Staff Members Present: Kurt Wolf & Stefanie Bork Welcome- Meeting was called to order by Dave Petty at 6:04 Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: Review Minutes: January minutes were reviewed. Larry moved to pass minutes as written, seconded by Donna. All were in favor. Business: 1. Welcome of new members- Paul and Steve were officially appointed by Council January 28th 2. Letter to Council- The draft of the letter was emailed to committee for review and thoughts prior to meeting. Larry recommended some edits via email. Some notes included editing from 5 year to 10 -year plan, outlining the letter to argue the needs of an updated plan. Larry voiced the job of the letter is to get Councils attention for the funds needed to get an updated master plan for the department. This request of funding consideration would be for the FY2022 budget and for consideration during the CIP process this spring and budgeting. Kurt asked that Stefanie share the City Comprehensive plan with the committee. The department cannot responsibly continue to operate based off the comprehensive plan and the department needs an updated master plan to guide and communicate to the public. This is the 3rd year the CIP Application has been passed over. Steve voiced as he was looking into joining the committee, he noticed the Master Plan was outdated and is supportive in the committee encouraging the council to fund. Donna suggested picking our top 3 -4 points to outline and sharpen the letter. 1. The master plan is 15 years old and McCall community is rapidly growing and should not be passed over again. 2. Funding, staff will follow-up with Delta our grant coordinator to see if assisted funds exist. 3. Predefined goals are needed, for example, City Developments- Pocket parks, maintenance concerns vs. in lieu funds to assist with existing park needs an updated master plan could express what those needs would be. Referencing already owned parcels that can be developed. Next meeting staff will share an example of a CIP application to give the committee a better understanding of the process. The committee would like to have the letter submitted to Council within two months. Tara and Stefanie plan on releasing the summer guide April 23rd and opening registration on May 1st Parks Department — No update Next meeting date and agenda items: Master Plan Letter to council-CIP example and scoring, Waterfront Project -Brown Park and Shoreline Update, Parks and Recreation Resolution bylaws 8.
