The Board of Public Works -and Safety of the •City -o.f Richmond;
Indiana, met in regular session April 29, ..1971 ,, at the hour
of 9:-00 a .m. in the Municipal Buil_ding :of said • City. : Mr ;
Cecere presided with Mr. Howell and Mr . Benner present .

Mr . Howell moved -to approve -the minutes -of the previous meeting,
seconded by Mr . Benner, and on: unanimous voice vote the motion
was carried . :. : - :

Mr . Howell moved to approve the minutes of the special meeting
on charges against Officer Timothy:-:Michael- Tevis , seconded .by
Mr . Benner, and on • unanimous voice ,vote• the ,motion was carried.
Mk . Howell :presented a petition for streetlights in:the Glen
Hills area, signed by 64 residents . Mr . Howell moved the -
petition be referred to the Street Lighting ‘Committee of Council ,
seconded by Jv1r ,Benner , and on unanimous voice vote the motion
- was carried.

Mr . Benner moved the Board approve a transfer of • funds within
the Engineer ' s budget of $50 .00 frompostage to other equipment ,
secondedlby Mr . Howell , and on unanimous voice vote the-motion
- was - carried .
Mr . Howell moved the Board refer a request for a 'street light
on South "G" Street between 13th and. 1.4th• Streets; to the : Street
Lighting Committee of-Council , seconded by :Mr . Howell , .and on
unanimous voice -vote . the. motion was carried: .
Traffic Captain Paul Martin reported. that, .he had conducted a
survey in the 4400-. block of.•South "B" .Street, regarding the
111 speed- limit; as : requested by Dr .- . Kenneth Woodman, and the., .
Traffic Division has come to the conclusion that a lower speed
limit is not warranted in- the. area . Mr . Benner: moved the: Board
deny the- request - for- the' 20 •mph . speed limit as recommended by
Captain Martirig, seconded by Mr . Howell , and on unanimous- voice
vote the. motion was carried .

Gentlemen: •
The Traffic Division of the Richmond Police Department is
recommending-1to the Board . that- the , City make. a request .to
the . Indiana State- Highway Department asking. them. to consider
the modernization of the existing traffic signals at the
intersections of .South 8th and "L" Streets and South 9th
and "L" Streets; both streets intersection wa th.:. U .S .- 27 . . •
1-he existing - traffic. signals loc.ated• o:n the corners• of, the
intersections , are the obsolete pedestal type with eight (8)
inch red lens . • . :
An accident. .study of- both• i ntersecti'ons: since January: 1st,
1970, shows - that eighteen :(18) accidents have- accu:rr.ed. at •
the intersections ; twelve• (12) occuring at South 9th and
"L" Streets and six. (6). taking. place at. South: 8th. and "L"
Streets . The study further reveals that 50%: of the total,
accidents were of the right angle type where one of the

drivers entered the intersection on the red signal and
coll'.ieded with the other . . In most cases, the -drivers
either stated :the.y did not see the signals at all: or ,
did not -see them -in time to get ,stopped: 39% of th.e.
total accidents at both intersections -were of the rear
end type . In most of these cases the drivers tated they
did not :realize that the :vehicle ahead -was stopping for -
a signal thus failing to get stopped in time . The re-
maining 11% were of the miscellaneous type such as , im-
proper lane usag, sideswipes , etc.

It is also noted that both of. these signalized intersections
are located in isolated areas with South 9th and "L" - Streets
being the first signal controller intersection when entering
from the south on US 27 It. has a 35 .mph speed limit . • The -
intersection of South 8th and ''L" Streets is seven (7) blocks
from the closest . signal; . control-led intersection which is South
8th: and "E" Streets . It .bears a 35 mph .speed limit also.
Taking into consideration the following facts : (1 ) 50% of the
total accidents were .of .the right angle type, while 39% were of the
rear end variety, - (2) the speed limit is 35mph although many
motorists will drive 40 mph and over , (3) these ,.intersections -are
in isolated areas , and (4) that a majority of the accidents were
indirectly caused by motorists not seeing, or not seeing in time,
the old pedestal , type . signals located- on the corners of these
two intersections ; the Traffic Division therefore recommends
the modernization of the existing signals . , The :Traffic -Division
further suggests that the overhead _mast type signals with 12'' "red
lens be installed ' so motorists will be able to see them from
a considerable distance., thus - allowing. ample time for them to
stop or proceed. , The. new signals would reduce the two major
types .of accidents that are occuring at these intersections .
Therefore; withthe -Board ' s , approval , it is recommended
that a formal request be made to the Indiana State Highway -
Department for the modernization of-, these two intersections .
with the overhead mast type signals in an effort to reduce the
high accident rate .

Mr . Howell moved the Board concur in the Traffic Division re-
commendation and request the modernization of the signals from
the State Highway Division, seconded by Mr . Benner , and on
unanimous voice vote the motion was carried.
Assistant. Police Chief Major Doren requested permission for
Jesse Nicholson, Joseph Nimi tz. and; Mi chae'l Tyra. to attend an
Explosives and. Indendiary Devices School at Camp Atterbury
from May: 3-_5, sponsored. by the Indiana.. Law. Enforcement Training
Board ., The Department will . have to pay only transportation .
Mr . Howell moved the Board concur in the recommendation, seconded
by Mr . Benner, and on unanimous voice- vote the motion was carried.
Robert VanPelt requested permission for young people. sho are
planning to attend a table tennis tournament at Gary, Indiana,
to take three City cars , provided insurance coverage can be
worked out satisfactorily;; : Mr . Howell moved the Board allow
the group to take the City- .ears provided all the requirement's
are met, seconded by :Mr.. : Benner , and on unanimous voice vote
the motion was carried . -

Fire Chief Bill Berry requested permission to send James Walters,
Donald Seal , Robert Bowen, Billy Watson, Cleal Rheuble, and
Larry Heathcoe to the Emergency Medical Services Institute, May
6 and 7 at Indiana University in Bloomington, Indiana, sponsored
by the Indians State Board of Health and the Highway Sgiety
Committee. Money is available . Mr . Benner moved the Board approve
the request, seconded by Mr . Howell , and on unanimous voice vote
the motion was carried.
Building Commissioner Ed Goins reported that the Glick Apartment
building has been vacated and the owner is in process of taking
bids for demolishing the, building .
Commissioner Goins reported that he has talked to Mr . Drew about
his property at 1510 North "J" Street, and he has promised to
clean the property .
Mrs . Shockney and Mr . Day, owners of a double house at 308 North
14th Street, appeared regarding the north half of the double,
which has been condemned . A letter had been received from Mr .
Mullins, co-owner of the north half, in which he said He did not
own the property . Both Mrs . Shockney and Mr . Day said they would
gladly give up their share of the property . All wanted to convey
their shares of the property to the City. The City will then
sell the entire property .
Mr . Reece of Richmond Power & Light asked the Board approve
priority projects No. 14, Northwest 15th Street to 20th Street,
from Main to Peacock; and No. 15, Southwest 14th to 17th Streets,
Main Street to National Road. Mr . Howell moved the Board approve
projects 14 and 15, seconded by Mr . Benner, and on unanimous
voice vote the motion was carried.

passed, the meeting was adjourned .
