HomeMy Public PortalAbout10-08-1970 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND; INDIANA, OCTOBER 8, 1970 ,The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, of said City, October 8, 1970, at the hour of 9: 00 a .m. Mr . Cecere presiding with Mr . Howell and Mr . Willis present .. The following business was had to-wit : - Mr . Howell moved to approve the minutes of the previous meeting, seconded by Mr . Willis and on unanimous voice vote the motion was carried . Lou Miller, Earlham College student , requested permission to ,. hold a parade for Earlham ' s homecoming October 16, at 7: 15 p.m. from the entrance of the College to the Tivoli Theater . Mr . Willis moved the Board approve the request , subject to State Highway approval , Mr : Howell seconded, and on unanimous voice vote the motion was carried . Traffic 'Captain Paul Martin recommended that the Traffic Division of the Police Department recommends that parking be prohibited at all times on the North side of Northwest I Street from Boyer Street West to Ridge Street . This street is only thirty feet wide, curb to curb, and it is impossible to pass oncoming vihicles with parking permitted on both-.sides of the street . The removal - of parking will not only provide for a smoother flow of normal traffic but also will. provede. for the uninterrupted passage of emergency vehicles that may be called to- the are'a . . .The •Traffic • Division conducted a "No Parking" survey . Within the one block area ,mentioned above and found that there were a total of fifteen families; residing on ,both sides of th.e street . Of the total , four persons objected to the removal of parking as recommended . Mr .- Howell moved the Board approve the Traffic recommendation, Mr . Wi l l i s seconded, :and on- unanimous voice vote the motion .was carried . • Captain Martin recommended that the .Board removedthe remaining three parking spaces and parking be prohibited at all times on the Sou.th..side of the: first block of West Main Street just West of the Miller Cafeterial The heavy volume of East-bound- traffic on West Main Street at various peak hours has created congestion. Motorists cannot divert into two lanes when they approach the intersection of West First and Main Streets on the red si_gnal , with the removal of parking, we can provide two East-bound lanes from. Second Street on East across the br.idge .and thus, •expedite the flow of traffic. ,Also the--removal of parking as mentioned would ,eIimi-nate -the visibility problems that now exist for motorists driving off the Miller Cafeterial parking lot and • Southwest Second Street onto-West Main Street . •Mr.. Howell . moved that this recommendation be approved, Mr . 'Willis seconded, and on unanimous voice vote the. :motion was carried .. Captain Martin recommended that the traffic signals at North 12th • and, "F'.' and "G" Streets , which have been turned off since June 29, 1970, be . removed, since, the traffic does not. warrant-them..- There have been no -complaints of problems at the intersection of any kind since they have been turned off . Mr . Howell moved the Board order the tra;ff i c :lights removed:,, Mr:. Willis- seconded, and on unanimous; voice -vote. the: motion w:as carried : • • Captain Martin reported that State Highway engineers were expected Thursday afternoon :to check, the s i gnal-s.'at th.e .intersections . of North :and South "A" at 8th and 9th Streets . , South 8th and "E" Street bids are to be let on October 22, 1970 . Fire Chief William Berry.. presented the following report: SEPTEMBER MONTHLY REPORT • Inspections 154 Verbal Orders 16 Orders 1 Board of Works Minutes October 8, 1970 Page 2 Captain Sparks and Captain Bosell had classes at Hibberd School , 7th, 8th, -& 9th grades , subject was Fire'. Safety . 125 students.. Captain Griffin had classes at Dennis School showed film "In Case of Fire" .- 122 students in attendance. . Captain Griffin had classes at Test School , demonstration on electrical board and showed the film "see a Pen" . 149 students . r Captain Sparks and Bosell had classes at Pleasant View School , 201 students . 11/ Our office worked with Chief Berry on the Housing Survey report . Captain Sparks and Captain Bosell had a meeting with the Independent Insurance Company - they gave their- support to the Sparky Fire Department . Our office put considerable time into preparing the Fire Prevention display now showing at the Richmond Square Mall . Sparky ' s Fire Department 'visited 24 schools giving talksz;and showing films . The program turned out to be another success . Our office investigated the fire at the E . G . Hill Floral Company . We found nothing that would support arson . A report will be on file in our office. We devoted much time to the municipal swimming pool . L . E .L .- gas was detected in that area . Don McBride is going to install -ditching to air out the gas that is now present. Our office and a representative from the State Fire Marshal '.s Office made inspections of the buildings at Earlham College.. Several recommendations were made and Ray Winchester said all will be complied to in due time . Inspections for this month of September are not to our tatisfaction . We do, however, feel that much was accomplished as listed in the above report . Reported by : Harlan Green, Fire Marshal Chief Berry reported that a display is being shown at the shopping center to celebrate Fire Prevention week, and that the' annual Fire Conference is to be held this weekend at the Armory . Acting Engineer Ralph Willis moved the Board approve a curb cut request at 1848 West Main Street for Jack Coy, Planning,,and Traffic having approved, Mr . Howell seconded, and on unanimous voice vote the motion was carried. The Clerk reported that Mr . Jaffe has sent a check for payment to the Street Department for the oil leakage, -and that he is requesting a 90-day continuance on the variance of the trash ordinance. He is in ,theprocess of purchasing an incinerator , delivery -time for which will be 90-days . The Board- decided that Mr . Jaffe or his representative should come before the Board in person to discuss the continuance. Mr . Howell movedthe Board ask Mr . James Hensley; owner of - property at 2518 N . W. 16th Street, to appear next week to show cause why the order of condemnation against his building, issued by the Building Inspector in July of 1969 should not be carried out , Mr . Willis seconded, and on unanimous voice vote the motion was carried .
