HomeMy Public PortalAbout04-15-1971 • BOARD OF PUBLIC WORKS & SAFETY OF .THE CITY OF RICHMOND, INDIANA, APRIL 15, 19.71 The Board of Public Works & Safety of the City of Richmond, Indiana, met in regular session April -15, 1971 , at. the hour . of 9: 00 a .m. in the _Municipal Building of said City . Mr . Cecere presiding with Mr . Howell and Mr . Benner present . . The following businessswas had to-wit : . Mr . Howell moved to approve the minutes of the previous meeting, seconded by Mr . Benner, and on unanimous voic e:.'vote .the motion was carried. Fire Chief William Berry, -Building Commissioner Ed -Goins , and. Health Officer Bob Goens reported that the Glick Apartment Building is unsafe. Chief Berry reported -that 11 (eleven). . people had to be rescued through a window during a -recent fire in the building . Repairs which had been ordered in 1969 had not been made. Mr . Cecere moved the building be condemned immediately and occupants removed, with the help of whatever agencies are available, seconded by Mr . Howell , and on unanimous • voice vote the motion was carried. Mr . Dodson, 612 Indiana Avenue; appeared on a complaint by Zoning Department and the Dog Warden, regarding illegal storage of automobiles and keeping of dogs . He promised to correct the situation and complained of some of his neighbors who had trespassed on and vandalized his property . • Commissioner Goins asked the owners ,of 308 North 14th Street be called in for a hearing regarding condemnation orders against their property . He said the problem is that the property is a double, and ' only the north half .is- condemned . Mr . Howell moved the Board ask the owners as well as the owner of the other half to appear at the April 29, 1971 meeting, seconded by Mr . Benner , and on unanimous voice vote themotion was carried . Commissioner Goins reported that he had two bids to have the property ati737 North 16th : Street: demolished., from Cox Excavating $275 .00; and from Ray Riddle $75 .00 . Mr . Howell moved the Board award the contract to Ray Riddle, provided he can provide a certificate of insurance within . five: days;. - showing liability and workments. compensation insurance, seconded by Mr . Benner , and on unanimous voice vote the motion was carried. • City Engineer David Benner, reported that hlaHhas been asked to observe the blowing off of steam at the American Laundry, llth and South "E" Streets , ,a procedure going on once each day .-- - The steam is ejected into the :alley. west. of the building, at. - high pressure. Although a man is stationed at the alley, at the time, the City Engineer felt the procedure dangerous;. ' The steam could be ejected into a pit , where it would condense and empty into the sewer . Mr . Cecere moved the Engineer investigate the situation further. and remedy it as he saw fit, seconded` by Mr . Howell , and on unanimous voice vote the motion - was carried. Mr . Sbrocchi of City Plan: reported that Louis Robinson at North 17th and "J" Streets is again starting to store- vehicles, at his property . Mr:. Cecere:. told him to write. -and tel l him to : desist . - - , M-r ,. Richter , 721 South 17th Street, complained that a: street light outside his. residence.shines into his . bedroom and patio. The Board took- the problem under advisement -to discuss with Richmond Power & Light . - - Mr . Benner moved the Board approve a-. -request for a curb- cut — - by Ralph Pyle at 1309 Clearview Drive, Zoning and Traffic both having approved, seconded by Mr.. Howell , and on unanimous voice vote the:.mot i on was carried.: - Board of Works Minutes April 15 , 1971 Page 2 'Mr . Howell moved the Board -set May 13 , 1971 for the opening of bids for a new tractor , back-hoe, and loader for the Street Department , to be bid with and without trade-in, seconded-by Mr . Benner , and on unanimous voice vote the motion was carried . Mr . Howell moved the Board set May 13, 1971 , for the opening . of bids fo.r Street Department materials , seconded by Mr . Benner and on unanimous voice vote the motion was carried. Mr . Cecere read the following letter: • . - General Surgeons , Inc . 1250 Chester - Blvd . Richmond, Indiana : . April 13 , 1971 . Board of Public Works & Safety City Building Richmond, Indiana. Gentlemen: I would like to request a speed limit sign of 20 mph on the 4400 block of South "B " Street . There are many cars using- this - street which travel at excessively high speeds . Since this is a residential area and many children are pre- sent , I feel that a sign might encourage people to drive more slowly here. . Very: truly yours , - - /s/ Kenneth S . Woodman, M . D. The request was referred to the Traffic Division for study and recommendation . . Fire Chief Berry reported that fire works are being sold- in stores which contain warnings that they are to be used under adult supervision, but -that they are being bought almost exclusively by children. He asked the public be warned of • the danger . - Police Chief Don Strahan- recommended the Board appoint Frederick U . Sumpter a-s a special policeman at the request of Earlham College. Mr . Howell moved the Board approve the request, seconded by Mr . Benner , anion unanimous voice vote the motion was carried . Traffic Captain Paul Martin: recommended the Board authorize the removal of the following traffic lights, no longer needed because - of one-way traffic on 10th and llth Streets : One pedestal -type signal from the northwest corner of South llth and "A" Streets . - One signal head from the mast arm post on the southeast -corner of South llth and "A" Streets . One mast arm and two signal heads from the south side of the intersection of North llth and "A" Streets , formerly used for south bound traffic prior to the one-way street change . One signal head from the mast-arm post, on the northeast corner of South 10th and "A" Streets . One signal head from the mast arm post on the northwest corner of North 10th and "A" Streets . Mr . Howell moved the Board approve the request, seconded by Mr . Benner , and on unanimous voice vote ,the motion was carried . . Board of Works Minutes April 15, 1971 Page 3 Captain Martin recommended that a request be made to the State Highway, permitting right turns on red after stopping at the intersection of Garwood Road and National Road East for east bound traffic . Mr . Howell moved the Board approve the request, seconded by Mr . Benner , and on unanimous voice vote the motion was carried. Mr . Cecere moved the Board have an ordinance prepared for consideration byCouncil , making part of an alley one-way, in preparation for a Burger Chef restaurant on National Road West, seconded by Mr . Howell and on unanimous voice vote the motion was carried . Mr . Howell reported that an estimate by Richmond Power & Light to replace the wooden pole on which the flasher at 16th and South "A" Street is mounted, shows the cost to be $602 .98 per pole, plus about $400 .00 for labor, making the total about $1 ,500 .00 . Mr . Howell reported that all City used cars have been sold . There being no further business on motion duly made, seconded and passed, the meeting was adjourned. Andrew:: C .
