HomeMy Public PortalAbout03-04-1971 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA MARCH 4, 1971 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session March 4, 1971 , at the hour of 9: 00 a .m. Mr . Cecere presiding with Mr . Howell and Mr . Benner present . The following business was had to-wit : Mr . Benner moved to approve the minutes of the previous meeting, seconded by Mr . Howell , and on unanimous voice vote the motion was carried . - Housing Authority Director Phil Reed asked the Board authorize a yellow curb for approximately 40 feet in front of the front entrance to Sycamore Square to be used for a loading and un- loading zone for residents . He also asked for help from the Police Department to handle the crowds at Sunday ' s open house . The Board took the no-parking area under advisement and author- ized temporary no-parking for the open house . The Board told Mr . Reed to co-ordinate with the Traffic Division for the event . Ken Weber and Ann Lochner asked for permission to hold a "Walk- A-Thon" for the March of Dimes compaign on April 24, 1971 . About 500 volunteers are expected to walk 21 miles , beginning at 9: 00 a .m. starting and ending at the Richmond Square Mall , in groups of 20, with no solicitation to take place . Walking will take place on sidewalks and insurance will be provided . Mr . Howell moved the Board approve the project, subject to State Highway approval , seconded by Mr . Benner , and on unan- imous voice vote the motion was carried . Street Commissioner Elmer Toschlog complained of letter at the Richmond Square Mall . Mr . Howell moved the Board asked the owners to come to the next Board meeting to discuss the problem, seconded by Mr . Benner, .andion unanimous voice vote the motion was carried . The Wayne County Commissioners appeared to ask the Board to execute a lease for housing ambulance facilities in City property located at 9th and South "E" Streets , to terminate December 31 , 1971 . Mr . Howell moved the Board approve the - _ lease, seconded by Mr . Benner , and on unanimous voice vote the motion was carried . The City is to provide the building and ambulance No. 30 . Mr . Cecere expressed. the. Board ' s appreci - ation to the Commissioners and Mr . Wambo .expressed the Commis - sioner ' s appreciation of the Board ' s co-operation . Mr . Dennis Lord of the Water Company appeared to discuss fire protection in the Buchholz addition . He said that the Water Company is obligated to install lines where there are 6 cus - tomers every 500 feet and these conditions have always been met before, but the Buchholz addition does not apply . He said the Company would have to be reimbursed for $13 ,000 .00 of the installation cost . Mr . ,Cecere said the Board would take the -problem under advisement while he studies the P .S•.C . ruling . Mr . Lord said his company is starting work on laying a 16" pipe on Main Street and they will clean up and provide temporary paving each evening while the work is being done . Councilman Blackwood asked the Board order a. street light installed on North "B " Street between 17th .and 18th Streets ,. on an existing wooden pole . The Board took .the. matter -under advisement to get a cost estimate and consult with. the Street Lighting Committee . - Councilman Blackwood again brought up the matter of the traffic light at Elks Road and National Road East . He said that two of four requirements for this installation hve been met by 80% which is all the State Highway requires . He asked that in view of this and the continued growth of the area and plans for future development , that the Board make another request of the State Highway Department . Traffic Captain Paul Martin suggested he be allowed to make the request in person, rather than to Board of Works Minutes March 4, 1971 Page 2 • write another letter . Mr . Howell moved the Board authorize Captain Martin to . discuss it with State Highway officials , seconded b.y.. Mr . Benner, and .on unanimous voice vote the motion was carried . City Judge Robert Burton asked the Board ' s co-operation in working. out a work. program for persons convicted in City Court who are unable to pay their. fines , in view of the recent, III Supreme Court decision that indigents may not be required to lay their fines out in jail . City Attorney Cecere said he would send for a copy of the decision,. . Fire Chief William Berry asked the Board approve the, appoint • - ment, of Alfred E . . Bowen as probationary fireman, effective March 5 , 1971 . Mr.. Howell moved the Board, approve the. appointment , seconded by Mr . Office. in regards to the Spring Sparky program. The-. meeting was very. . favorable and plans were initiated . Fire Prevention Bureau appeared on WGLM radio during a weekIII long program on the Fire Department . The program was people . in action. Captains Sparks and Rosen is presently up-dating the Red "E" file. This is for people who .have an invalid in their home or for anyone who. would have trouble getting out of the house if a -fire s.houl.d. strike . . . . . „ , Captain .Gr i.ffi n had . a. class -on fire protection and fire pre- vention at the, Fr-am Corp. in Greenvi11e, .Ohio- on January .21st . 26 men were .present . . . . . , On January 22nd Captain Griffin attended a school' assembly . at Starr School.. for a talk, on fire safety and- showing a film. The film was "In Case of Fire" and he talked. on fire drills and false alarms . 500 students were present . Mr .. Howell moved the Board approve the request and make 10th and llthStreets - one-way as soon as they •:are properly, signed, seconded, by. Mr . Benner, .and on unanimous voice vote the motion was carried . Mr . Howell moved the Board approve the installation of a. flasher at South :l6th - and Main Streets, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Captain Martin requested the Board authorize that parking be taken off for 35 additional feet atAhe southeast corner of South 7th and "B" Streets, for better visibility . Mr . Howell moved the Board approve the request, seconded 'by Mr-. Benner , and on unanimous voice vote. the. motion was carried . • Captain Martin requested the Board authorize restricted parking on S .W. 2nd Street at West Main Street . There is not enough •room' for traffic and cars that are. making turns.. Mr . .Benner moved the Board -authorize 55 feet of parking restriction of the West. side of the street , ,seconded by. Mr . Howell and on unanimous voice vote the motion was carried . Captain Martin reported that he has checked on the request by Harry Bright of H & B Liquidators to restrict parking on South 9th at "C" Street . He recommended the Board 'authorize the yellow curb only in front of a door which leads into his property . City Attorney Cecere said _that there iss -no legiti - mate reason in terms of traffic to remove any parking except for 20 feet from the alley west . Mr . Cecere •moved the Board approve the removing of parking from 20 from the al-ley west, seconded by Mr . Howell , and on unanimous :voice vote the motion was carried . :. Captain Martin requested the Board allow the replacing of traffic lights at 22nd and - East Main Streets with new 12-inch red lens light which had been removed .from West 1st and Main Streets and left for the City use by the State Highway Department . Money for labor .is available in the .Parking Meter budget . Mr .. Howell moved the Board approve the request, seconded by ' Mr . Benner, and on unanimous voice vote the motion was carried. Statutes of the State of Indiana, relative to traffic regulation, .the Indiana State Highway Commi'ssion ' has the authority and the ..duty to adopt and promulgate regulations in the interest of the safety and convenience of the traveling public using .the highway, including streets in cities and towns , under the control of said Commis- sion, be it known that, the following traffic regulation is hereby adopted: • Parking shall be. restricted on US 40 in - the :City of Richmond, Wayne County, as follows : "NO PARKING ANY TIME" on the south side of US 40 (West Main Street) ;trom South , West 2nd Street east thereof to South West 1st Street, a distance of approximately 270 feet . Captain Martin reported that the Police Department is working; toward an agreement with Farmers Group Insurance to pay for re- pairing a damaged retaining fence at S .W. 1st Street and National Road . • Mr . Goins , Commissioner Bureau of Buildings City of Richmond, Indiana Mr . Benner . reported that he has received a petition for curbs to be built under Barrett Law on S.W. 18th Street from S .W. "D" to S .W. "E" Streets . The Board referred the project to the Engineer . Engineer Benner reported having received a complaint from resi - dents of the Crestdale subdivision that water is running off the Friends Fellowship Community property and causing a problem. Mr . Cecere said this is not a City ' s problem but a civil matter .
