OF THE CITY OF RICHMOND, INDIANA, OCTOBER 29, 1970
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the. Mun.ici.pal . Building, of
said City, October 29, 1970, at the hour of 9:00 a .m.. . Mr . Cecere
presiding with Mr . Howell and Mr . Willis present . The following
business was had to-wit :

bulldozer has dumped trash i.n an alley behind her house, closing •
off the alley, and her neighbor , Mr . Robinson, has cut a path
through.-her property- i.n order for, his trucks to pass .. Mr.., -Cecere
said that the City would see that the alley is opened,, but that
she would h-ave. to institute, civil proceedings regarding the matter
with her neighbor .
James Masson, representing Robert Humphrey reported that_ his
client had been awarded a contract by the City through the
. Building Commissioner for taking down a house at 800 Locust Drive
belonging to Joe -Bolt . • He -was awarded the contract on October 2,
1970, with thirty (30) days to complete the work . When he tried
to start work on. the project, Mr . Bolt ' s son told him- to -get
off the property, that they had given the contract to someone
else. On calling Mrs . Bolt , Mr . Humphrey was told that the
contract had been given to -someone else .and Mr . Humphrey would
be trespassing if he were to go to the site . Building Commissioner
Goins reported that the house has been taken down. - When Mr .
Humphrey notified of his troubles, the house had already been
razed . He said he had told Mr . Humphrey. to .give Mr . Bolt a few
days to remove any valuables from the property before he started
his work, and he told Mr . Humphrey to call .Mr. Bolt before
starting to find out if he had removed everything he wanted to
save. Mr . Cecere said the Board would take the matter under
advisement until next meeting so that he could check out the
law on the matter .
Building- Commissioner -Goins. reported that he. has received a bid
to tear down a building at 2518 N . W. 16th Street belonging to
Mr . :Hens.ley, .from Ray -Biddle for $100 ..00 . • He has . notified Mr .
Hensley but ,'has heard :not-h.i-ng :from him. . Mr. C.ecere , tol d him
to proceed to have the- building removed .
Mr. Howell moved:the Boardrapprove the transfer of $22 . 69 within
the Airport Budget from Traveling Expenses to Telephone and
Telegraph and submit the same to Council , seconded by Mr . Willis ,
and on unanimous voice vote the motion was carried . .

Mr . Howell moved the Board approve .the following-,transfers within
the Engineer ' s Budget and submit the same to Council : From
Civil Engineer.tof Gaso.line, .:$110•.00; $90 .00 from Freight; Express,
- Drayage, Traveling Expenses , -and Telephone and Telegraph .to •
Repairs. to Equipment; ;and• $23 .25 from Stationery and Printing
• to Supplies . Mr . Willis seconded, and on unanimous voice vote
the motion was carried . -
Mr . Howell moved the Board. approve a. transfer of $20 ,000 .00
within - the .Board of Works Budget from Water., Weed- Control ,
Rental - -of Equipment-, Premium on Official Bonds ,,- OASI Contributions ,
Employees ' Retirement Contributions and General Fund, to Land,
Sanitary Storm- Sewer, Improvements.' Wi.l l is seconded, and on
unanimous voice- vote the. mot:ion was carried . Mr . Howell, explained
the transfer is necessary to purchase property for the new No. 5
-Fire Station. - - -

Dear Mr: Howell :
We hereby offer to do the following work in revising and
reprinting the Municipal •-Code of the City of Richmond:•
• 1 . We will revise the entire Municipal Code, inserting -
into the proper position all amendments and additions to the
code enacted since its or. ,griinal publication in 1963; and
draft and insert an entirely new index; and supply the city
with 50 new code books bound like present code books ; for a
,tota l price of $2 ,800 .00 .
2 . We ,will ' supply the:Citywwith additional copies of the
above revised code at a. price of $8.00 per copy bound, and
$6.00 per copy unbound .
3 . We wi l l do the same'. wor.k. outlined in paragraph 1
above but with the text of the zoning and building code
-Chapters excluded (appropriate references would be inserted)
• and supply 50 copies of the code books bound like , present
code books , for a total price of $2, 100 .00 .
4.' We will supply the City with -additional copies of the
code without the building and zoning chapters for a price
of $6.00 per copy bound, and $4.00. per copy . unbound.
The unbound pri:ces.Jor . extra- copies are quoted in case you
wish to insert -some copies into present covers .
Payment would be made on above upon completion of all work
and delivery of the books to the City .

Mr . Cecere suggested. the Board accept the offer in paragraph
##three: (3) , since the building code and. zoning would probably
have changes and are normally. printed as ' separate documents .
Mr . Howell moved the Board authorize the Controller to accept
proposa.l.. No. three (3) , ;seconded .by: .Mr ..'Wi l:l i s,, -and on unani-
mous voice vote the motion was carried .
Mayor Klute reported that •he attended the graduation ceremonies
of the FBI course and. saw Richmond Police -Chief Don Strahan
graduate 92nd. out of 100, reporting that Chief Strahan would
be back on duty Monday . Mr . Cecere expressed the Board ' s
gratification at Chief Str-ahan ' s outstanding performance and
congratulated Assistant Chief Major Doran. for the fine work
he did -during the. Ch i ef' s .absence. .
George Bor.ton of 'Commons Lumber; reported that work his company
is doing in the Glen Miller Park area is completed except for
the paving of. .a: small street on Parkwood Drive and Hawthorne
Lane which wi l l : be completed next-. spring . He said his
performance bond has expired and asked the Board to allow him
not to renew the bond and trust the Company to -pave the
remaining area to the City ' s satisfaction . Engineer Willis
said he would check the area, and if everythingiis satisfactory,
upon a receipt by the Board of a letter from Commons stating
their intention of completing the work-, -the Insurance Company
would be notified that their obligation is ended .
Mr . Cecere presented a petition of twenty-two. (22.) residents
of the North 12th Street neighborhood asking for a stop
light at the corner of North: Short "J:" and North :12th Streets .
Mr . Howell moved the Board refer the matter to the Traffic
Division for study and ,.recommendat:i on,,: -seconded by Mr . Willis ,
and on unanimous voice vote the motion was_ carried .
Mr . -Howell moved the Board take a.-request -for .a street light
on N . W. 2nd Street, at the en-trance to 'Mill.er-Kemper Lumber Co. ,
under advisement so he could discuss it with the Street
Lighting Committee, seconded by Mr . Willis, and on unanimous
voice vote the motion was carried. ,
Mr . .Cecere asked. that Richmond -.Power.. & Light be. asked. -t.o. .remove
unused light standards in the Reeveston area .

, reported -,to -the subject .job in .Richmond, Indiana, on
October - 2,.. .1970, -to, make r.ecords, of the initial. blasting
on: the Sewer. Project : . - .
The instrument used to record the blasting was a Velocity
Recorder which' is a self contained portable unit containing
amplifiers and oscillator- which- picks up .signals from a
transducer and optically records the particle velocity
in-�_three mutually perpendicular planes along with timing,.;
lines on a film in a sealed camera . The timing lines
are impinged on the film by an independent timing system.

The three planes referred to are longitudinal , vertical,-
and transverse- as referenced to the source of vibration.
The developed film can be. analyzed: for 'velocity in inches
per second and for frequency in cycles per second, and
these functions are„ 'related in the following formula .

There are two limiting criteria used for estimating damage
from blasting vibrations and they are based on Particle
Velocity and Energy Ratio. The limiting particle velocity
that'. can -produce st-ructur-al damage .is' '2. .inches per second
a•nd this is about equal toy an energy ratio of one ( 1:) .
Energy Ratio •was developed by -F. -J . Crandall , Engineer
for Liberty Mutual Insurance Company and is defined as :

This has been related through several formulas for vibratory
motion and developed to the one which we use as follows :
Energy Ratio = 10 .823 F2 A2

The four' shot's wh'i ch were monitored and recorded on
October 2, 1970, were well within the safe range as to
creating structural damage by vibration. A summary of
the results,= converted to Energy Ratio standards follows:

Analysis cards have been made and copies sent to Mr . Rearick '
and Mr . Jones , and we will continue to send them copies of
each shot analysis as we receive cameras from the job .
Although the results of blast #3 and #4 were just above 50%
of Energy Ratio of one, it must be remembered that' the
velocity was recorded only 20 feet from the, blast , and the
same amount of explosive 'at 52 feet away, only had a reading
of 10% of 'Energy Ratio of one . " If the contractor ' maintains
readings of this order ;' under 75% at the nearest residence
or underground utility, structural failures will not result
from the blasting vibrations .

Sanitary Commissioner Ed Ross reported that all readings were
well below the 1 .00 mark and in one case the instrument was
placed directly over a manhole 20 feet away from the explosion
and showed no reaction whatever . Mr . Cecere moved the Board
allow the contractor to continue blasting operations between
N .W. 1st and 2nd on Randolph Street, provided the energy ratio
never exceeds 75% at the nearest residence or underground
utility, and provided the instrument readings are continued
throughout . Mr . Howell seconded the motion, and on unanimous
voice vote the motion was carried .
Mr . Cecere reported that a hearing is tobe held in Indianapolis
on November 4, 1970 on water rates . He has intervened on behalf
of theCity and has requested a field hearing to be held in
Richmond, He suggested interested citizens get in touch with him.
There being no further business , on motion duly made, seconded and
passed-, the meeting was adjourned .
