Committee Members Present: Larry Hauder, Dave Petty, Terry Edvalson, Paul Christensen,
Steve Johnson and Donna Bush.
Staff Members Present: Kurt Wolf & Stefanie Bork
Welcome- Meeting was called to order by Dave Petty at 6:10
Public Comment- No public comment
Agenda Review & Updates- None
Introduction of Guests: Walt Slendzieski
Review Minutes: February 17, minutes were reviewed. Terry motioned to accept minutes as
written, seconded by Donna, all were in favor.
Business:
1. Ponderosa Pine Cambium Peel presented by Walt Slendzieski- Walt gave a brief
introduction to the historical commission and their goals. The commission would like to
focus on some of the additional history of McCall dating prior to Tom McCall focusing on
the indigenous tribes. The cambium peel was a technique used by the Nez Perce for
food and we have an example of this at Rotary Park on the Ponderosa Pine. The
commission proposes an interpretive sign board that tells the story of the early users in
our area partnering with Parks and Recreation and the Nez Perce Tribe. Steve asked
what information would be included in the panel? Walt said the panel would speak to
the use, process, and how. Terry commented on native foods movement and thought a
regional tribe would be able to speak to this issue and share the background. Paul
mentioned contacting the Running Horse Development that will be taking place across
from Rotary for another potential partnership. Larry spoke to the necessity to document
the history with signage and is in full support of our parks speaking to the history
"before I was a park I was ..."
2. Letter to Council- Final draft was reviewed which included input from Terry, Larry, and
Dave. Terry motioned approval of the letter and was seconded by Steve all were in favor
of the letter to be submitted to council for consideration.
3. Open Seat Appointment- Terry Edvalson's seat expired May 1st the open seat was
advertised in The Star News; no other letters were submitted. Terry submitted his letter
of interest to continue to serve on the board. Dave motioned and was seconded; all
committee members were in favor of reappointment of Terry Edvalson to the board.

4. Waterfront Project & Brown Park- Kurt updated and gave a brief overview of the
playground designs and estimates for Brown Park. Budget for the playground is roughly
$300,000 including ADA accessibility in the park. The reps were challenged to submit a
design at $250,000. Kurt shared the designs via teams share screen. Miracle Option 3
design, the burner inspired playground option by far was the most popular playground
design voted on by youth at local schools and daycare. This Burner design will tie into
the history of the Mill at Brown Park. Swings are a large focus based off the surveyed
public a couple years ago design will include swings for all abilities with inclusive swing
style. Other features to be included are wood climbing stacks and arched climbing, and a
toddler area. Kurt and staff did meet with locals who work with the local disabled
population. Feedback was beneficial and minor on ADA and playground features which
will be shared with playground rep and designers.
Tentative schedule for bid opening applications will be April 15t, awarding contract in
May with construction to begin in the end of May or start of June. Kurt said the goal and
based off bids would be to complete majority of the work this coming summer with
Parks crew completing as much labor as possible to assist with cost. The park will most
likely not open to public until fall of October of 2021.
5. Recreation Department & Programs- Stefanie gave a brief update on recreation
upcoming events: Full Moon Snow Series, No School Fun Day (April 2nd), youth volleyball
camp, youth baseball/ softball spring sign-ups. Kurt mentioned the department in
partnership with Nordic Ski Club may possibly offer a groomed ski loop on the golf
course with tiki torches next ski season, as another get outside opportunity.
Tara and Stefanie will continue to draft summer plans and present the programs and
events with COVID-19 guidelines for review to the City EOC team.
6. Parks Department —
Parks Relocation- Kurt shared with the committee the cost of park shop construction is
over budget and there is not much to trim out of the existing design of the shop,
eliminating the two additional shop bays is not an ideal option. 1.1-1.3 million is the
estimated cost with a current budget of 1 million.
7. Next meeting date and agenda items: Littoral rights update, Waterfront Project -Brown
Park and Shoreline Update
