HomeMy Public PortalAbout01-21-1971 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 21 , 197.1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in said City, January 21 , 1971 , at the hour • of- 9: 00 a .m. in the Municipal Building . Mr. . Cecere presided with Mr . Howell and Mr . Willis present.. The following business was had to-wit: -. Mr . Willis moved to approve minutes of the previous meeting, seconded by Mr . -Howell , and on unanimous voice vote the motion was carried . . - Mr . Walter Werner appeared to request the Board take some action at the intersection of South 27th and "E" Streets , since several incidents involving cars traveling at high speed had occurred . He suggested the Board make the intersection a 3-way stop. The Board took the matter under advisement , pending consultation with the Traffic Division . Mr . Darrell Shaffer " of the Bus Committee requested the Board allow the present bus route of the South 12th -.and Reeveston bus to be changed to include the vicinity of new apartment houses . . There would be -no additional cost ,_ and the committee felt that this change was one Of the ways the policy of more complete . service could be implemented . Mr . Howell moved the Board approve the recommendation, effective February 1 , 1971 , seconded by Mr . Willis , and on unanimous voice vote the motion_was _ carried . A group of pony owners appeared to- inquire -about the complaint concerning ponies in the North end:_ They said that their ponies were racing ponies and well -housed and never loose. They said those running loose belonged to youngsters . They suggested the City find a . place . where ponies found loose could be taken, and if one of them were contacted, they would try to locate the onwer . The problem was taken under advisement . Mr . Howell reported that the pet shop on National Road East contained several dangerous animals , and he expressed concern over the possibility of fire and the animals getting loose. Building Commissioner Ed Goins said that the land had been sold and the pet shbp must relocate and he would look into the situation . Gurley Fox appeared in answer to a summons to show cause why the order of condemnation by the Building Commissioner against his property at 1104 Perry Street issued September 25, 1970 , should not be carried out . Mr . Fox reported having trouble with his truck, but he said he would get the property cleaned up. He said his 95 year old mother lived in the .house and did not want to move. His sister , also present, said she thought her mother should go into a home . Neighbors said the property contained rats and needs to be caleaned. Mr . Fox said he would clean it up. The Board allowed Mr . Fox to clean up his yard, and asked that he immediately start an extermination program, the Wayne County Health Department supplying the rat poison. Commissioner Goins reported that a house burned down by the Fire Department last year has not had the deris cleaned up and asked that the Board allow him to advertise for bids .:to clean up the rubble. Mr . Howell moved the Board approve the Commissioner ' s request , seconded by Mr . Willis , and on unan- imous voice vote the motion was carried . Commissioner Goins asked the Board summon Mr . William Jordan . to appear to show cause why the order of condemnation against his property at 60 Bridge Avenue should not be carried out . Mr . Howell moved the Board approve the Building Commissioner ' s request, seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Howell reported that he has checked the problem at the Sunoco Station concerning water running onto U . S . 27 ,, and found that underwater springs are responsible, also at North 11th and "J" Street. • The problem of the tree brought to the. Board ' s attention by Councilman Marno had been checked with Park ,.Commisioner McBride, -according to .the Clerk, and found . to be _ on pr=i:vate property . • . City Engineer Willis reported that he has worked out a system , by which contractors are - responsible for the cost of restoring streets after cuts had been made . . The City Street Department will do the work, reimbursed from the contractors . City Attorney Cecere wanted to .know what was being done about past cuts in the 'street . He , sai.d if a contractor makes a series - of cuts in a newly paved street, he should not be allowed to merely-.patch the holes but should be required to resurface , - the street . Commissioner Toschlog said the contractor would be billed. Mr . Willis moved the Board accept the- schedule of payment for cuts in the streets , seconded by Mr .
