CITY OF RICHMOND, INDIANA, DECEMBER 17 , 1970
The Board of Public Works and Safety of the City of Richmond,
Indiana,. met in regular session in the Municipal Building, of
said City, December . 17, 1970, at the hour of 9: 00 a .m. Mr .
Cecere absent with .Mr . Howell presiding and Mr . Willis present .
The following business was had to-wit:
Mr . Willis moved to approve the minutes of the previous meeting,
seconded by Mr . Howell , and on unanimous voice vote the motion
was carried .
Police Chief Don Strahan recommended the Board advance Probation-
ary Patrolman James Smith to First Class Patrolman, effective
December 17, 1970 , Patrolman Smith having successfully completed
his probationary period . Mr . Willis moved the Board confirm the
promotion, seconded by Mr . Howell , and on unanimous voice vote
the motion was carried .
Chief, Strahan recommended that Probationary Patrolman Michael
Nolan Mauller be promoted to First Class Patrolman effective
December 17, 1970, Patrolman Mauller having successfully com-
pleted his probationary period . Mr . Willis moved the Board
approve the promotion, seconded by Mr . Howell , and on unanimous
voice vote, the motion was carried . -
Mr . Willis moved the Board approve a curb cut at South 5th and
"G" Streets ,'. on property owned by Phil Beck on South 5th Street,
Traffic and Zoning both having, approved, seconded by M:r,. Howell ,
and on unanimous voice vote the motion was carried .
Fire Chi:=ef. William- Berry recommended: the Board promote- Probation-
ary F:ireman . Du.ane: Green to Regular Fireman, effective December
- 5,. 1970,: Fireman-: Green naming successfully completed hti s proba-
tionary period. - Mr . Willis moved the Board approve the promo-
tion, seconded by Mr . Howell , and on unanimous voice vote the
motion was carried .

The Fire Prevention Bureau visited the Richmond Fire Proof Door .
Company to learn the construction of fire doors . Located in
Liberty, Indiana.
Our office condluded its yearly inspection of Richmond ' s beautiful
churches .
Our office had Captain Sparks attend the Jerry Lee Lewis show in
Civic Hall for fire safety purposes .
Captain Sparks also attended the high school ' s Mardi Gras . In-
spections were made for proper fire extinguishers , electrical
wiring and free opening of all eit doors . The results were
excellent .
Captain Bosell had a class with boy scouts . Affilm was shown
and fire safety talks were given. (20 persons )
Captain Bosell attended an officers training school in Indianapolis .
The Captains of the Fire Prevention Bureau have enrolled in a
course to study the National Electrical Code at the Indiana
Vocational Technical College.

Captain Griffin had - a. class at Dennis Junior High School .
Showed the- film "The Noble Breed" (70 students) . Also, there
- was a discussion on the. Richmond Fire Department and. the
Fire Prevention Bureau. -

Charles Howell , City Controller , examined proof of publication
for the public hearing on the assessment rollfor- Improvement
Resolution No. 1093-1970, and moved the Board, accept the proof
of publication., seconded by Mr . Willis , and on. unanimous voice
vote- the motion was carried.
The Richmond Baptist Temple is the only. property owner, involved
and the cost of the improvement is $879. 10 . No remonstrators
appeared and no written remonstrances were received . , Mr . Howell
moved the Board accept the assessment .roll ,-; seconded b,y -Mr..
Willis , and on unanimous voice vote. the ;motion was carried .
Mr . Willis moved the Board accept proof of publication for bids
for Police and Fire Department cars, seconded by Mr . Howell ,
and on unanimous voice vote the motion was carried .
Bids were opened as follows : Fire Department: Fred First Ford,
$3, 693, 10, alternate with trade-in: .$3, 343 . 10 .
Fourteen police cars : Kurdy ' s Chevrolet: $47, 600 .00 alternate
with bench seats: $46, 11.6.00; Raper Plymouth: $48, 586.56, alter-
nate, $47,45.2 .56, alternate with heavy duty vinyl bench. seats ,
- $47, 60.6.56;. Fred First .Ford: $51 ,321 .06, alternate, $49,447 .86.
Mr . 'Howell moved the- Board take all bids underadvisement ,
seconded by Mr . Willis , and on unanimous voice vote the motion
was carried.
There being no further business on motion duly made,-. -seconded and
passed, the meeting was adjourned .
