CITY OF RICHMOND, INDIANA, JANUARY 28, 1971
The Board of Public Works and Safety of the City of Richmond ,
Indiana, met in regular session in the Municipal Building of
said City, January 28, 1971 , at the hour of 9:00 a .m. Mr .
Cecere presiding with Mr . Howell and Mr . Willis present . The .
following business w.as had to-wit: ..
Mr . Howell announced that the minutes for the previous meeting
would be approved at th.e next meeting .
Mr . Howell moved the Board approve that a resolution be prepared
for Council to ask the Circuit Judge to appoint appraisers for
surplus automobiles belonging to the City . Mr . Willis seconded
and on unanimous voice vote the motion was carried .
Building Commissioner Ed Goins reported that .the house at 70 .
Bridge Avenue belonging to Mr . Brockman, has been demolished .
Gurley Fox appeared to report he had put out rat poison supplied
by the County Health Department and has moved some of the debris
off his property . The Building Commissioner has been in touch
with Lettie Fox and she does not want to move out of the house.
Arrangements have been made with Mainstream and Francis Daniels
to furnish trucks and help to clean the property. Mr . Fox said
he would give permission for groups to enter his property and
he would help. The Board asked the Building Commissioner to
report progress next week . .
William Jordan, whose property at . 60 Bridge Avenue had been
condemned last year appeared to report that he is working on
the property . His building permit had expired and the Board
agreed that the Building Commissioner renew it until March 31 ,
1971 . If satisfactory progress has. not been made to bring
the building up to Code by then, it would have to be torn down .
Collection Commissioner Frank Robinson suggested that those people
who are trying to clear their property of debris would collect
it in one place, his department would co-operate in getting the
junk hauled away .
Commissioner Goins reported that he has let a contract on the
property at 214 North 4th Street, and it is being demolished .
Police Chief Don Strahan requested that the Board. order Richmond
Power & Light to check all traffic signals on both "A" Streets,
and Main Street , because the wind has turned some of them.
Mr . Howell suggested the Board check with Mr . Fehribach, designer
of the signals , to see who is responsible for them.
Mr . Howell reported that there is no consistency in bills to the
City from Richmond Power & Light and he felt some of the bills
were exorbitant, as for example charging 3 man hours for changing
a light .bulb . He said the State Highway contract with - the City
for traffic signal maintenance is now higher than for any other
city and theCity still comes out in the red . He moved the Board
suggest a meeting with a committee from the Board of Directors of
Richmond Power & Light to work something out , seconded by Mr .
Cecere and on unanimous voice vote the motion was carried .
Mr . Howell moved the Board follow the recommendation of the . Police
Department to change the no-parking hours in the 400 block of
S .W. 1st Street, on both sides, to 7: 00 a .m. to 4: 00 p.m. , Monday
through Friday, from 8: 00 a .m. to 4: 00 p.m. , effective when
properly signed, seconded by Mr . Willis , and on unanimous voice
vote the motion was carried . , .

Traffic Captain Martin reported that Burger .King. is contemplating
building a drive-in at National Road ,West and 1st Street . He
said that no .curb cut request has been made, but if one were
allowed it would tie up traffic . . The intersection used to
be one of the most dangerous in the City and much work has gone
into making. it safe. The Board assured the Captain that it
would take the Police and the Engineer 's recommendations
into account when a curb cut request is presented .

Mr . How.e.l1 re.commended . the Board award -.the contract . for the
City employees ' hos.pital . and life . ins.urance to .Blue Cr.ossl .
at a cost to the C.i.t.y. of ..$1,9 .21 for . a fami l.y .pl.an. .per. month,
and $16. 77 to the employee per month; and a cost of $13 .04
to the City ,.for. a . single empl:oy.ee per. .month;. -and $1 :75 _to the
single employee: per. month . He explained that this recommendation
came as the result of consulting with other companies , meeting
with committees of .employee representatives from all departments ,
and .much consideration on his part . . The coverage would include
$25 .00 - ambulance service, a $2,000 .00 life .insurance .policy
with double indemnity, and unmarried -:dependents coverage up to
23 .years . The contract was not the lowest in cost which was
considered, .buteadditional paper .work required by other
companies would more than off-set .the .di f.fer..ence. : i n cost
Retired employees are eligible to enter the plan at their
own expense, at the same . rate, however, their participation -.
will not effect next year ' s rates for full -time employees .
Mr . Howell moved the Board award the .insurance contract to
Blue Cross at the recommended rate, seconded by Mr :. Cecere -
and on unanimous voice vote the .motion was carried . . Mr.. Cecere
commended Mr . Howell for .t.he thoughtful way the problem has
been handled . •
Mr . Howell expressed appreciation to the Street and Sanitary
. Departments for their hel.p .in trying to mi.nimize :the damage
to the Ci.ty .Building roof during -the recent wind storm: He
said Mainstream helped . wi.th the clean-up.
Street Commissioner Elmer Toschlog recommended the Board
advertise for .bids for a new sweeper, to .be opened . February

recommended, seconded by Mr . Howell , and on unanimous voice
vote the motion was carried. . .

The Clerk presented proof . of publication for tr.ee ._and . stump
removal bids for 1971.. Mr . Cecere examined the .proof of •
publication and found it to be correct . Mr . Cecer..e .moved the
Board accept the proof of publication, seconded by Mr . Howell
and on unanimous voice vote the moti.on...was carried .
Bids were received from Beaver Tree Service, Hagerstown, for
$28 .00 per . tr.ee . to be r.emoved .and _$7 .00 per stump; Miracle •
Tree Service for $18:.00' .per tree and $8.00 per stump; and •
from Antrim Tree Service for $21 .00 .per tree and $6.00 per
stump. Mr . Cecere moved the. Board .refer the .bids .to the City .
Controller for recommendation, seconded by- Mr . Willis , and
on unanimous voice vote the motion was carried. .
There being no further business on motion duly made, seconded . -
and passed, the meeting was adjourned . •
