CITY OF 'RICHMOND , INDIANA, JUNE 26, 1970
The Board of Public Works. and Safety of the City of _Ri chmond,- Indiana,
met in regular session in the Municipal- Bldg . , June 2,6, 1970, at the
hour of 9: 00: a .m. Mr , Cecere. .pres i ding, with Mr . Howell present . The
following business was. had. to-wit..:.. . . .
Mr . Howell moved the minutes of the previous meeting be approved, seconded
by' Mr. Cecere and 'on unanimous. voi ce:.vote., the. motion was carr.i ed .
City Plan Director- Ri-chard Freeman asked the. Board approve. a, transfer -
within his budget of $100-.00, $50 .00 out. of Tires and Tubes , $50 .00 out
of Stationery and Printing, into -Gasoline.. . Mr.. Howell moved t.he• Board
authorize the Clerk to prepare a Resolution for Council to approve the
transfer , Mr . Cecere seconded and on unanimous voice vote the motion
was carried . - - - _ ,
Mr . Howell moved the Board reject the bid for construction of S. "A" St .
between 4th and 5th Sts . , for .$-29•,764.00, the only bid received, since
it is above the Engineer ' estimate and readvertise for bids_ to be taken
on July 16, 1970, Mr . Cecere seconded and on unanimous voice vote the
motion was 'carried. .
A representative- of St . .Andrews . Chur,ch ,appeared to ask for permission
to cl ose. S-. "C" between 5th. and ,6th .Sts . ,. .on. June 2,6.. from, 9 . a.m. to. 10 :00
p.m. so' the CYO may hold an auction : Mr ., Howell moved the Board approve
the request, seconded by .Mr . Cecere , and on unanimous voice vote the motion
was carried , . - . . .
Rick Freeman informed the :Board that Capitol Drying, 1 139 E . Ma i.n St „
is in violation of the 'Zoning Ordinance. Attorney Bert Keller , representing
the owners , explained, that permission had-,been obtained from a , former
administrator and . plans had been made -accordingly, including renewing
of the lease and spending l arge. .amounts ; of ,money on.. a .new _plant The
only • par- t of ,the business . in- zoning violation is the, fact that - they are
planning to use a 20-pound machine instead of. a ten-pound. machine. No
one thought the difference created a greater health or -safety hazard .
Mr . °Cecere suggested the owners get a variance from the Board of Zoning
Appeals on the grounds that a mistake has been made in the Planning Office
_ and that , no hazard is involved.
Mr . Freeman reported that an auto repair shop is being conducted illegally
in the rear of 403 Grace Drive by Gary Sparks , creating aC-4 use in a
R-2 zone. Mr . Sparks said he has made . arrangements - to- move and would
be out ' of the building by the end of June . - Mr . Cecere told him to take
in no-more vehicles '.and work is to discontinue after the end of June.

Dear Chief Strahan:
I would like .to advise you Land the members of- the Board of Works that
I wish to retire effective-.July 15, 1970. . This will complete a period
• of service of twenty-one years , fours months and fi.f.teen days from
the date of my appointment March 1 , 1949 to my retirement July 15, 1970 .
I have served under four different administrations and have been fairly
treated by ail . It is withregret that I retire' from the force as
I ' have completely enjoyed my work ' and the fellow officers with whom
I have served.
