HomeMy Public PortalAbout11-19-1970 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 19, 1970 . The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, of said City, November 19, 1970, at the hour of 9: 00 a .m. Mr . Cecere presiding with the following present: Mr . Howell and Mr . Willis . The following business was,haad -to-wit : III Mr . Howell moved to approve minutes of the previous meeting, seconded by Mr . Willis , and on unanimous voice vote the motion '•;= was carried . Frank P . Mitchell , 112 Randolph Street , complained that the contractor who is building the sewer has damaged a tree in front of his house beyond repair . The tree is on a public 'rtght-of-way but was planted by Mr . Mitchell . Mr . Cecere said he would take it up with the contractor . Building Commissioner Ed Goins requested permission to advertise for bids to demolish the property at 826 North 20th Street, belonging to Alonzo Gray, deceased, in the hands of the First National Bank and the Welfare Department . He said there are no funds available. Mr . Howell moved the Board authorize the Building Commissioner to advertise for bids to demolish the condemned. property, seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Commissioner Goins submitted the following report : " MONTH NO . Goins Bureau of Buildings III Police Chief Don Strahan reported that Patrolman Garlan J . McNew has submitted his resignation, effective November 18, 1970, for personal reasons and reoommended the Board accept the resignation . Mr . Howell moved the Board accept the resignation, seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Mr . Howell reported that he had had a letter from the Downtown Merchants ' Association, notifying the Board that they intend to terminate the Ride and Shop service as of November 30, 1970, due to the increase to 25 . Howell moved the Board refer a request from Park Commissioner Don McBride for fire protection for Conservation Park to the Fire Chief for recommendation, seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Mr . Willis reported that he had had a request from 6th District Councilman Jerry Geier to be informed as to when the Street Depart- ment intends to pave S .W. 2nd, 3rd, "and 4th Streets , between National Road and South "E" Streets . Street Commissioner Elmer Toschlog,explained that these streets had been on his schedule for this fall , but that the Gas Company has informed him that they intend to replace all pipes under the streets next spring . He said he felt it would be wasteful to pave the streets now only to have them torn up next spring, but would pave as soon as the Gas Company is through . The Board ordered the Clerk to write a letter of explanation to Councilman Geier . Mayro Klute submitted the following report: • REPORT TO THE BOARD OF WORKS AND SAFETY Trash and Leaf - Fire runs made by the Richmond Fire Department during comparitive months . October 1 - November 17 1969 1970 Oct . 13 2 Nov. 3 1 In addition to these fire runs , the Department has made three runs this month to leaf fire complaints . This is a rather remarkable record in view of the no-burning requirement of the Ordinance. The Mayro said he felt that the reduced number of runs is due to good co-operation by citizens in the no-leaf burning . Commissioner Toschlog reported that the Street Department has covered the City two thirds for the second time on leaf collection and he felt that one more time would get all the leaves . He said he found that the amount spent on leaf collection has not been very much greater than has been spent in the past , even though no one is burning . He said better equipment is needed, and will be available next year . His problems have been mostly parked cars and poor press relations with reference to an editorial and to misin- formation in the Palladium Item when it stated that the present pik-up will be the final one . Commissioner Toschlog reported that Street Department barricades and signs are being taken by contractors and he asked permission to notify all contractors to return the barricades within 30 days , after which time he would like for the Police to gather them up. Permission was given . Commissioner Toschlog reported that a dangerous situation exists on Sycamore Street where the pavement ends north of the Holiday Inn . He felt the Holiday Inn should co-operate in continuing the pave- ment . Engineer Willis said he would check it . Commissioner Toschlog suggested that contractors who dig in the streets leave patching and repaving of streets to the Street Depart- ment and pay the costs . He said the contractors are in favor of thus ridding themselves of their obligation to restore streets in this way . Mr . Howell said the contractors would have to pay into the Motor Vehicle fund and Commissioner Toschlog would then have to ask 'for ' an additional appropriation in order to use the money . Mr . Toschlog and Mr . Willis will work out a system, will check with the contractors and will report back to the Board. I Board of Works Minutes November 19, 1970 Page 3 Steeg and Associates reported that dynamiting for the new sewer is progressing with seismographic readings showing fewer vibrations than anticipated . The work has now progressed to Richmond Avenue on N .W. 2nd Street and permission to continue on 2nd Street for l blocks is requested. Mr . Hutton of the Gas Company said he is concerned over blasting in the area because of two flanges which he feels are in danger , and which he is unable to take out of ser- vice . He said in case of damage it would take him a minimum of four hours to put controls on these flanges . The contractor pro- posed that the man from Louisville who owns the control system ' in use be called to give readings as the`. work progresses . He said work should start in the middle of the block, as far away from either flange as possible, with constant readings being taken from the top of the gas pipes . The Board authorized the contractor to proceed under the conditions discussed, work to stop immediately if any danger signs are evident . The question of respensibility was discussed for a street which had been torn up by the Gas Company in relocating their pipes in order to get out of the way of the sewer . The Board felt that the contractor is liable for the street repairs since the Gas Company had no need of their own to relocate the pipes . The Board also informed the contractor that he should replace the. damaged tree in front of Mr . Mitchell ' s property .
