CITY OF RICHMOND, INDIANA , JUNE 3, 1971
The Board of Public Works. & Safety of. the City of Richmond, . Indiana,
met in regular session June 3, 1971 , at the hour of 9: 00 a .m. in
the Municipal Building of said City . Mr . Cecere presided with
Mr . Benner and Mr . Judge_ present. The following business was had
to-wit:
Mr . Benner moved to approve the minutes- of the previous meeting,
seconded by. Mr . Judge, and on unanimous voice vote the motion was
carried.
Mr . Taylor , of the Greenwood Apartments, complained about the
condition of the street, trash pick-up, and some junk cars in the
area . Street Commisssioner . Elmer Toschlog explained that the
street had been patched and needs to be relocated . He said he
would .check it out and do what is necessary . Rick Freeman said
his office is aware of the junk cars and is working on getting
them removed .
A representative of SPUR and the Wayne County Environmental Pro-
tection Committee -requested premission to block off the North 6th
Street parking lot on June 12 from 9: 00 a .m.. to 3: 00 p .m. to use
as a 'collection center for a City-wide newspaper ,collection drive
to be conducted by the Boy Scouts . . 'He also asker permission to
use the lot on June 26 and -27 to collect. glass . Mr . Cecere sug-
gested that the group could use the center section of the lot .
Mr . Judge moved the Board approve 'the use of the center section
of the lot •on the dates requested, seconded. by Mr . Benner, and
on unanimous voice vote the motion was carried .
Street Commissioner Toschlog complained he has been unable to get
the Antrim Tree Service peopleto comply with their .contract to
remove stumps .. The Clerk was ordered to notify Mr . Antrim. of his
obligation .
Building Commissioner Ed .Goins asked the Board call in the following
owners of condemned houses to show cause why the orders of condem-
nation against their properties should not be carried .out : William
and Maggie Marshall , 1112 North "G" :Street, and Bertha ; Bel.l , 1029
North "H" Street . Mr'. Judge moved the Board approve the Building
Commissioner ' s request , seconded by Mr . Benner , and , on unanimous
voice vote the motion was carried.
The Clerk presented proof .of publication for bids for gasoline.
Mr . Cecere examined the proof .of . publication ' and, found it to be
correct Mr..= Judge moved the Board approve proof of pub'l:i cat,i on,
seconded by—Mr . Benner, and on unanimous :voice vote the,rmotion
was carried . Th'e following bid was opened from the Atlantic
Richfield Co. , V. H . Calbeck: . ARCO Gasoline (regular - 94 octane)
@14. 61c, ARCO Supreme Gasoline (Premium - 100+ octane) @15 . 99G,
Premium Diesel Fuel @15 .02c, ARCO Fuel Oil Light (#1 ) or #150
Diesel Fuel @15 .02 , ARCO Fuel Oil Medium (#2) or #245 Diesel
Fuel @14.52c. Mr . Judge moved the Board take the bid under
advisement , seconded by Mr . Benner, and on unanimous voice vote
the motion was carried .
Fire Chief William .Berry recommended the Board appoint Battalion
Chief Marion Williams '.Assistant . Fire Chief. Mr . Judge moved the
Board approve the appointment, seconded by Mr . Benner , and on
unanimous voice vote the motion was carried . .
Captain Griffith of the Fire Prevention Bureau explained the EDITH
program (Exit Drills in the Home. ) , which is a City-wide educational
campaign on how to get out of burning house, using all available
media and culminating in .an - all -City drill October 6, at 7: 00 p.m.
Mr . Benner moved the Board approve the EDITH program, seconded by
Mr . Judge, and on unanimous voice vote the motion was carried . .

The Clerk presented proof of publication for Improvement Resolution
No. 1094-1971 . Mr . Cecere examined the proof of publication and
found it to be' correct . Mr . Judge moved to approve proof of pub- .
location for 'Improvement Resolution No. 1094- 1971 , seconded by
Mr . Benner , and On unanimous voice vote the motion was carried .
The following bids were opened for curbs and gutters on Southwest
18th Street, a Barrett Law project: Jul Gerken, Inc . : $2, 100 .00;
Bertram Construction -Co. , Inc . : $2, 700 .00 ; and Ed Smarelli :
$1 , 725 .00 . Mr . Benner moved the Board take the bids under ad-
visement, seconded by Mr . Judge, and on unanimous voice vote the
motion was carried.

Gentlemen:
In regard to the attached driveway and curb cut petition; it is
with -regret that the Traffid;-Division. must deny the request of
the Adam H . 'Bartel. Company-. We al-,l -know that the intersection
of North 9th and "D" Streets has been a hazardous intersection
for- a number .of years . We feel that since the- lot where the
curb cut is requested is adjacent .to the northwest corner of
the intersection, motorists driving-north on North 9th Street
desiring t•o enter the proposed curb, cut would at times create
a traffic hazard -due to the fact that .they would have to cross
over the west bound lane of the 900 block of North "D" Street .
• The proposed curb cut is approximately sixteen ( 16) feet -from
the east -right of way line of North 9th Street -and if someone
driving east wanted to turn -,into the lot, there would at times
be vehicles going west bound stopped at the curb .cut blocking
it , waiting for vehicles to clear on North 9th Street . This
• would prevent vehicles from entering the lot and also would
block the east bound lane of North "D" Street . Furthermore,
if this would occur , motorists desiring to enter the 900 block
of North "D" Street would become trapped in the middle of the
intersection and thus be exposed to ".traffic north and south
bound on 9th .Street . .
We would like to add that we appreciate the efforts of the
Bartel Company in securing off: street parking . -We understand •
that the company is attempting to negotiate the purchase -of
. the adjoining -apartment house to the east of ' the requested
curb cut and if this can .be done, then a curb cut can be
located farther to the east on North "D" Street away -from the
intersection and thus eliminating the hazar.ds .of ingress and
egress . -

Mr . Benner moved the Board reject the curb c-ut request as re- •
commended 'by Captain Martin, seconded by. Mr . Judge, and on •
• unanimous voice vote the motion was carried .

Mayor Byron Dlute recommended the Board authorize the removal of
parking meters from the North 6th Street -municipal parking lot
and make the lot a 24-hour parking lot , since the income from
the ':meter.s does not justify their maintenance. Mr . Judge moved
the Board order the meters removed, cleaned and sold, and lot
- - made a 24-hour parking lot, effective immediately, seconded by
Mr . Benner, .and on -unanimous voice vote the motion was carried.

Subject: Leave of Absence (Academic)
Purpose: Furthering of education by completion of a
• -Bachelor of Arts Degree in Forensic Studies .

Length: One year . Beginning July 28, 1971. through
July 28, 1972 .
Due to the drastically changing social conditions in- this. -country
there has been an ever increasing demand for higher education in
the field of law enforcement . A new program instit.uted at
Indiana University, beginning. in August of this year, has made
it possible for me to complete a college degree . My .objective
is completion of this degree and continuance of my career in law
- enforcement . I have completed the necessary tests and have re-
ceived verbal confirmation from the director of the aforementioned
program, of my acceptance into the same.
I am asking for only one ( 1 ) year at the end of :.which I. wi l l
evaluate my financial and academic situation.. At: that time I
would hopefully request an extension of the leave.
I wish to indicate here that I will waive all pension rights ,
seniority continuation, and that I would not expect the department
to hold a position open f.or .me'6: .I would accept the first avail -
able opening upon my return . .

RE: Leave of Absence
John W. Bowman
Gentlemen:
I would like to comment of Officer John Bowman ' s request for a
leave of absence . First of all , I told the Officer that I would
disapprove of such a' request more than two.'months ago. I base
this position on several reasons which I conveyed to the Officer .
First of all it is my feeling that I would be forced to hold
this position open: for the length of the leave and thereby create
a •manpower shortage on his platoon .
' Hehas indicated a one-year leave but in, truth` •he is talking about
a three or four-year leave depending on what his yearly- status is
with the university . .
It is very unlikely that he would return .to this _department if he
obtains a degree- in Police Administration and- he is the first to
admit this . It seems that he mainly wants a guaranteed job in
the event he flunks -out or drops out of school for personal
reasons and' has ' to return to Richmond. .

There are a few- other officers that have . shown interest in this
same program and I am sure to grant a leave for one officer
would set a presedent that could open a Pandora ' s-Box for such
requests in the future . No doubt some would be for other
reasons . I would assume that since he would legally still
be a member of this department while on leave, he could
become sick' or disabled and qualify for his pension benefits .
I do not think that the City of Richmond should obligate it-
self in this manner with no guarantee in return .
These. are the reasons I would disapprove this request .

Mr . Cecere said he was in sympathy with the request, however he
questioned the City ' s legal position: with regard to- an officer
on leave . .Chief Strahan said i.f. Officer Bowman pursued his
education as 'out l i ned, . and applied: for :a position on the Police
Department , be-would d ,be qualified for the first available- opening
even if he now resigned form the Department . Mr . Judge moved
the Board .accept the Chief ' s recommendation. and xeject the re-

quests with. no prejudice against Officer. Bowman, seconded by
Mr . Benner, and on unanimous voice vote the motion was -carried.
Mr . Cecere moved the Board adopt Declaratory •Resoluti-on No. 1 -
1971 , .vacatingSouth 1Oth Street between Perry and. "M" Streets,
and set the date for the public hearing for. June 24, . 1971 , .at
10: 00 a .m. , seconded by Mr . Judge, and on unanimous voice vote
the motion' was carried .. •

Mr . Adams of "Lippman Associates, - requested approval for storm
sewer plans for the Park Lorraine -Addition. -The' City Engineer 111
expressed doubts as to whether the design engineer had been
aware of the -nature of. the area to be drained. Mr . Benner
moved the Board defer approval of the plans until he ,can study
them further, seconded by Mr . Judge, and on unanimous voice vote
the motion was carried .
Mr . Judge moved the Board authorize the closing of the City
Building on Monday, July 15, 1971 , seconded by Mr'. Benner, and
on unanimous voice vote the motion was carried.
Realtor James Sullivan reported on negotiations for the purchase
of three lots on North 3rd and 4th Streets, necessary for the
recconstruction of North "D" Street, saying that he has been
unsucessful in coming to terms with the '.owners . Mr .. Cecere said
the lots would have to be condemned.

The following are programs and lectures given by this office
during May .
The ' Sparky program was concluded this month with the visitation of
23 schools . Over 2300 children in the grades of 2nd and 3rdbe-
came members of the Sparky Fire Department. .

Captains Sparks an d Bosell held- a. fire drill at Boston and Riley
School . Exit doors were blocked by the Bureau ' s 4x8 flame
painted board, simulating a fire blocked exit . . Thus, teachers
and students had to find. a second path of egress .
Chief Berry and Captain Griffin were, the guest at a North
American Insurance Co. Luncheon and met the new general manager .
Later during the month, Captain Griffin held a fire drill of.. the IlL
INA building, followed by a demonstration on the use of fire. •
extinguishers for the "area leaders '. II
Captain Griffin held sessions at the. :Rei.d Hospital from 12: 00 a .m.
to 4:00 a.m. Sixteen sessions were held during this period .on
the use of • fire extinguishers and classes of fire. .
Captains Sparks and. Griffin held .outside..demonstrations at Reid
Hospital . Two sessions brought nurses, technicians, aids , etc.
to learn how to use the. fire extinguishers and hose attached to a
hydrant to extinguish flammable liquid and mattress fires . .32

Captain Griffin held a .two day session for the Boston Junior High
home-economics classes .-; One session _concerned baby-sitting, while
the second sess i on. .concerned how .to . get out -of .a burning building. ,

Captain Griffin demonstrated to the .Mary • Hi l 1, Nursing Home employees
on the use of their new fire alarm system. 11 students .
Captain Griffin held a. two day session .for .the Hibberd Junior High
home-economics classes . Resusci Annie was used to domonstrate
heart massage and mouth to mouth breathing . 47 students .

new employees on the use of fire extinguishers -and. the cl-asses- of -
