CITY OF' RTCHMOND, INDIANA, APRIL 22, 1971 The Board of Public Works & Safety of The City of :Richmond,: Indiana, met in regular session April 22, 1911 , at the hour of 9:00 a.m. in said City . - Mr .: -Cecere presided with Mr . Benner present . ' Mr Howel:1 ' absent . - The 'following business was had . to-wit :111 Mr . Benner moved to approve the minutes of the previous meeting-, seconded by Mr-:. Cecere, and on unanimous voice vote the motion- was carried. • Conley Sparks , 212 North 21st Street, who runs a rest home for patients from the State Hospital , requested restricted parking in front of his establishment in order for. ambu.lances ,or. other emergency vehicles to stop. Mr . Cecere explained the City policy of not providing on-street parking to private individuals and suggested emergency vehicles double park while on business . Building: Commissioner .:Ed Goins reque.stied .the. Board call . Gilber Drew,--owner of 1510 North :'.'J':' Street to discuss 'cleaning debris left by the demolition of his house. Mr . Cecere moved Mr . Drew be called before the Board at its next . meeting and the' Building Commissioner advertise forbids to have the debris removed, - seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Mayor -Klute ' announced. that May, 5, 1971 ,. -is Elks Student Govern- men Day and High School students -wou1.d •be in- attendance- at the Board meeting. . The Board tentatively set the:.date for: theregular Board -meeting during the week of May 3rd for May 5th, since many of the City officials would have toc:be gone ,on the .6th, in order to finalize delivery of the Richmond Power &_:Light bond issue . Mr . Benner moved the Board adopt Improvement Resolution No. 1094- 1971 , and set -May 13, 1971 ., at 10: 00 ' a .m•. for a:.public hearing . The Barrett Law project deals with curbs - on Southwest 18th Street, from "D" to "E" Streets , . the City -to .provide •a ' driving- surface, seconded by Mr . Cecere, and on unanimous•: voice vote the motion was carried . : . Mr . Benner moved the Board approve a -curb . cut ' request at 2509- 2511 East Main Street , - for the- proposed medical building, Zoning and Traffic both having approved the. request, seconded by Mr . Cecere, and on unanimous voice vote the motion was .carried . Mr . Benner moved the Board execute the contract for engineering services for the• new. No. 5 Fire. House with Jacobs-Maze & Assoc- iates for 6%' of' construction cost, seconded by Mr . Cecere, and on unanimous voice' vote the motion was carried . Dale Jacobs- explained that due to poor subsoil conditions , he recommends that the' subsoi 1 - material be replaced. wi th good sub- soil at least one: month" pr i or= to construction, and he had pre- pared specifications for taking: bids for. back fill. Mr . Benner moved the Board take bids for back fill on May 5, 1971 , -seconded by Mr . Cecere, and on unanimous voice vote the motion- was carried. Mr . Jacobs' requested. the Board make a decision regarding under - ground' Wiring for. street: lights on' service. dri ves-.i n the' down- town Redevelopment area; since sidewalks:-are now being built. on 5th, 6th, and 7th Streets . Mr. Reece from Richmond Power & :Light said the 'extra charge for- under'ground-. wi ri ng is $2 .25 per month. : Mr'. "Cecere'"objected to the-extra rental since t,he . .trench- i ng: is being done by - Redevelopment . Kr . Cecere moved the- Board order- the wiring to be moved underground. and work, out- an agree- ment with Richmond Power &' Li'ght about- the: cost,: seconded 'by: - Mr . Benner , and on unanimous voice vote the motion was carried. Mr . Cecere asked that Richmond Power & Light representatives come to the next Board meeting to discuss the problem . Board of Works. Barney -Bailey. to Regular Patrolman ,. effective April 22., 1971; Officer Bailey having successfully fulfilled his .probationary : per i:od-. Mr.. Benner • moved the Board concur in the recommendation, seconded by Mr . Cecere, and on unanimous voice vote the motion was carried . Traffic Captain Paul JAartin gave the following report: April 22, 1971 Board of Public :Works .& - Safety . " . - Andrew -"C . _ Cecer:e,. .Preside:nt - Gentlemen: • On March 4th, 1971 Councilman Blackwood appeared before the Board -asking that another request be made .to the State Highway :Department :for a ::tr.affi_c signal- at the intersection of East Main and "E1ks ,R:oad. At :that Board meeting it 'was agreed that Captain .Martin make .a :request for a .sig.nal in person with the .state officials at Indianapolis .. At the March 18th meeting of the Board the Traffic , Divisi.on reported that Captain Martin and Councilman Blackwood had made a trip to Indianapolis and had consulted the Traffic . • Engineers in regard to the installation of - the signal . At - that meeting the State Highway officials agreed to - send representatives to Richmond to survey the area from Glen • Miller Park to . the-.shopping centers . On Friday, April 16th, Mr .. . Cl inton Veneable, Chief Traffic Engineer , and Mr . - Frank Donaldson.:of the Traffic -.Division'. - along with Mr . Edward Ammes of the Highway Planning Dept . , -• came to Richmond and they' along with Councilman Blackwood, - Major ' Doren,' Chief Strahan and ' Captain Martin made a three (3) hour survey of the area surr.ound.ing: Elks -,Road and East Main Streets . After the survey; the state officials' stated. • that they would analyze their findings and would-.make a report to the city at a later date. On Thursday, April . 21st, _ Captain Martin talked' with Mr.. Veneable in. regar. d -to the survey and was advised that his office along with the Highway Planning Department would- . forward their findings and recommendations to the City in- letter form'.,, , _ _ . . . • _ Respect ully submitted, . . /s/ Paul F, Martin Captain of Traffic. Commissioner Goins reported that-". all - but one tenant have .moved - out of the Glick Apartments . . - The- one remaining tenant has . - promised to be out by . the next "day . : The building has been dondemned and the owners notified. ' - • - Mr . Cecere made the following: statement : The Board of Public Works & Safety is not sympathetic to secret organizations which -are organized for the -purpose of- turning one group of„ citizens against another-.• . The Board will-. -resist with, all - means within the law to dissuade such hate organizations from pulling -roots. i nto . our, community-. . Especially,-. the- Board would advise the young- people of- our community to be wary of- underground leadership which believes in ritual robes- and terrorism. There .is no place in Richmond, Indiana, for any or.ganizat.ion. which beliveds: in the alignment of one group of its citizens against.. the other . Benner reported that the problem of steam at the American Laundry can be soved by allowing the steam to go into the sewer line, and he will so inform the American Laundry . Fire Chief William Berry submitted the following report: MARCH MONTHLY REPORT Inspecti,ons I 0 . . - .41-1 :. . Re-Inspections .23 - . . Orders Issued 38 0 , - Verbal Orders . 24 Compliances 25 1 . All schools involved with the Sparky Program were contacted. The program begins Tuesday, April 1.3th, and f-i_ni sheds. Thursday May 6th . 2 . The Bureau of Fire Prevention had a booth space donated to them .by Knot l enberg ' s for the -Home .Show. ;We feel a ,greater public relations between the Fire Department and the citizens of Richmond was created again this year . 3 . , The following .are programs and lectures given by this office during the .month of March . : Captain Sparks . _. a . Two programs at Boston School for 6th graders 68 students b. Boston School 9th grade vocational class - 63 students , . : c . Headstart class at the Second English Lutheran Church - 16 students . _ d . Babysitting class for the Trinity Methodist -Church .4 40 students e . Worked at Civic Hall for the Music Concert .and -the Fitness and Femeninity Program. . _ - _ i - . . Captain Bosell . . a. Fire safety program to the Nursery School at the First Baptist Church b. Captain Bosell and Chief Berry met with the Board of Directors concerning the cleaning up of Civic Theatre. Unbelievable results have been attained. Captain Griffin a . 108 students received training on Resusci Annie during Home Economis classes at Hibberd School . b. !Has been 'working• closely. with. Reid Hospital concerni`ng) (four different -ire, sc oo s w lc will. . be offered to a ; hospital personnel during this year . 1 ) Fire extinguishers and fire fighting, 2) patient carries, 3) fire and evacu- ation procedures, 4) fire pre-planning . Thus far over 300 personnel have received training on the use of fire extinguishers and classes of fire. The office worked closely with the State Fire Marshal ' s Office during March . Fire Marshal Harvey Haker visited Richmond at Chief Berry ' s invitation. The High School , Civic Theatre and the III Fellowship Nursing Home were inspected during his visit . During the month the following places were inspected by the Deputy State Fire Marshal along with our department: 1 . Seven halfway houses . 2 . Tarum Shrine Club 3 . Leland Motor Inn 4. Civic Theatre Reported by: _ /s/ William Griffin, Captain Board of Works Minutes April 22 , 1971 Page 4 FEBRUARY MONTHLY REPORT Inspections • 234 ' Orders Issued 14 Verbal Orders, : . .1 6 Compllances 13 Captain Sparks and Griffin gave talks at the Food Handlers Program sponsored by the Wayne County Health Department . Two talks were given at the Light Plant meeting room. Also, one tal-k, was 'given by Captain Sparks at Cambridge City . A total of 169 -persons -. attended these three meetings . • Captain Sparks and Bosell have been working on the Sparky program. Captain Bosell has worked on a new filling system for :inspection' records . This system is based on the system the National: Fire Protection Association recommends . Captain Griffin had two classes at Hibberd School. with a total of 200 :students .: . Captain Bosell gave a demonstration on the proper use of fire extinguishers at the National Nursing , Home. 14: nurses attended.
