommendation.. • Mrs . Charles Lipscomb and Mrs . Patterson presented a petition for the closing of an alley between North 6th Street 'and Ft . Wayne Avenue because trucks which are using the alley damage their properties . Mr . Benner moved the Board take the -request- under advisement , seconded by Mr . Judge,; and on unanimous voice vote the motion was carried. Mr . Benner moved the Board approve a request for a curb cut by Marvin Goldenberg on South 12th. Street; - off Main -Street, seconded by Mr . Judge, and on unanimous voice -vote the motion 'was carried. Robert Mules. requested the Board authorize the. removal 'of the yellow flasher which -had been installed. on wooden 'posts 'at. 16th and South "A", Streets . He said they did not slow _traffic on South "A" Street and the 16th Street traffic going north has to stop anyway. .He suggested a stop sign at the Southeast corner . He also requested new curbs in front of -his 'property and a change in the yellow line in front of his place of business at 12th and Main Streets . Mr . Judge moved the Board take the requests under advisement, for study and recommendation by the Traffic Division and the Street Department, seconded by Mr . Benner , and on unan- imous voice vote the motion was carried. Lio Wissel of the Wayne :Dairy outlined plans for the - Wayne Dairy ' s • 50th 'anniversar.y celebration . • An . ice cream social will be held in the Wayne Dairy garage on .Jwl.y 18th, between 1 : 00 and 5: 00 p.m. He was asked to coordinate with the Traffic -Division ; The Clerk presented proof of publication for .:gasoline bids . Mr . Cecere examined the proof of publication and found it to be correct . Mr . Judge moved .to approve proof of publication, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. The Clerk opened the following gasoline bids: Standard Oil , American Super Premium Gasoline - 70,000 gallons or less @15 .80(; American Regular Gasoline - 50, 000 gallons or less @13 .60 (; AMOCO Diesel Fuel #1 - 2,000 gallons or less @14.50(; AMOLEX . Diesel Fuel Z #2 - 2 ,000 gallons or less @13 .70 ( V. H. Calbeck, Atlantic Richfield Company, ARCO Gasoline (regular - 94 octane) 140,000 gallons more or less @14 . 61 (, ARCO Supreme Gasoline (premium-100 plus octane) 60,000 gallons more or less @15 .99(; ARCO Fuel Oil Light (#1 ) or #150 Diesel Fuel- 20,000 .gallons more or less @15 .02 ARCO Fuel Oil Medium (##2) . or #245 Diesel Fuel 80,000 gallons @14.52c. Mr . Judge moved the Board award the contract to the lowest and best bid of Standard Oil Division of 'American Oil Company, seconded by Mr . Benner , and on unanimous voice vote the motion -was carried . - Officer Michael Tyra requested permission to close South 6th Street from Main Street to the alley from July 6 to 12 for the annual F .O .P . Carnival . Mr . Benner moved the Board approve the request, seconded by Mr . Judge, and on unanimous -voice vote the motion was carried. Board of Works Minutes June 24, 1971 Page 2 The Clerk presented proof of publication for Declaratory Resolution No. 1 -1971 . Mr . Cecere examined the proof of publication and found it to be correct . Mr . Judge moved to approve proof of publication, seconded -by Mr. Benner , and on unanimous voice vote the motion was carried. No remonstrators appeared and no remonstrances had been filed against Declaratory Resolution No. 1 -1971 , a resolution to vacate a portion of South 10th Street between Perry Street and South "M" Street, City of Richmond, Wayne County, Indiana, second- ed by Mr . Judge and on unanimous voice vote the motion was carried . Fire Chief William Berry read the following letter : June 21 , 1971 Andrew Cecere, President Board of Public Works & Safety William Berry, Fire Chief Richmond Fire Department Richmond, Indiana Dear Gentlemen: I have been a Richmond Fire-fighter since March 11 , 1968. The time spent on the Fire Department has been most rewarding, and the City has been extremely good to me and my family . How- ever, it is necessary for me to ask the Board of Works and the Fire Chief to accept my resignation for the Richmond Fire ; Department due to personal reasons . I ask this to be effective July 16, 1971 . Once again, thank you for the steady employment and the chance to serve the City of Richmond. Sincerely , /s/ James Shepherd The Board accepted Fireman - Shepherd ' s resignation with regrets . Chief Berry recommended the Board appoint James Allen Williams Probationary Fireman effective June 28, - 1791 , Mr . Williams having passed all tests and fulfilled all requirements of the Richmond Fire Department .. Mr . Judge moved the Board approve the appointment, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Mr . Cecere read the following - letter : June 15 , 1971 State Highway Commission 100 North Senate Avenue Indianapolis , , Indiana The Honorable Mayor Byron E . Klute City Hall Richmond , Indiana • RE: Traffic Signal Maintenance Agreement City of :Richmond Dear Mayor Klute: We are sending you an original and three (3 ) copies of a new Traffic Signal Maintenance Agreement for your review and signatures . Board of Works Minutes June 24, 1971 Page 3 This new agreement takes into account an increase in the amount of money paid the City per intersection (paragraph 6a) and an increase in hourly rates (paragraph 6c) for the mainten- ance of State owned traffic signals in the City of Richmond , Indiana. These increases were presented to this office by our Greenfield District Office as a result of a meeting between the State and City Officials . Please review this document , and if satisfactory, have the necessary signatures affixed and return to this office to the attention of Mr : Frank E . Donaldson, Engineer of Traffic Signals ' and Highway Lighting . We would also ask, that you complete the notarization of the agreement of Page 5 . We sincerely appreciate the cooperation the City of Richmond has given the State over the past years in the maintenance of traffic signals and in other matters and hope this cooperation will continue. Benner, and on unanimous voice vote the motion was carried. Mr . Judge moved the Board refer a request for a street light behind the State Theatre to the Street Lighting Committee of Council , seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Mr . Cecere moved the Board grant to Aid Ambulance Service the use of the building at South 9th Street -and "E" Street through 1972; free of rent, the City to pay fire and extended coverage insurance, with the County to be responsible for repairs and building maintenance, both inside and out , seconded by Mr . Judge, and on unanimous voice vote the motion was carried. There being no further business on motion duly made, seconded and passed, the meeting was adjourned. Andrew C.
