HomeMy Public PortalAbout12-03-1970 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 3, 1970 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, of- said City , December 3 , 1970, at the hour of 9: 00 a .m. Mr . Cecere presiding with the following present : Mr . Howell and Mr . Willis . The following business was had to-wit: . Mr . Howell moved to approve the minutes of the previous meeting, seconded by Mr . Willis and on unanimous voice vote the motion was carried . _ Councilman Hilligoss appeared to report on the following corre- spondence: November 20, 1970 Mr . Dennis Lord Plant Manager Richmond Water Works Corp. Richmond, Indiana , Dear Mr . Lord: ,For many months the Buchholz addition has requested City water . They feel that they have been in the City for_ a number of years and should be provided with. all City utilities . As you know, they have had Richmond Power & Light, Richmond Gas and General Telephone for many years . The only utility they, do not have is water . If the City of Richmond is to expand we must work together and provide a climate that will encourage growth . If this is not done then we can expect a much greater loss in population in the next ten years than we bad in the last ten years . III If water is not provided for fire protection in this addition, then they plan to ask for de-annexation, I. am sure we would not want this to happen. The City Council , Board of Works , and you have discussed this with no final disposition . I have been informed that other communities do not seem to have ..the problem we .have in providing water to all the residents intheir city . - H I would strongly recommend that you give this your immediate attention. City Building. - - Richmond, Indiana Dear Sir: This is in reply to -your letter of November 20, 1970 , pertaining to- water service in Buchholz Addition . - We have discussed the possibility with City Officials and Mr . Buchholz. Apparently no final decisions have been made to pro- ceed with the project . We have this subject under advisement and are available for dicussion at any time. /s/ Dennis Lord Manager, Richmond Water Works • Mr . Cecere said the Board is anxious to meet with the Water Co. and ordered the Clerk to write to Mr . Lord, requesting a meeting . Board of Works Minutes December 3 , 1970 Page 2 Ed Nicholson requested permission for SPUR or related organizations to improve a trail on a City sewer right-of-way to the east of and parallel to the Whitewater Boulevard, from South of "G" Street to the bridge . Mr . Willis moved the Board approve the SPUR project seconded by Mr . Howell , and on unanimous voice vote the motion was carried . Planning Director Rick Freeman reported that he has investigated the complaint against Patricia Sheets , 625 South 6th Street, for keeping dogs . He has found her in violation of City Code, and has so notified her after his first inspection on November 24, 1970 . She has been warned that legal action would be taken if she did not comply with the City Ordinance and no response has been received . The Board instructed the City Attorney to institute legal action against Patricia Sheets , Mr . Freeman is to sign the complaint . Mr . Freeman reported that progress has been made in setting up an impounding area for cars in violation of City Ordinance and he will report on the details soon. - Mr . Howell moved the Board approve the transfer of $1 ,000 .00 from MVH S-13 (2-25-251 ) Repair Building & Structures , and MVH S-14 (2-25-252) Repair of Equipment, to MVH S-9 (2-21 -214) Telephone & Telegraph and MVH S-10 (2-22-221 ) Electric Current all within the same classification of "Services, Contractual ", within the Street Department Budget, seconded by Mr . Willis and on unanimous voice vote the motion was carried . Fire Chief William Berry requested the Board approve a transfer of funds within the Fire . Department of $500 .00 from M-6 Electric Current (2-22-221 ) to M-10 (2-25-251 ) Building & Structures, all within the same classification of "Services Contractual ", in order to make necessary repairs . Mr . Howell moved the Board approve the request and order a resolution be prepared for Council , seconded by Mr . Willis and on unanimous voice vote the motion was carried . Chief Berry submitted specifications for a new Battalion Chief ' s car and asked that bids be taken December 17 , .1970 . , Mr . Howell moved the Board approve the request, seconded by Mr . Willis and on unanimous voice vote the motion was carried . Chief Berry recommended the Board accept the resignation from the Fire Department of Charles Hunter, effective December 3, 1970 . Mr . Hunter resigned to become a member of the Police Department . Mr . Howell moved the Board accept the resignation seconded by Mr . Willis and on unanimous voice vote the motion was carried . Traffic Captain Paul Martin reported that he has met with Councilman Paust and Mrs . Hurd, princLpal of Southview School , concerning the school crossing guard. He said his alternate suggestion of installing a 20 mph flasher was enthusiastically received, and proposed the Board authorize the installation of the flashers , reducing speed limits to 20 mph from South "0" to South "P" Streets, to be run on a time clock . The cost would be $308 .50 per unit, plus $244. 80 for installation, a total of $861 .80 which he recommended be paid out of parking meter funds . Mr . Willis moved the Board authorize the installation of the flashers , subject to Council approval of the expenditure, seconded by Mr . Howell and on unanimous voice vote the motion was carried . Mr . Howell moved the Board authorize a transfer of funds neces- sary for the flasher installations , and order a resolution prepared for Council approval , seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Board 'of Works Minutes December 3 , 1970 Page 3 The Clerk complained that the center line of Route 40 West is almost invisible and constitutes a traffic hazard, especially after dark . Captain Martin reported that he has called this situation to the -State Highway peoples attention many times, but ' with no results . The. Clerk was ordered to write a letter to the State Highway Department requesting they correct this. ;. dangerous situation. III Captain Martin reported that the Traffic , Division is almost finished installing new green street sighs , and that the program should be completed next year . The motion was seconded by Mr . Willis , and on unanimous voice vote the motion was carried .
