CITY OF RICHMOND, INDIANA, OCTOBER 1 , 1970
The Board of Public Works and Safety of the City of Richmond , Indiana
met in regular session in the Municipal Building, of said City
October] , 1970 at the hour of 9:00 a .m. Mr . Cecere presiding
with Mr . Howell and Mr . Willis present . The following business
was had to-wit :
Mr . Howell moved to approvedthe minutes of the previous meeting,
seconded by Mr . Willis andon unanimous voice vote the motion
was carried .
Harold Sawyer requested permission to conduct an outdoor church
service on an empty lot at Sheridan and N . W. "JL' St . , on Saturday,
October 3, 1970 between 6:00 and 7: 15 p.m. The owner of the lot
has given his permission. Mr. Howell moved to approveuthe request
seconded by Mr . Willis and on unanimous voice vote the motion was
carried .
Mrs . Charles Keiger, 715 S. 17th St . , requested a street light
between G and H Streets on S. 17th Street in order to help stop
vandalism. The Board referred the request to the Street Light
Committee of Council .
Mr . Howell moved the Board approve5a request from Test Junior
High School PTO to close S. ''A" Street between 22nd and 23rd Sts . ,
October 15, from 6:00 p.m. to 8: 30 p.m. for an ice cream social ,
seconded by Mr . Willis and on unanimous voice vote the motion
was carried .
Fire Chief William Berry submitted the following report :

The Sparky Cartoon Carnival was very successful . 275 attended.
Captain Bosell was on two weeks vacation . -
Captain Griffin is now on vacation.
Sparky ' s Fire Department will be in the school structure once
again this year . Grade levels will be 2nd and 3rd grade.
Sparky ' s Fire Department will also have a program for the 4th
and 5th graders at the school ' s request . This program will
pertain to fire safety and evacuation .
The Fire Prevention Bureau would like to comment that we worked
very close with_ the Bureau of Buildings during the month of
August .

Mr . Howell moved the Board approve the appointment of Richarddi
Charles Kullenbeck as probationary fireman, effective Oct . 2, 1970,
as recommended by -Chief Berry, seconded by Mr . Willis and on
unanimous voice vote the motion was carried.
Mr . Howell moved the Board approve the promotion of Leroy Clopp
to Battalion Chief in charge of maintaining the Fire Departments
apparatus and equipment, effective September 24, 1970, seconded
by Mr . Willis and on unanimous voice vote the motion was carried .
Mr . Howell moved the Board approve the presentation to Council
of an Ordinance and a Resolution for the following transfers of
funds within the Fire Department Budget: Adresolution transferring
$725 .00 from Office Equipment to Other Equipment, and an Ordinance
transfering $4,275 .00 from payroll to Printing, Repair to Equipment,
Gasoline, Clothing Allownance, and Other Equipment . The Resolution
is needed to purchase a new movie projector, 1 " booster nozzles ,
and other necessary equipment . The Ordinance is needed to purchase
programs for the Fire Prevention School system, hew water tank
for #6 pumper, repair water tank on ##4 pumper, fill three new
diesel tanks at #2, #3, #6, to purchase badges and pay- the
difference on winter dress uniforms, to purchase 12" nozzels , smoke
ejector,hose replacement , fire extinguishers, hose clamp, underground
diesel tanks for #2, #3 , #6 and pumps for tanks .

Sanitary Commissioner Ed Ross reported that the contractors who
are building the west side ewer are considering an alternate
route, taking Randolph Street rather than Lincoln, in order to
avoid main water and gas lines .
Mr . Cecere commended the Police Department for keeping local
crime so far below the national average. An FBI crime index
indicated that total crimes have increased 17% in cities compar-
able to Richmond, while crime here has only increased .8%.
Specific categories of crime have been on the decrease locally,
whileithncreasing nationally . The one category which has increased
in Richmond is that of larceny, which accounts for the wave of
tape recoreder thefts out of cars . Mr . Cecere said that the
public could help in the reduction of crimes of this nature
by locking their cars , picking their parking places carefully,
and marking their tape recorders with indentifying marks .
The Clerk presented proof of publication for Improvembent Resolu-
tion 1093-1970 , City Attorney Cecere examined the proof of
publication and found it to be correct . Mr . Howell moved to
approve the proof of publication, seconded by Mr . Willis and
on unanimous voice vote the motion was carried .
A bid from Jul Gerken was opened for concrete sidewalk and curb,
north from W. Main Street, on the west side of N .W. 13th Street,
in the amount of $879 . 10 . Acting City Engineer Ralph Willis said
that this bid is well below the estimate and moved the Board
accept the bid, seconded by Mr . Howell and on unanimous voice
vote the motion was carried .
Street Commissioner Elmer Toschlog reported that there is still
no guard rail on S .W. 1st St . , and that the State Highway Depart-
ment has not responded to the Board ' s invitation to discuss the
matter . He saitd the highway people consider it a City matter,
but he disagrees . The Clerk was ordered to write. a letter to
the Highway Department, again inviting representatives to meet
with the Board and warning them that in case of accident, they
would be held responsible.
Commissioner Toschlog reported that Jaffe ' s have allowed oil
to run out into the street , and although they have been billed
for the cleaning job, they have not payed . They have also allowed
dumpsters to occupy the street , contrary to City Ordinance.
The Clerk was ordered to write to Mr . Jaffe, advising him of
his duties in connection with these matters .
Commissioner Toschlog reported that the ditch South of town
has been cleaned from Boston Pike to U . S . 27 .
Mrs . Darrell Renthrow, 1030 S . "V" St . appeared to advise the
Board that a contractor has staked out building sites in her
neighborhood, which would indicate that he is planning to build
a house on each of six vacant lots , the lots being only 50 feet
wide. She said the houses would be crowdedkandwwowlidirber much
too close together . Planning Director Rick Freeman said that
according to the zoning ordinance lots must be 65 feet wide,
so, .the builder would be unabl ei to get a building permit under
the present circumstances .
Mr . Howell moved the Board approve a curb cut request by the
General Telephone Co. on N . 10th St . , between Main and "A" St . ,
seconded by Mr . Willis and on unanimous voice vote the motion
was carried .
There being no further business on motion duly made and seconded,
the meeting was adjourned .
