CITY OF RICHMOND, INDIANA, JANUARY 7, 1971 -
The Board of Public Works and Safety of the City of Richmond ,
Indiana, met in regular session in theMunicipal Building at
the hour of 9: 00 a .m. Mr . Howell nominated Mr . Cecere as
President of the Board of Works for 1971 , seconded by .Mr .
Willis , and on unanimous voice vote the motion was carried .
Mr . Cecere presided with Mr . Howell and Mr . Willis present .
The following business was had to-wit:
Mr . Willis moved to approve the minutes of the previous
meeting, seconded by Mr . Howell , and on unanimous voice vote
the motion was carried .

Mr . Willis moved the Board grant permission. to 'the First National
Bank. to construct an overhang over the sidewalk on Main .Str-eet
and 'Seventh Street. if the old building is retained . Such side-
walk to be. self-supporting and not to interfere with pedestrian
traffic, provided that the final des tgn of the building must be
acceptable' to .the: R.edevel opment Commission:. Mr Howell seconded
the motion, and 'on :a: unanimous voice vote the motion was carried .
.Mr . Cecere reported that he had had a complaint from Mr . Veregge,
a resident South.;of :Miller ' s Cafeteria, that Miller ' s is dumping
grease at the::south'endcof their lot in the alley, splattering

grease over the building creating slick -pavements and leaving
a bad odor . The complaint was referred to ,Mr . .Conyers of the
Sanitary District.: , • , _.
Councilman. Marion Williams of the 2nd District requested that
the Board enforce the priority given to street lights on South
2nd, 4th, and 6th Streets ,.. between "A" and "E:" Streets . . Mr.
Howell said these lights should ehave: .been . i nstal.-.l e,d last October '
and he would remind Richmond Power -Er. Light of the need, for these
street lights . . . • .

Mr . Dennis Lord of the Richmond Water Company appeared to discuss
water service to the Buchholz Addition . He said that his company •
has conducted a survey in the Addition and found that out of
25 houses his people were unable to get in touch with ten . Of
the remaining 15, two.. indicated they might subscribe to water
service if it were available, one had no opinion, seven definitely
would not, and five said they would subscribe . Installation of
lines , hydrants, and service would. cost approximately $30 ,000 .00 .
which would not be warranted by the returns , except if. the
developer would carry some 'of the installation expense.
Installation 'of only lines and four hydrants would still' cost •
about $27,000 .00 . Mr . Cecere explained that the Board was only
concerned with fire protection . He said he felt that the. Board ' s
obligation is only for rental on the, 'line. and hydrants , not for •
initial expense of installation of equipment . He felt that if
the Buchholz Addition were adjacent to the City there would be
no problem- of ordering the service in-. Mr . Lord explained
that the situation is unique 'in that the Water Company has had
no requests .for service from any of the residents , except for
one . He said he would make exact figures available. to the •
Board for the -installation of an 8!' line and four hydrants .

I come before youragain to ask your help in having a traffic
signal installed- at the intersection of East Main Street
(State Route: 40)' and Elks . Road . . .
It is my •opi'nion that this city administration, as well as - •
others in the past, have- certainly gone all out. trying 'to •
get traffic signals at Elks Road . ' However-, 'we •st:ill Nave
not succeeded, so I ask you for your - help again.

• Approximately twenty-five' (25): off the 'residents of Glen '
Hills have approched me. asking if they stood. across Main-
, Street what would happen to the traffic? To-- them? . In
their opinion this would focus attention to what we believe
is a very dangerous set of conditions at Elks Road and
Route 40.. -It' appears that in today ' s world.,. , in order to
. obtain anything and break through the' red tape, you must
organize yourself and then do something drastic to gain •
attention 'before you can accomplish. what you believe to be •
yours rightfully .

Mr . Cecere expressed -the"concern. of the Board for the problem.
Councilman Blackwood said he would like to discuss- the situation
further with Captain Martin and Board members . •
Councilman Blackwood congratulated the Police Department on the
.drop in the crime rate in Richmond.
Mr . Cecere reported-' that -Mayor ' Kl ute has -had 'a complaint from
Mrs_. Rebecca Wuer-temb:erger regarding.-mov.i:e --previews which •
,advertise M' or R rated pictures—While showing G-rated shows .
The Board expressed appreciation for lher. point of view and
ordered the Clerk: to write to Mr ::"Huds:on. an.d.' invite his comments .

Mr . Howell moved the Board- award. the bid .for a 4-door- station
- .wagon for the Fire Department to Fred .First Ford for $3 , 343 . 10
- with a trade-in, seconded by Mr . Willis ; and on unanimous voice
vote the motion was carried .

Mr . Howell reported that state police car bids are up consid-
erably from last year due to the fact that no factory assis-
tance is being given to dealers , a fact which also raised
local bids . Police Chief Don Strahan reportedthat the low
bid from Kurdy ' s Chevrolet does not meet specifications in
a number of ways , the most important one being that Kurdy ' s
is unable to install H-70 . Goodyear tires and has substituted
with H-78 ., Chief Strahan said that the Department ' s experience
with H-70 has been such that it was ableto put 140,000
additional miles on cruisers without any raise in tire
budget . Mr . Don Wetzel of Kurdy ' s said that the factory was
not willing to install the tires asked for and he was bourd
by Chevrolet' rules not to substitute tires not recommended
by the company . Mr . Cecere explained that it would not be
fair to consider the Chevrolet bid since it did not comply
with specifications . Mr . Howell moved the Board accept
the Raper Plymouth bid at $3 ,389'.-46, per unit with bench seats ,
for 12 police cruisers since the -.bu.dg.et had been set for the
expected lower cost- basedonpast years ' experience . The
bid acceptance i s with the understanding that if additional
funds are appropriated for the two extra cruisers they would
be available at the same bid price, seconded by Mr . Willis
and on unanimous voice vote the motion was carried .
Mr . Howell moved the Board authorize the Controller to carry
over funds from the 1970 budget to cover the following items
already contracted for:

Mr . Willis seconded the motion to carry over funds, and on
unanimous voice vote the motion was carried .
Mr . Wi l l i s reported that the Main Street sewer project, .secti'ons
1 and 3, is ready for the letting of contracts.
Mr . Howell moved the Board set January 28, 1971 , 10: 30 a .m. for
opening of bids for tree and stump removals for 1971 , seconded` by
Mr . Willis , and on unanimous voice vote the motion was carried .

Traffic Signal Request .
Dear Mr . Rhodus:
This will inform you of the results of the traffic engineering
studies conducted at the intersection of R 227, 121 (N . "J" St . )

and 12th Street as - requested in your letter and petition
submitted to- the . Board . of Works 'of Richmond.
Analysis of the traffic counts taken on December 10, 1970,
revealed that volumes on 12th Street were below the min-
imum requirements as specified by State and National
Standards to warrant the installation of traffic signals
. at this time.
The Richmond Police Department has supplied us with
accident records for the period from January 1 , 1968
to November 3 , 1970, and we find no report of any
pedestrians being struck at this intersection. Our •
Greenfield District Office has informed us that this
area is posted at 30 MPH. and that it is a "T" .in-tersection
with adequate Sight distance on the minor street approach .
Based on the above findings , we are contrained to deny the
need for the installation of traffic signals at the '
intersection -of SR T.227, ' •121 ' (N . "J" St .)' .and .12th .'Street -
at this time. _ This action is not arbitrary but based on
factual engineering studies .
We appreciate your 'concern to the safety of traffic upon
State highways and please be assured that every effort
is being made by the Indiana State Highway Commission to
provide for the safe and adequate control of vehicular
and pedestrian traffic upon State Highways in, compliance
with established State and National Standards and Warrants .
