HomeMy Public PortalAbout02-11-1971 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 11 , 1971 The Board of. Public Works and Safety of the City of Richmond, Indiana, met in regular session February 11 , 1971 , at the hour of 9: 00 a .m. in the Municipal Building of said City . Mr . Howell presided inn the absence of Mr . . Cecere, with Mr . Benner present . The following business was had to-wit : Mr . Benner moved to approve the minutes of the previous meeting seconded by Mr . Howell , and on unanimous voice vote the motion was carried . . Captain Koontz requested a parade permit on behalf of the Marine Corps for Veterans Day, May 15 , 1971 , to begin at 2: 00 p.m. , downtown to contain about 125 units . Don McBride is parade marshal ] . Mr . Howell moved the Board approve the request, subject to coordination with Traffic Department , seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Police Chief Don Strahan read the following letter: January 15, 1971 Mr . Donald Strahan Chief of Police Municipal Building Richmond, Indiana Sir : Having been a member of the Richmond Police Department from January. 1 , 1951 to February 14, 1971 , and serving: twenty years, one month, fourteen days , I hereby submit. my resignation for the purpose of retirement . Sincerely, _ /s/ Lawrence Harris- Chief Strahan requested the Board approve the resignation, Mr . Howell moved the Board confirm the request, seconded by Mr . Benner, and on unanimous voice vote the motion was carried . Chief ; Strahan read the following letter: - . February 9, 1971 . Mayor Byron E . K1ute Municipal Building Richmond, Indiana Dear Mayor , • ' I want to sincerely commend our local police for_ theirquick action in recovering the articles stolen at Charles the night of February 2, 1971 . During theinvestigative process , I was in contact with seven different officers . They all handled their responsibilities with dignity and dispatch . • One of the asides is the way our pupils reacted t.o the work of the officers . They join me in commending the work of the department to you . Please see that this expression for a job well done gets to all those who had a hand in apprehending the vandal (s) who damaged our building and stole our equipment.. Spear Principal Board of Works Minutes February 11 , 1971 Page 2 Chief Strahan reported that he had also received 25 letters from students , all commending the Police Department . Mr . Hageboeck, owner of Mac ' s Pharmacy, appeared to request the Board allow him to cut into the sidewalk in front of his establishment, to make room for two or three cars to park . Captain Martin said something would have to be done about the parking situation because motorists are ignoring the left-turn lane in the 1500 block of East Main Street , and a dangerous situation exists when motorists pull back into the center lane in order to avoid cars parked on front of the pharmacy . City Engineer said he did not think that the suggested solution would be the answer, but thought it would create an additional traffic hazard . He suggested off-street parking, in the rear . Mr . Howell moved the Board take the request under advisement , pending further study by Traffic and the Engineer ' s office, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. Mr . Howell read the following letter: February 2 , 1971 Hagerstown, Indiana Dear Mr . Howell : As a member of the Board of Public Works , you name was given to me by Mr . .Klute, the Mayor , when I consulted With him about - a problem. He suggested that I write you this letter and • explain my situation . I work at Avco and since I come from the west, I have to cross the railroad tracks that run adjacent north and south and cross Williamsburg Pike in front of Avco. This railroad track is rough beyond description, especially on the south lane of the Street . Besides being full of holes , it is uneven to the point that my car rocks back and forth when I cross it . Mayor Klute said that your Board would have to institute the action with the railroad company in order to get the necessary repairs done. You may not have received other complaints yet , but I am sure that you presently will . I have a fairly new car and I don ' t like the punishment it gets , that is twice a day and ten times a week . I would appreciate any attention you might give to this situ- ation and I hope thatyou can get the railroad to do something soon . Thank you . Howell moved the Board write to the Penn Central Railroad to advise them of the poor condition of all its crossings throughout the City, seconded by Mr . Benner., and on unanimous voice vote the motion was carried . Mr . Howell read the following letter: Greenfield District January 22, 1971 Mrs . Lotte Hoskins Cl er*, Board of Public Works and Safety Richmond, Indiana Board of Works Minutes February 11 , 1971 Page 3 Dear Mrs . Hoskins : • RE: U .S . 27 (8th & 9th Sts . ) at North "A" and South "A"' Signal Modernization This is 'to acknowledge your letter of. January 18, 1971 , and to III advise yoO. that the design work for the modernization of the cited signals is presently, underway . When the design is com- pleted and field checked it will be put up for bids and the work will follow. I cannot , at this time, give a definite date for the work to begin, but can advise you that progress is being made . Thank you for your interest in traffic safety . Sincerely, /s/ Joseph R . Schleter. District Traffic Engineer Approved: /s/ T. Van Sickle District Engineer Mr . Howell said the State Highway letter did not indicate that any recommendation would be made to the State Highway Commission regarding the emergency nature of the problem, and moved the Board write another letter to the State Highway, requesting the problem be given special priority, seconded by Mr . Benner, and on unanimous voice vote the motion was carried. The Building Commissioner presented the following report: The following is a report from the Bureau of Buildings for the month .of January, 1971 . MONTH NO . Goins , Commissioner Bureau of Buildings Traffic Captain Martin reported that he had had work from the State Highway that materials for the overhead signing of lanes in the 400 block of N . !'A"Street are now available for install - ation. All materials are provided by the State Highway, with Richmond Power & Light providing the labor . City Engineer Benner reported that he had had a complaint from the owner of property at 111 South 34th Street, that water is running accross her property and causing considerable damage in her basement . Board of Works Minutes February 11 , 1971 Page 4 Street Commissioner Elmer Toschlog said he had checked into it and a right-of-way had been paved, disrupting the natural flow of water . He understands that a sewer iLs : available but , no hook- up has been made. Commissioner Toschlog is going: to study the problem further .
