. BOARD OF PUBLIC WORKS & SAFETY ' OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 18, 1971 •
The Board of Public Works and Safety of Richmond, Indiana, met
in regular session February 18-, 1971 , at the hour of 9: 00 a .m.
in said City . .Mr.. Cecere presiding with Mr . Howell and Mr. "
Benner present . The following business w.as had-to-wit:
Mr . Howell moved to approve the minutes of the previous meeting,
seconded by Mr . Benner , and on unanimous voice vote the motion
was carried . . .
Mr . Howell moved- to. amend. the minutes of- .the , January 7, 1.971 -
meeting as follows: Under the authority to the Controller to
carry. over funds. f.rom- the 1970 budget the item "General Fund
Police Department. L-5" to read L-9b", for unit 106 instead
of unit 112, and adding, "General Fund Police, Department L-9"
"Repair of Equipment", Super Body Shop contract per- attached
- letter for Unit #112--$153 .90 • " Mr . . Benner seconded- the
amendment, and on unanimous voice vote the motion was carried .
The Board accepted :the warranty for real estate in the 1900
block of West Main Street. from Shebang-, Inc. , for the new No. 5
Fire House. - - .
Health Officer ' Tom Atkins- requested permission for the Wayne
County Health Department, together with Community Drug Council
to hold a parade on March 20, 1971 , at 1 : 00 p.m. to kick off
Drug Awareness Week . The parade is to form -at. the High School
parking, l of and to end at the Mall , wi thal l mobile units .
Mr . Howell moved the Board approve the request subject to
coordination with the ' Traffic and State Highway Departments ,
seconded by Mr . Benner, and on unanimous voice vote the- motion
was carried .
Police Chief Don Strahan recommended that James Robert White be
appointed as Probationary Patrolman effective February 18, 1971 .
Mr . Howell moved the Board approve the appointment, seconded by
Mr . Benner, and on unanimous voice vote the motion was carried .
Chief Strahan reported that ten of the new cruisers have arrived
and are being prepared for service.
Mr . Benner reported that the contractor' is working on traffic
signals on both "A" Streets which have been out of alignment .
Mr . Cecere read the following letter:

Dear Mrs . Hoskins:
This will acknowledge receipt of your letter of
February 5, 1971 , concerning City Ordinance No . 2432-1969.
The Railway Company has no desire to intentionally
violate the ordinance and I am instructing our people that
there must be compliance .
Thank you for bringing this matter to my attention.

Building Commissioner. Ed Goins reported that he has had. a
petition signed. ,by_ 60% of the residents of South 4th Street
between !'M" and ; !'Q"- Streets to: build curbs and gutters as a
Barrett Law project . The petition was referred to the City
Engineer for processing .
Commissioner Goins reported that he had let the contract for
the demolishing of the property en Maple Avenue to Cos
Excavating for $150 .00, after the proper, advertisements .
Fire Chief William Berry reported the resignation of Captain
Harold Personette and recommended the Board accept the
resignation .. Mr . Howell moved the resignation be accepted
and that Mr . Personette be placed on pension effective
February 26; 1971 , seconded by Mr . Benner, and on unanimous
voice• vote .the motion was. carried .
Chief Berry recommended that David Myers be placed on temporary
disability pens i on. since he i:s. suffering(from a back problem
and unable to perform his duties, effective February 1,7, 1971 .
Mr . Howell moved the Board concur in the recommendation,
seconded by Mr . Benner, and on unanimous voice vote the motion
was carried .
There being no further business on motion .dulyHmade, seconded
and passed, the meeting was adjourned .
