PUBLIC .WORKS AND - SAFETY ,OF THE CITY OF RICHMOND, INDIANA, JANUARY 14, 1971 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building at the hour of- 9: 00 a .m._ Mr . Howell presided in the absence of Mr . Cecere, with Mr . Willis ,present.. The following business was had to-wit : Mr . Willis moved to approve minutes of the previous meeting, seconded by Mr . Howell , and on unanimous voice vote the motion was carried . Proposals for hospitalization insurance for City employees were submitted by representatives of Executives and Employees Benefit Plans; New York Life; Blue Cross ; and the Prudential Insurance Company . Mr . Howell explained that he had been advised by controllers of cities of similar size that to a$k several insurance companies to submit proposals is the best way to arrive at a satisfactory insurance policy for City employees . He explained that he would review all- proposals and- hold a meeting with representatives of the Sanitary District, the Street Department, Park Department, Fire and Police Departments , Board of Works, Council , and City Building employees . The City will pay 55% of the cost of insur.ance - as part of the fringe benefits for employees . Mr . Brantner requested the Board furnish a' letter -to FHA, - assuring FHA that itwill accept the street in front of lots 1 ,• 2 , and 3 of the Oakland Place Addition, .subject - to the usual three (.3) year maintenance bond, and will also be responsible for street signs and lights , with -no guarantee a:s to when street lights would. 'be installed . The The City Engineer said he would .furnish. the letter.:.. , Police Chief Don Strahan reported that police have a prob- lem with ponies in the North end. Ponies are tied up ,in public places , such as parks , and aften break loose, and it is difficult to .find owners . There is .no City -ordinance against horses or ponies . The Board accepted the complaint, intending to get legal advice as soon aspossible and advise Council of the possible need for an Ordinance dealing with the problem. Chief Strahan requested the Board: approve a request to Council for an additional appropriation of $6, 100 .00 to but two additional police cruisers . The .cruisers had been dncluded in the budget, but cost of cars had gone up to the extent that only 12 cruisers could be -bought instead of the planned for fourteen ( 14) . Mr . Willis moved the Board approve the Chief ' s request , seconded; -by' Mr . .Howel-1 ,, and on unanimous. voice vote the motion was carried . Traffic Captain Martin reported that the flasher lights which • had been ordered installed by the Board at South 15th Street • and "0" and "Q" Streets , are in and working. - Captain Martin requested the Board change the "No Parking from 8: 00 a .m. to 4: 00 p.m. Monday through Friday" on both sides of the 400 block of S . W. 1st Street, to "No Parking from 7: 00 a .m. to 4: 00 p.m. Monday through Friday" . This is to alleviate traffic congestion. The Board took the request under advisement . Captain Martin reported that the traffic signals at 8th and 9th on North and South "A" Streets , will not be changed, according to State Highway authorities until after September, due to budget problems . State Highway officials told him that the design is ready and equipment available, but money has been appropriated for installation. Captain Martin recommended Board of Works Minutes January 14, 1971 Page 2 • to Board and/or the Mayor write a. letter, stating that these are high-accident intersections, due• partly,, to the poor visibility of the traffic signals . Mr.. Howell moved the , Board and the Mayor write letters, seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Captain Martin. reported that bids will be taken, next month on traffic signals at the intersections of Whitewater Boulevard and U . S . 27, and Garwood Road and National Road East . - • Gene Hambrick requested a parade permit for a group of 60 high school and between 30 and 40. Eprlh.am College Students to hold a memorial 'march on Martin Luther Kings birthday, from the High. School to Earlham College. The_ march is to. take place January 15 , 1971 , at 10: 00 a:..m. and is to:go along "G" Street into the. College, without touching National Road . Mr . Howell moved the Board -approve the request, pro- vided the group work with the .Traffic Division, seconded -by Mr . Willis , and on unanimous voice vote the, motion was carried . Building Commissioner Ed Goins requested that Lettie Fox or her representative, be asked. to appear _before the Board , to show cause why the order of condemnation against her property at 110.4 Perry Street has not been carried out .. The building was condemned Sept:embe-r .25, 1970i, to .be either repaired to torn down by. November 25th, 1970, Commissioner. Goins explained that. the building constitutes a he61th and safety hazard; being rat-infested. Mr : Willis moved the Board ask Mrs . Fox to appear as requested, seconded by Mr . Howell , and on unanimous -voice vote the motion was . carried . • • Commissioner Goins reported - that -a building at 221 North 4th Street -has been condmned twice, the first time March 26, 1969, and agai.n .December 29, 1970 . HThebuilding is empty, and-repeated attempts to contacts in Kentucky have . been unsuccessful . The Commissioner has placed advertisements in the newspapers to have the building attended to by January 29, 1971 ;. and he asked the Board ' s permission to advertise for bids to have the bui lding -.torn .down if he gets no response to his advertisement. .Mr.. Howell moved the Board approve the request, seconded by Mr . Willis , and on unanimous voice vote the motion was carried :.
