HomeMy Public PortalAbout05-13-1971 - BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 13, 1971 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session May 13, 1971 ;._ at the' hour of . 9: 00 a .m. in the Municipal Building of said City . - Mr .' Cecere presided with Mr . Judge ' and Mr . Benner present . The following business was had to-wit : III Mr . Benner moved to ' approve the minutes of the previous meeting, seconded by Mr . Judge, and on unanimous voice vote the motion was carried. - John Parshall , Richmond High School band director; ? asked per- mission to use the streets near the High School for marching • practice for the band; 'Thur sda'y, from 1 2: 10' to- 1 2:45 p.m. There were no- objections from the• Traff:ic. Division. Mr . Benner - moved the Board grant the request, - seconded by Mr . - Judge, and on unanimous voice vote the motion was carried . Mr . Cecere welcomed Jerald Judge as new City Controller and wished him luck . -Mike Sbrocchi from City Plan, reported that John Dotson, owner of property at 612 Indiana Avenue has failed. to comply with the Board ' s order to 'clean up his property . Mr . Cecere suggested he invoke the zoning laws and work with the Board of Health . -• Fire Chief William Berry requested the Board submit a transfer resolution to Council of $125 .00 frcM: Repa.irs to Buildings to Freight and 'Express, in order. to ship 'some defective equipment to Eagle Pitcher , which they 'have agreed_ to repair without charge if the City pays the freight . -. Mr. Benner moved the Board approve. the transfer , seconded by Mr . Judge, and on unanimous voice- -vote the motion was carried. - - III Chief Berry recommended the Board advance Probationary Fireman F1oyd ,Holmes to regular fireman; effective May 7, Fireman Holmes having successfully completed 'his -probationary -period.- Mr . Benner moved the Board approve the promotion; seconded by Mr ..- Judge, and on unanimous' voice Vote the motion -was -carried.. Chief Berry recommended the Board approve a request from the Wayne County Health -Department to set up air pollution control devices on Fire Stations 4 and l , ' to take air samplings . . The Health Department will maintain the equipment and will situate it so -i t won' t interfere with the .architectural lines of -the fire stations . Mr . Benner moved the Board approve the request, seconded by Mr . Judge, and on unanimous: voice vote the motion was carried. Mr . This is to advise you Of -a .meeting held .on April 16, _ - 1971 , at the intersection of -US 40 -and : El.ks Road- with officials from -the City .of .Richmond -.a.nd -State -Highway representatives..,:. This :meeting c h' e 7ned the request for ,the installation of traffic signal —at ' this intersection . Board of Works Minutes May 13, 1971 Page 2 Members present: City of Richmond Ind . State Highway Commission Mr . Blackwood Mr . Ed Ames,, Chief, Planning Chief Strahan Mr . C . A . Venable, Chief Traffic Capt . Martin, Traffic Capt . Mr . F . E . . Donaldson, Engr . of Asst . Chief Doren Traffic Signals & Hwy . Lighting All persons met at the intersection at approximately 1 : 00 p.m . and observed the geometrics , physical charateristics and traffic movements for at least two (2 ) hours at different intervals between 1 :00 p.m. -and 4: 30 p.m. There did not appear to, be any 'unreasonable congestion or delay during this time. The. City representatives did however , reiterate_ their earlier statement that late evening hours and weekends were the per- iods when excessive delays and hazards were encountered. The -possibility of widening the- approach of Elks Road was discussed, and the City did not feel sufficient right - of-way could be procured for this improvement. The entire area north of US 40 was investigated -to determine if any relocation of other' access points leading into the area could be changed to facilitate better flow 'of traffic . As you are aware, 'there is a considerable amount of subdivision develop- ment in the vicinity and it was proposed by the State that an -east-west connection between these subdivisions be investi - gated. This would definitely. ai.d the flow of traffic and would increase the traffic volumes on Elks- Road which would undoubtedly satisfy minimum traffic signal warrants at this location . It was .therefore resolved that the City would conduct an investigation of the feasibility of providing an east-west connection north of US 40 and submit a report to this office . 11/ We wish to thank the representatives of the Cityof Richmond for meeting with us on this matter and we will keep you informed of any further action to be taken by the Indiana State Highway Commission at .this location . Harrell Executive Director Captain Martin reported that the timing on the traffic light at 3rd and East Main Streets would be changed to allow a smoother flow of traffic due to the sewer- construction. ' The Clerk presented proof of publication for bids for the Street Department material . -: Mr . Cecere examined the proof of publication and found it to be correct . Mr . Judge moved to approve the proof of publication, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Bid tabulation will appear in next week ' s Board of Works minutes . The Clerk presented proof of publication for bids for the Back-hoe for the Street Department . Mr . Cecere examined the .proof of pub- lication, and found it to be correct . Mr . Judge moved to approve proof of publication seconded by Mr . Benner ,' and on Unanimous voice vote the motion was carried. Tabulations will appear in next week ' s minutes . ' ' The Clerk presented proof of publication for a public hearing on Improvement Resolution No. 1094-1971 , a Barrett Law project for curbs 'and gutters on Southwest 18th Street . Mr . Cecere examined the proof of publication and found it to be correct . Mr . Benner moved to approve the proof of 'publication seconded by Mr . Judge, and on unanimous voice vote the motion was carried . Board of Works Minutes - May 13 , 1971 Page 3 . Paul Hoffman, Hugh Barbour and Mr . Tuttle spoke in favor- of Improvement Resolution No. 1094-1971 . Mr . Judge moved the Board execute the confirmatory resolution, seconded by Mr . Benner, and . on unanimous voice vote the motion was carried . Richard Smith of the Police Department , asked the Board recognize representatives of the John Henniger Lodge No. 63, Fraternal IIIOrder of Police, as the bargaining body for policemen. Mr . Cecere said the Board- wouldLhear: their requests . Mr . Cecere presented' a petition from 32 residents of the Park Ridge area for adequate street lighting. Mr . Benner moved the petition be referred to the Street Lighting Committee of Council , seconded by Mr . Judge, and on unanimous • voice: vote the motion was carried. Mr . Cecere read a letter from, B . W. Eilar,-' 714 Northwood Drive, complaining of an overflowing ditch in the Crestdale Addition. Mr . Benner reported 'that he had -looked into the problem and that the. City 'does not cause- the situation, that: the ditch is serving its-- purpose. as -intended., and that- the-matter should be straightened out between the property owners involved . : The- Clerk was ordered to write to Mr . Eilar of the Board ' s opinion . Mr . Judge moved .the Board set .June-: 10.th, .10:00 a..m. for opening bids for Phase I of the storm sewer between Whitewater River • and . 4th Street, seconded by Mr . Benner, and . on- unanimous voice vote the motion was carried. • - Mr . Benner moved the Board execute the contract with A & •D Excavating for backfill for the No. 5 Fire House, for $8,320 .00 seconded by Mr . Judge, and on unanimous voice vote the motion was carried . . • . Mr . Benner moved the Board—approve submitting, a- Resol ut:i on to Council to transfer $1 1-8, 106. 2.5 .from. the .Cumulative Capital Improvement "Building" fund to the General Sinking fund, in order to' pay building obligation. bonds .and coupons maturing in July, 1971 and January, 1972 . Mr . . Judge seconded the motion and on unanimous voice.: vote the motion wa.s. carried. Mr . Benner moved the Board submit an ordinance to Council to appropriate $35, 000 .:00' from the -Cumulative Storm -Sewer • Fund- to construct a . relief sewer on South 13th Street, between South "L" and South "0" Streets, . to. include South 14th- Street from South "M" to South "0" Street, seconded by Mr . A total of 202 persons-; participated . At the completion of the program, a fire drill . was" conducted for hospital administrators and staff. The hospital fire grigade responded v.er• favorably . ' • Captain Griffin gave a talk' at Dennis • Junior High School on the fire department as a career . 53 persons attended .- Captain Griffin explained-' the "Operation Edith" program to 11/ High School : 'students. 2-64 students participated. With the assistance of the Bureau of Build.ins and the Wayne, County Health Department, we were' all successful in having the, Gli;ck Apartments condemned, - health and safety reasons . James Ferguson Dog Warden Mr . Benner reported that a tenative meeting is scheduled with the Bridge Consultants for May 24, 1971 . Mr . Judge requested the Board approve the following additions to the carry-overs from the 1970 to the 1971 Budget, approved January 7 , 1971 : Board of Works Minutes May 13, 1971 Page 6 Local Road and Street Fund, R & S #5 Traffic Signals for North and South A Streets Improvement , Amount $6,447 .08 (75%) Motor Vehicle Highway Construction and Re-construction Fund, R & S #5 Traffic Signals for North and South A Streets Improve- ment, Amount $2, 149 .03 (25%) The particular project was not completed at end of 1970; therefore, the appropriations remain in effect until comple- tion of the North and South A Streets project, and is to be continued with the understanding that traffic modernization at certain intersections, as well as radii curb cuts at certain intersections , be authorized for payment from these funds until completion. Police Chief Don Strahan showed the Board newly-.designed shoulder patches! for police uniform, to take the place of: the old ones .
