CITY OF RICHMOND, INDIANA, FEBRUARY 25, 1971
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session February 25-, 1971 , at the
hour of 9: 00 a .m. in the Municipal Building of sbid City .
Mr . Cecere presided with Mr . Howell and Mr . Benner present .
The following business was had to-wit :
Mr . Howell moved to approve minutes -of the previous meeting,
seconded by- Mr . Benner, and on unanimous voice vote the motion
was carried.
Captain Coons , representing the Marine Corps League of Indiana,
asked= permission . to hold a dance on March 6, : and to park a -
trailer at 8th and Main Streets on February 26 and 27, depicting
the life of a Vietnam prisoner of war . Mr . Benner moved the
Board approve the requests , seconded by Mr . Howell and on unan-
imous voice vote the motion was carried.
Harry Bright of HB Liquidators asked to have parking restricted
on the north side of South C Street between 9th and 10th Streets
in order to accommodate his customers and enable him to load
and unload. -The Board asked the Traffic Division to ascertain
whether parking should be restricted in the area, but explained
to Mr . Bright that it is not City policy to make available on-
street parking to individuals .

Tom Bench of the Church of the Open Door asked permission to
distribute handbills on cars to advertise his church service .
Mr . Cecere explained that this practice is in violation of
Section 4302 .of. the Municipal Code.111 Fire Chief. William Berry recommended the Board promote Robert
McLear to the rank of Captain, effective February 26-, 1971 .
Mr . Howell moved the Board approve the promotion seconded by
Mr . Benner , and on unanimous voice vote the motion was carried .

Chief Berry recommended the Board promote Eugene. Ward to Engineer,
effective February 26, 1971 , Mr . Howell moved the Board approve
the promotion, seconded by Mr . Benner , and on unanimous voice
vote the motion was carried .
Traffic Captain Paul : Martin recommended the Board allow a flasher
to be installed at South 16th and "A" Streets, to reduce the
accident rate at the intersection .. An alternate proposal was to
have several trees cut down to aid visibility . The light would
flash yellow for "A" Street traffic and red for cars traveling
on 16th Street . A similar situation in Anderson has shown
an 80% accident reduction after flashers had been- installed .
Mr . Howell moved the Board order:-an ordinance prepared for
Council to ask for an appropriation of $675 .00 from the Off-Street
Parking Fund to pa.yifor the installation of the flashers , seconded
by Mr . Benner, and on unanimous voice vote the motion was carried .
Mayor K.lute and Chairman Cecere awarded a citation to John Robert
Detwiler , age 13 ,. on the recommendation of Chief Berry, for good
citizenship. The boy had spotted a fire on an apartment building
roof, turned in a fire alarm, and then had warned occupants of
the building . -The Clerk presented proof of publication for Street Sweeper bids .
Mr . Cecere examined the proof of publication and found it to be
correct . Mr . Cecere moved the Board accept proof of publication,
seconded by Mr . Benner, and on unanimous voice vote the motion
was carried .
A bid was opened from Ries Equipment, Inc . of Indianapolis , for
$16,880 .00 . Street Commissioner Elmer - Toschlog recommended the
Board award the bid, since he has had good experience with the
type of equipment;:offered, and the_ bid met specifications . Mr .
Howell moved the Board award the bid as recommended, seconded by
Mr . Benner, and on unanimous voice vote the motion was carried.

Mr . Cecere reported that he has talked to the President of the
Starr Piano Company regardingVVan easement for a sewer line, and
will get his answer soon. . Mr . Howe1 -1 . said that of last year' s
appropriation for the storm sewer only the engineering fee has
been carried over since it was the: only contract let at the.
year ' s end. Mr . Howell moved the Board order • an ordinance be
prepared for Council to reappropria:e the sum of $141 ,200 ,00
out of! the Cumulative- Storm Sewer Fund, seconded by Mr . Benner,
and on unanimous voice: vote the motion was : carried. The Board
decided that restoring the street according to State Highway
specifications should be a part of the contract .
Mr . Howell reported: that he has talked to - State Highway officials
regarding a contract for sweeping City streets which are on State
highways and the Hi.ghway. Department was interested in entering
-- into a contract with- the City . Mr . Benner suggested the contract
include snow removal .
Mr 'Cecere reported' that he represented the_.: Ci ty at the Public
Service. Commission hearing regrading the water rate 'increase.
He said he felt the Legislature should investigate other methods
of realizing a . profit for public utilities rather than rate
increases which -cause a hardship on. citizens .
Mr . Howell reported that Mr . Robert Pe:lfrey has complained of water
in his basement during wet weather, located at N .M. 1st and Kinsey
Streets . The Board referred the problem to the Street, Sanitary
and Engineer' s , Departments .
Mr . Howell reported that he-has had a request from Mr . Frank Davis
to use trucks equipped with amplifiers for an advertising business .
Mr . Cecere said that the use of amplifiers on trucks is against
City Ordinance. V ,
. Mr-.-. Benner reported that residents of South 4th Street from "M"
to "Q" Streets are interested in building curbs and gutters under
the Barrett Law, and that -he is- proceeding with the project.

Dear Mrs . Hoskins : - •
In reply to your letter of February 11 , 1971 , I can now advise
you that funds .have been allocated for the signal modernizations
cited above and that the .design work- is now being done.
Hopefully the actual field modernization will be completed
by late Spring or early Summer .
