The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular .session in the Municipal Building, of said Cit.y,• November 12, 1970, at- the _hour-. of 9: 00 a .m. • Mr.. Cecere presiding with :Mr. Howell -and 4,iir . Willis present. .The following business was had to-wit : - Mr . Howell moved to approve the minutes of the previous meeting, seconded by -Mr . Willis , and on unanimous voice vote the motion was carried . , Fire Chief William Berry requested a Resolution to be prepared . .for council. requesting that- $1 , 990 .00. be transferred from Furniture and Fixtures to Motor Equipment , within the Fire Department in order to purchase a pick-up truck for the use of the garage mechanic . Mr . Howell moved the Board approve the • . transfer , seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Chief Berry requested permission to send three members of the Fire Prevention Bureau, William Sparks, Larry Bosell , -and William Griffin, to, IVY Tech for a course dealing with the National Elec- trical Code . The men will be attending .on their own time. Mr . - Howell moved the :Boar.d -approve the request, seconded by Mr . Willis, and on unanimous voice vote the motion was carried . Chief Berry reported that the alarm system is virtually installed and that the balance owed to Eag1'e Picher should be paid . Captain Sparks and Captain Bosell had the following fire drills . - and classes : - - . - • . . 1 . CRESTDALE - An .exit was blocked tosimulate a fire condition. . Teachers resiponded immediately- to another way of egress . 111 , -.Fire drill - was effective. - • 2 . Fire extinguisher class at Golden Rule Nursing Home . on use and care of extinguishers (20 nurses attended) . - 3 . , Participated in a program at the Lions Club. . . 4. BOSTON - Electrical - demonstration -(104 students ) . - .. 5 . : BOSTON - Vocational c-1 ass 'and showing of the film "The Noble Breed" (41 students) :C .. Approximately 740 students were instructed- during October , Captain Sparks was on vacation from October 26th to November 1st . The F.:ire Prevention Bureau has been working very closely with some of our. industries on Fire Safety programs . Compliance and relations have been excellent . , Board of Works Minutes November 12,_ 1970 Page 2 Our office and the State Fire Marshal ' s Office made several recommendations on our inspection of the buildings at Earlham College. We received a letter from Ear1ham stating that all recommendations will be complied to. Our office received many compliments on our Fire Prevention dis- play that we -showed at the Richmond Square Mall during Fire Prevention week . The Bureau provided junk automobiles for our rescue unit so , they could demonstrate rescue tactics and show their equipment . Many compliments were received. The Fire P'revention. Bureau has not been able the past few months to make as ma'ny , inspecti.ons as we would like. However , through our Sparky program, public relations and fire safety education we feel that much more has been accomplished than ever before . We also appreciate the co-operation that has been extended tows from other city and county offices . We, in fire prevention, are proud of our record and we hope all of you concerned who are reading our report will find it as such . Reported by : FIRE PREVENTION BUREAU /s/ Harlan Green, Fire Marshal City Attorney Cecere reported that he has received a letter from Mrs . Osborne, 166 S .W. 17th Street, approving of his protest , on behalf of the City, against gas and water rate hikes . !' Mr . Howell moved the Board approve the transfer, within the Controll ers Department of $90 .00 from B-7 (2-21 -212) Postage, to B-8 (2-21 -213) Traveling Expense. Mr . Willis seconded and on unanimous voice vote the motion was carried. Mr . Howell moved the Board approve the transfer within the City Attorney ' s Department of $150 .00 from I-7 (2-26-261 ) Med;ical . Exams- Litigati.on ,and Deposition;- to I -5 (2-21 -214) Traveling Expense. Mr . Howell moved the Board approve the following transfers within the City Plan Department; from Traveling Expense to Telephone and Telegraph, $150 .00; from Printing, 0/T Office. Supplies', to Publica- tion of Legal Notices , $208 .00; from Motor Eouipment to Office Equipment , $223 . 12 . Mr . Willis seconded, and on unanimous voice vote the motion was carried. Mr . Howell moved the Board execute a contract with Keyser for a Municipal Code Revision, including all amendments since:_the last codification, not including chapters on the zoning and building codes but including references to both, for the price of $2, 100 .00 which will provide the City 50 new, bound code books . Additional - copies will be available for $6.00 per copy bound . $4.00 per copy unbound, provided the company . is notified before the printing. Mr . Willis . seconded, and on unanimous voice vote the motion was carried . A request from Councilman Pust to have a school guard posted at South 5th and P Streets was referred to the Traffic Division. Sanitary Commissioner Ed Ross reported that the City Code with regard to regulations relative to discharge of wastes in sewers has been violated by Master Industrial Laundry Company . He reported that on June 26, July 16, - Sept . 9, and Nov. 6, all of this year , the sanitary sewer was stopped on North llth Street between Main and North "A" Streets , in each case the stoppage was caused by a mix- ture of pins , lint , clothing material , and coat hangers . The com- plaint also stated that raw steam made it impossible for Sanitary crews to open the line. Board of Works Minutes November 12 , 1970 Page 3 Mr . Richard Jessup, President of the Company, said that they had their lines cleaned and proper drains and screens installed . He said no steam should be entering the sewer and he would check it out . Mr . Cecere said that Jessup should work with the Sanitary III District to clear up the problem, and Commissioner Ross should - report back to the Board at its next meeting . Steeg and Associated, consulting engineers , reported that dynamiting for the new sewer is progressing satisfactorily and that tests are proving more than acceptable readings , and requested permission to proceed on N . W. 2nd Street to Richmond Avenue. Mr . Howell moved the Board grant the request, provided the proper precautions continue to be taken and constant testing is conducted, seconded by Mr . Willis , and on unanimous voice vote the motion was carried . A request to contract for exterminating on the bridge on North 9th and "E" Streets was referred to the Street Department . Mr . Howell moved the Board approve the proof of publication of the hearing on Declaratory Resolution No. 6-1970, relative to closing of the alley between North H and J Streets , seconded by Mr . Willis and on unanimous voice vote the motion was carried . No remon- strances , written or oral , had been received and no remonstrances appeared . Mr . Howell moved the Board confirm Declaratory Resolution No. 6-1970, subject to a 25 foot easement , seconded by Mr . Willis , and on unanimous voice vote the motion was carried . Mr . Howell presented a letter from Commons Realtors, asking to be released from the necessity of having to renew their performance bond, committing themselves to completing work on the subdivision next spring, as soon as the weather permits . Mr . Willis said Commons should promise to complete the work by Juneil , at which time the City would require they post a three-year maintenance bond. Mr.- Willis moved the Company be released from their bond, subject to these conditions , seconded by Mr . Howell , and on unanimous voice vote the motion was carried . Mr . Ross reported that Mervin Sheets , 625 South 6th Street, is keeping 45 dogs on his premises , contrary to City Ordinance. Planning Director Rick Freeman said he would notify Mr . Sheets of the violation.
