CITY OF RICHMOND', 'INDIANA', D"ECEMB'ER' 10, 1970 • The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, of said City, December 10, 1970, at the hour of 1 :.00 p.m. Mr . Cecere presiding with the following present : Mr . Howell and Mr . Willis . The following business was had to-wit: Mr . Howell moved to approve minutes of the previous meeting, seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Mr . Carter representing the First National Bank, asked permiss'ionl to include an eight-foot overhang in plans for a new building to be located at 7th & Main Streets . The overhang would be . over Main Street . The effect would be that of a covered walk . It would start at a height of -two stories and would go up the rest of the building, with offices, located in the. overhang . Mr . Cecere explained that since the location is a part of the Redevelopment area, plans should be submitted to the Redevelopment Commission for approval . Mr . Carter indicated that he has been in touch with Redevelopment . The Board took the problem under advisement . . Mr . Howell moved the Board sign a contract for extermination treatment of the bridge on U .S . 27 on North 9th, Street and "E" Sts . for bird control , seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Street Commissioner Elmer Toschlog complained about the poor condition of Penn Central railroad crossings in the North end, particularly at the 13th and "F" and 15th and "F" _Streets . The Board asked that the Street Commissioner and the City Engineer get to touch with' Penn Central officials to,:a"sk what can be done. Mr . Cecere read the following letter : November 24, 1970 . Lotte Hoskins Clerk of the Board Board of Public Works and Safety City. of Richmond Municipal Building Richmond, Indiana 47374 Re: Jaffe Scrap Company installation of pollution free incinerator Dear Mrs . Hoski-ns :• - Pursuant to the request of the Board of Works of October 22, 1970, I trust this letter will serve to advise yourof the status of our progress towards installation of the incirerator. Mr . Jaffe has executed a contract with the Kellogg Mann Corporation of Buffalo, New York, for the installation of an incinerator , which incinerator we expect , by contractual provision, to be installed and operational by the middle of February, 1971 . The contract is further conditional upon the incinerator operating in conformity with the State of Indiana, and City of Richmond air pollution statutes and ordinances . The State of Indiana Air Pollution Control Board has granted Mr . Jaffe, s request for a variance to February 17, 1971 . We understand from. Mr . Will Reller , Attorney for the Richmond Gas Corporation, that said corporation should, obtain a. commercial and industrial service classification and rate for incinerators from the Public Service Commission of the State of Indiana by the end of this month, at which time they will enter into a gas service contract with Mr . Jaffe. Mr . Reller indicated that the PSC would not approve said rate classification until it had been on file for thirty days . Jaffe is to continue operations with the heretofore imposed conditions . -. -. - Mr . Willis moved the Board, approve a curb cut at 904 South 9th Street, the property of Dolly Madison, Traffi.c and Zoning both having approved, seconded by Mr . Howell and on unanimous voice vote the motion was carried. - Police Chief Don Strahan recommended the Board appoint Gerald Wayne Matheny as Probationary Police Officer , effective December 10 , 1970 . Mr .. Howell moved the Board confirm the appointment, seconded by Mr . Willis , and on un.animous voice vote the motion was carried . Chief Strah-an reported that the. H:igh School . has requested an off-duty policeman, in uniform, accompany the fans ' bus to. a ball game in Muncie, Friday evening, December 11th, 1970 . The School will pay the officer . Mr . Howell moved the Board approve of the Chief ' s sending an officer under these conditions seconded by Mr . Willis and on unanimous voice vote the motion was .carried . Lotte Hoskins Clerk, Board of Public Works and Safety City of Richmond Richmond, Indiana 47374 Re: US 40 West of Richmond Dear Mrs . Hoskins: This is to acknowledge your letter of December 3 , 1970 expressing concern over the condition of paint lines at the cited location. We are trying as ;weather permits, to pick up locations such as you mentioned before the end of this year . This particular location was already on our list and we will make every attempt to paint this area if we get the chance weatherw:ise; Thank you for your interest in the matter . Cecere said that the Board noted with sadness the passing of Councilman Frank Marino, and paid tribute to his high dedication to public service and his many years as "the conscience of City Government" in Richmond .
