CITY OF RICHMOND ,, INDIANA, OCTOBER 22, 1970
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Building, of
said City, October 22, 1970, at the hour of 9:00 a .m. Mr .
Cecere presiding with Mr . Howell and Mr . Willis present . The
following business was had to-wit:
Mr . Howell moved to approve,:the minutes of the previous meeting,
seconded by Mr . Willis , and on unanimous voice vote the motion
was carried .
Charles Robinson presented plans for plantings in fron of the
Swayne-Robinson factory on Main Street, including maple trees
between the street and sidewalk, a ewe hedge between the building
and sidewalk and a flowering vine on the cement block fence.
He asked that spaces be left in the asphalt for the trees .
Mr . Howell moved the Board approve the plans as submitted,
seconded by Mr . Willis , and on unanimous voice vote the motion
was carried .
Charles Jaffe reported that the Gas Co. has agreed to supply
gas for his incinerator, subject to the Public Service Commission
approval of a rate . Mr . Cecere suggested Mr . Jaffe sign his
contract for the incinerator . subject ;to the Gas Co. ' s official
approval . He told Mr . Jaffe to keep the Board informed of
developments , such as the signing of the contract for the
incinerator and factory_ progress reports .
The Downtown Merchants requested approval of the annual Christmas
parade on Saturday, November 21 , 1970, beginning at 2 :00 pm.
at 14th and Main Street and going to 5th and Main Street . Mr .
Howell moved the Board approve the request, subject to State
Highway approval , seconded by Mr . Willis , and on unanimous voice
IIIvote the motion was carried .
Mr . Huffman and Mr . Reese appeared to discuss the relocating of
street lights on North and South "A" Streets . The Board wanted
to know whether the project would require taking parts of crews
off the street light installation program. The Richmond Power
& Light officials explained that the problem is the shortage
of equipment, such as there being only one air compressor .
Mr . Cecere explained that Councili;members complained because
the street light program is not progressing as fast as it should
for the money available for street lights . Mr . Huffman said ,
that equipment would either have to be bought, rented, or some
of the work contracted, out in order to keep up with the program.
Mr . Cecere said the Richmond Power & Light Board of Directors
should have these options presented to them.
Mr . Willis moved the Board instruct Richmond Power & Light to
relocate street lights and relocate and remove traffic lights
on North and South "A" Streets as instructed by the Engineer ' s
Office, seconded by Mr . Howell , and on unanimous voice vote
the motion was carried.
There being no further business on motion duly made and seconded,
and passed, the meeting was adjourned .
