HomeMy Public PortalAbout03-18-1971 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 18, 1971 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 18, 1971 , at the hour of 9: 00 a .m. in the Municipal Building of said City . Mr . Cecere presiding with Mr . Howell and Mr . Benner present: The following business was had to-wit: Mr . Howell moved to approve the minutes of the previous meeting, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . Fire Chief William Berry reported that during the night the Fire Department has handled 12 alarms , five false, four fire bombs , and one house fire, and two mistaken identities . He praised the men in the Fire Department , Police Department , Sheriff and State Police, and City officials , who all helped . Wayne County firemen and fire departments of Liberty and College Corner are standing by . Several orgainizations i'n Richmond have offered to guard alarm boxes . Mr . Cecere said that he had been impressed by the professionalism in both Fire and Police Departments . Chief Berry requested the Board allow Battalion Chiefs Ghearing, Roland Walls and Marion' Williams to attend the Fire Department Instructor Conference in Kansas City from March 30 to "April 2, 1971 , assuming the present emergency is over . Mr . Howell moved the Board allow the request , seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Chief Berry asked the Board allow Larry Heathcoe, Billy Watson, and one yet to be named member of the Fire Department to attend Camp ' Limberlost, LaGrange, Indiana, from June 6 to 16, 1971 , for a Water Safety & First Aid Instructor course. They will then teach advanced first aid to other members of the Department . Mr . Howell moved the Board approve the request , seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Chief Berry recommended William Knott, Jr . be appointed as pro- bationary fireman, effective March 19, 1971 . Mr . Howell moved the Board approve the appointment , seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Chief Berry requested the Board authorize the installation of fire hydrants at the south corners Of 7th and 10th Streets , on Main Street , completing the fire hydrant pattern : in the downtown area, this to be done while water lines are being laid . Mr . Howell moved the Board order the hydrants in as requested, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Roy Gabbard, owner of property at 410 North 16th Street, appeared regarding condemnation order of his property . He said he is working to restore the building to Code standards and the Board continued the hearing for 30 days , at which time he is to report back . A letter from Mrs . Ora Peters , owner of property at 739 North 16th Street, condemned, stated that she is expecting to sell the house. Mr . Howell moved the Board confirm the order of condemnation of the Building Commissioner and ordered the Building Commissioner to advertise for bids to have the building demolished, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Mr . Lloyd Williams , owner of property at 2012 South 15th Street, did not appear , but Building Commissioner Ed Goins said he had heard from his father -in-law, who wants the building demolished . Mr . Howell moved the Board confirm the Building Commissioner ' s order of condemnation and order the. Building Commissioner to advertise for bids to have the building demolished, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Board of Works Minutes March 18, 1971 Page 2 Mrs . Lowell Gregory, owner of condemned property at 1200 North West 6th Street , did not appear following notice . The Building Commissioner reported that the property is being. sold. Mr . Howell moved the Board uphold the order of the Building Commissioner and order the Building Commissioner to advertise for bids to have the building demolished_, seconded by, Mr . Benner , , and on unanimous voice vote the motion was carried . Street Commissioner Elmer Toschlog reported that his department is ready to begin Monday, March 22 , 197.1.., to use new procedures . for repairing street cuts , whereby the Street Department will repair the streets at the contractors ' expense .. This applies to utility cuts not on State Highways . , Mr . Cecere suggested the Bureau of Buildings and the Engineer ' s office cooperate in: preparing a map showing vacant lots which either are City-owned or have a City lien on them, -for .a possible sale to a modular; homes manufacturer who, has, shown` an interest in such lots . Mr . Howell reported that he now has for sale 13 City-owned . vehicles . Traffic Captain Paul Martin reported .tnat. he .has mdae_d: trip to Indianapolis together: with Councilman Blackwood, to consult with State Highway Department officials concerning the traffic light at Elks Road . The State Highway agreed to send repre- sentatives to Richmond to_ survey the area from Glen Miller Park to the shopping centers and reevaluate the situation . They requested that the City Engineer and the County Surveyor assist them. . Captain Martin reported, that the signing for 10th and 1 lth Streets is almost complete and the streets should begin to be one-way streets , from "E" to "E" by next week . Captain Martin reported that the flasher at 16th and South "A" Streets is installed . . City Engineer Benner reported that he is progressing on the Barrett Law project for curbs on Southwest 18th Str.eet ., Engineer Benner reported that he has met with three consultants concerning a feasibility - study for the 20th street bridge. City Attorney Cecere reported that concerning the complaint of Councilman Blackwood about "paper work" for the dog warden, there is no paper work pending in . his . office.
