Mr . Howell presiding with Mr . Willis present . The following business was had to-wit : Mr . Turner Board of Works Minutes November 5, 1970 Page 2 Money is available . All men are either captains or are in line to be promoted ..to captain . The Fire Department will be left• no' less short than during vacation time and some of -the men will be attending on their own time. Mr . Willis moved the Board approve the- request , seconded by Mr . Howell , and on unanimous voice vote the motion was carried . Mr . Howell welcomed Police Chief Don Strahan back to Richmond and congratulated him on- the successful completion of the FBI course. Chief Strahan read the following letter : Mr . Joseph Schleter . District Traffic Engineer State Highway Department Greenfield District. Greenfield, Indiana 46140 Dear .Mr . Schelterc At the regular Board of Public Works meeting October 29th, 1-970 , a petition was received from residents in the vicinity of North 12th and J Streets (SR 227 and 121 ) , requesting a traffic signal at the intersection. The petition was referred to the Traffic Division and the Indiana State Highway .Department for study and recommendation. According to their petition, it appears that their main concern is with pedestrians .crossing ,at the intersection. They claim that several children have been struck at the intersection and feel that a signal would make it safer for children and adults ' to cross the street . They also cite several auto accidents - at this • location. We are enclosing a copy of the petition, and a copy of the accident statistics we have on file fromJanuary 1st , 1968, to November 1st, 1970 . . Since part of North 12th Street and part of North J Streetsis within the Indiana State Highway system, we are formally requesting a study be made of the intersection by . your department in an answer to the petitioners . Strahan Chief of Police - Chief Strahan requested permission tosend Detective Sgt . Delbert Davis to Basic Fingerprint Classification School in Indianapolis from November 30th to December 4th . Funds are available. Mr . Willis moved the Board app'rovecfthe request, seconded by Mr . Howell , and on unanimous voice vote the motion was carried . Chief Strahan reported that the guard rail at National Road and S . W. 1st Street is completed, a fence is yet to be replaced by an insurance company . Chief Strahan reported that the traffic officer has been removed from the intersection at 1st and W. Main Streets Since the install - ation of the new timed traffic light . Chief Strahan reported that work has started on replacing old traffic lights at South 8th an.d E Streets . Board of Public Works & Safety Minutes November 5, 1970 Page 3 Chief Strahan requested permission to send the following officers to a combination narcotics and Civil Disorder School to be conducted at Camp Atterbury by the Indiana Law Enforcement Training Board, over a period of five weeks .
