HomeMy Public PortalAbout04-01-1971 BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 1 , 1971 The Board of Public Works & Safety of the City of Richmond, Indiana, met in regular session April 1 , 1971 , at the hour of 9: 00 a .m. in the Municipal Building of said City . Mr . Klinge sat in an advisory capacity in the absence of Mr . Cecere, with Mr . Howell and Mr . Benner present .. The following business was had to-wit: Mr . Benner moved to approve minutes of the previous meeting, seconded by Mr . Howell , and on unanimous voice vote the motion was carried. George Broadbent of -W. A . Brennan, Inc . , Indianapolis , asked the Board authorize making the alley connecting S . W. 1st Street with S . W. 2nd Street, 2 block south of National Road, one-way, east-bound . ' His company is contemplating building a Burger Chef and making the alley one-way is a condition imposed by the Board of . Zoni.ng Appeals in orderto alleviate .traffic congestion . Mr . Benner moved the Board take the request under advisement, pending investigation by the Traffic Division, seconded by Mr . Howell , and on unanimous voice .votethe motion was carried. Street Commissioner Elmer Toschlog requested the Board authorize the" preparation of an Ordinance for consideration by Council for an additional appropriation from MVH General Fund to Motor Equipment for purchase of a badly-needed back-hoe . . Mr . Benner moved the Board approve the request, seconded by Mr . Howell , and on unanimous voice vote the motion:was carried . Mr . Walter Jenkins , owner of property at 737 North 16th Street, appeared in regard to a condemnation order against his property of December 11 , 1969, to have been demolished by February 11 , 1970. . Mr. . Jendins said that he had had items stolen from the property, which had had planned- to sell and use the proceeds to bring the building up to Code. Building .Commissioner Ed Goins said it would take a . lot of money to bring the building up to Code, and nog-attempt has been made in over a year to improve the property . Mr . Benner moved the order of the Building Commissioner be carried out and ordered the Building Commissioner to advertise for bids to have the building demoslished. Commissioner Goins advised Mr . Jenkins that he would have two weeks to get his possessions off the premises , and that he would have the choice of paying for the demosition or have a lien placed against his property . Mr . Howell seconded the motion and on unanimous voice vote the motion was carried. Commissioner Goins reported that he has received the following bids for properties to be demolished, after having advertised pursuant to statuetes . J . , Inc . 350 .00 300 .00 300 .00 Commissioner Goins recommended the Board award the contract to Cox Excavating, low bidder, who has done similar work for the City before and carries the proper insurance . Mr . Benner moved the Board award the bids as recommended, seconded by Mr . Howell and on unanimous voice vote the motion was carried . Mr . Howell reported that he has had a request to have street lights installed at South 25th and "A", Southeast Parkway, from Mrs . Newell Todd . The area is unlighted, several robberies have occurred in the area, and there are several elderly women living in the vicinity. Mr . Benner moved -the Board approve- a .curb cut request ,by the Pentecostal Tabernacle - Church, ;204-6 North 11th Street, The Church has -purchased north of. the Church for the purpose of . making a parking lot . Traffic and zoning have approved . the . request . Mr . Howell ; seconded and on unanimous voice vote the motion was carried. , - • . . it - Mr . Howell moved the Board order Richmond Power & Lights- to make installations of street lights from the priority list, #13 and #16, .Mr . :Howell .explained that projects 1 -12 have involved both overhead and -underground installations , and that Richmond Power & Light has two crews available, one for each type of work. The work on the over-head lights is completed, and both ,of the projects suggested here. involve overhead . lights : Mr . Benner seconded the motion and on unanimous voice:.vote the motion was carried . Mr . Howell : moved the Board order Richmond - Power & Light to- in- stall a street light on an existing pole on N .W. "K" Street between Hunt and . Ridge Streets , in the middle of the block . - The Street Lighting Committee has -approved the request . - Mr . Benner - seconded the motion and on- unanimous voice vote the motion was carried . - - Assistant City Attorney. Kent Kiinge_ said . he would have -an amended order for the vacation of an alley in the Satterfield housing project, since the vacation - was -made subject .to an easement . since proved to be unnecessary since there is no:sewer under the alley .
