HomeMy Public PortalAbout04-08-1971 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 8, 1971 The Board of Public Works and Safety of the City of Richmond , Indiana, met in regular session April 8, 1971 , at the- -hour of 9:00- a .m. in the Municipal Building . Mr . Howell presided in the absence of Mr . Cecere, with Mr . Benner present and Mr . Klinge sitting in in an advisory capacity . The folllowing business was had to-wit: .. .- Mr .-- Benner moved to :approve minutes .of the previous meeting, . III seconded by Mr . Howell , and on unanimous _voice vote the motion was carried. . Mr . Howell moved the Board -set May 1.3 , 1971 , .9: 30. a .m. for the opening of bids for gasoline and street materials , seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Police Chief Don Strahan recommended -the Board advance Proba- tionary Patrolman Dennis Ray Rice, Sr . , to First Class Patrol- man, effective April, 8, 1971 , Officer Rice having successfully passed his probationary period . Mr —Bennermoved the Board - concur in the Chief ' s recommendation, seconded by Mr . Howell , and on unanimous voice vote the motion was 'carried . -. Chief. Strahan requested permission to send Detective Sergeant - Donald Kolentus and Patrolman Technicial Gene Goodwin to a .. - Federally sponsored narcotics and -dangerous :drug school , to be held at Indiana University April 12-23 , 1971 . All expenses -- except travel will be paid by the State . Mr . Benner moved the Board approve the request, seconded by Mr . Howell , and on - . unanimous voice vote the motion was .carried. . Mr . Goins , Commissioner Bureau of Buildings City of Richmond, Indiana Mr . Howell seconded the Board accept the Bureau of Buildings report, and on unanimous voice vote the motion was carried . Mr . Howell moved the Board petition the Wayne County Auditor to relieve the City of the spring and fall installments of taxes on property on West Main Street, purchased by the City from Shebang, Inc. , for the purpose of constructing a new No. 5 Fire House, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Mr . Howell moved the Board also peitition for relief from the Conservancey District tax on the same property, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Mr . Klinge reported requests from Councilmen Paust, Stigleman, and Henn, that the following situations be looked into by the Board: rocks on the sidewalk in the 200 block of N . W. 18th St . , evening and weekend automobile repair business in the 200 block of South llth Street; junk cars behind the 12th Street car wash.; and a junk car on North "A", between llth and 12th Streets. ,The Clerk reported that the junk cars had already been marked to be removed. Mr . Klinge reported the request of Councilman Henn to have the posts on which the flasher at 16th and South "A" Street is mounted replaced with aluminum posts . Mr . Howell said he would find out the exact cost of the higher-priced poles , but that Council would have to appropriate the funds, and he thought Councilman Henn, having complained in the past, of minor office expenses, would not want to spend the City ' s money unnecessarily . Mr . Klinge reviewed Declaratory Resolution No. 6-1970, to vacate an alley, passed by the Board October 15, 1970, as calling for an easement for a snaitary sewer . It now develops that there is no'tsanitary sewer, so the easement in unnecessary . Mr . Klinge recommended the Board adopt an amended confirmatory resolution, omitting the easement . Mr . Howell moved the Board concur in the recommendation, seconded by Mr . Benner , and on unanimous voice vote the motion was carried.
