CITY OF RICHMOND, INDIANA, FEBRUARY 4, 1971
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session February 4, 1971 , at the hour
of 9: 00 a .m. in the Municipal Building of, said City . Mr .
Cecere presiding with Mr . Howell and Mr . Benner present . The
following business was had to-wit:
Mr . Howell moved to approve minutes of the last two meetings ,

seconded by Mr . Benner, and on unanimous voice vote the motion
was carried .
Mr . Cecere welcomed the. new City Engineer , David Benner, as a
member of -the Board .
Building Commissioner Ed Goisn reported that .Gurley- Fox is
hauling debris from his property, and that he will keep
close watch on the progress .
Commissioner Goins reported that a check on the Westwi,nd: Pet
Center on National Road East showed that all animals a.re -
properly caged and that there is a fence to separate the. area
with the cages .from .the rest of the establishment,. .that .the
building is structurally sound, and that there are no tigers .
He said he would advise the Health - Department. of the situation.
Commissioner .Goins reported that the property on Maple Drive.,
condemned last year, i.s not owned by Lewis Robinson, according
to Mrs . Robinson, and asked the Board for permission to
advertise for bids .:to 'have the building demolished, since all
the proper steps had already been taken against the owner,
Paul Gentry . Mr . Howell moved the Board approve the Building
Commissioner ' s request, seconded by Mr . Benner, and on unanimous
voice vote the motion was carried .
City- Engineer Benner reported that a check on traffic signals
on both "A" and Main Streets . showed that there is some misalign-
ment but no immediate danger of any failure. The designer. has
been notified and he is in touch with the contractor , who will
repair the damage.n .
City Controller . Howell reported that some water is leaking in
the Engineer ' s office and in the Police Department shooting
gallery, due to the roof damage and recent rains . He said the
insurance would take care of all damage .
Mr . Leahy of CAT-TV asked the Board ' s permission to cross some
downtown streets with aerial lines , since there are no posts .
He said the lines would be 18 feet above the street . The Board
designated the engineer to work with CAT-TV on any permits and
asked that an up-to-date map showing all such lines be available
in the Engineer ' s office . City Engineer Benner asked that he
also be furnished a masterplan of all installations .
Mr . Howell asked Mr . Leahy how complaints during installations
are handled . He said he had had several calls from residents
who felt that CAT-TV were trespassing on their properties .
Mr . Leahy asked that all complaints be turned over to him and
that each is personally attended to, and any damages repaired .
Fire Cheif William Berry reported that there has been some
water damage in basements , and that the Fire Department is doing -
all it can to help. He reported that the Fire Department
has been called about some water across U . S . 27 North, but that
he felt that this is a State Highway problem.
Chief Berry reported that, in spite of repeated warnings , both
Pennsylvania and C . & 0 . Railroads are burning railroad ties ,
on:' one occassion, keeping three companies busy for nine hours .
City Attorney Cecere said arrests should be made, but Chief
Berry said that it was difficult to locate those responsible .

The Board decided .to notify both railroads. by letter of their
violation and advise them that: charges would be brought if the
violations did not stop. -
Chief Berry asked permission for members of the .Gas . City -Fi.re
Department to come to Richmond for training, as they dis last
year . .Mr . Howell moved the Board approve. the request, seconded
by Mr . Benner, and on unanimous voice vote the motion was
carried .
Mr . Howell- moved the Board award the contract for 1971 removal -
of trees to Foister Miracle Tree Service, at .$18.00 per tree,
low bid, and the contract for stump removal to Antrim Tree
Service at $6.50 per stump, low bid, seconded by Mr . Benner,
and on unanimous voice vote the :motion was carried ; .
Mr . Howell reported that the billing and execution of tree •
removal has not worked out well under the system devised last
year , and recommended that the responsibility of administering
the program be turned over tb the Street Commissioner , rather -
than be left in the hands .o.f the Park Commissioner . .Mr . Cecere .
said he agreed .with '.the proposal for the reasons that complaints
dealing with dead trees . on . streets come .into the Stree Depart-
ment ; the Street Department could better coordinate the removal
of trees and stumps with street , curb and sidewalk reapirs ; and
that the maintenance. of streets is the Board of Works ' s respon-
sibility and it could exercise better control over the Street
Department than over the Park Department which . is out of its
jurisdiction . .Mr . Howell moved the Board .take the responsiblility
for administrering the program of tree and stump removal from the
Park Department and give it to the Street Department; seconded
by Mr . Benner, and on unanimous voice vote the motion was carried .
Sanitary Commissioner Ed Ross reported - that the relief sewer on
the West side is completed and functioning . He said no more
industrial waste is emptying into the river . He complimented
the contractor on- the successful blasting operations , completed
under strict supervision of the Board of Works , -
There being no further business on motion duly made, seconded
and passed, the meeting was adjourned .
