CITY OF RICHMOND, INDIANA, DECEMBER 31 , 1970 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, of said City, December 31 , 1970, at the hour of 9: 00 a .m. Mr . : Cecere presiding with Mr . Howell and Mr . Willis present .111 . Mr . Willis moved to approve minutes of the previous meeting, seconded by Mr . Howell , and on unanimous voice vote the motion was carried. The Clerk read the following letter: Offices of State Highway Commission December 23 , 1970 Mrs . Lotte Hoskins Clerk, Board of Works & Safety City of Richmond, Indiana RE: U . S. 27 (Chester Boulevard) Whitewater Boulevard Richmond Programming of Traffic Signal Installation Dear Mrs . Hoskins : Reference is made to your letter of November 13 , 1970 , to Mr . Joseph Schleter, Greenfield District Traffic Engineer , in which you requested the -installation of traffic signals at the above cited intersection. Please be advised that our Greenfield District Office have completed their studies and have made their recommendations known to this office. The studies revealed that minimum warrants for the installation of traffic signals are satis- fied and we are therefore considering this installation for inclusion into a future Traffic Signal Program provided funds are made available to do this work . We wish to thank you for the interest you have expressed in traffic safety and plese be assured that every effort is being made by the Indiana State Highway Commission to provide for the adequate control of vehicular traffic in accordance with established State and National Standards and Warrants . Chief Strahan attributed the reduced crime rate to the fact that 11 in November, 1969, Richmond Police cars changed from two men per car to one man per car , almost doubling patrol capacity, and to the excellence of the Police Department, giving credit to the men on the beat . The Board congratulated Chief Strahan and the Police Department . Traffic Captain Paul Martin thanked the Board for its cooperation in making possible reduced accident rates . Mr . Howell moved the Board order the following street lights install - ed, already approved by the Street Light Committee of Council : 2 Or 3 lights on the west side of S . 14th St . between "H" and "J" Streets, on existing temporary wooden poles ; one light on South "G" Street between 7th and 8th Streets , on wooden pole; and one light near _Miller-Kemper Lumber Co. on N .W. 2nd Street, on wooden pole, seconded by Mr . Crum• concerning -accidents at. South 27th , and '-!E" Streets . Mr . - Howell moved the Board order a street light installed at the N . - W. corner , on "E"' Street, and refer the problem-.of- proper signing of the area to the Traffic Division fol.— study, seconded by Mr . Willis , and on unanimous voice vote the motion was carried .
