Staff Members Present: Kurt Wolf & Stefanie Bork Welcome- Meeting was called to order by Dave Petty at 6;04 Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: Review Minutes: March 17, minutes were reviewed. Terry motioned to accept minutes as written, Donna seconded, all were in favor. Item 1 (edit minutes to change "to this issue") Business: 1. Littoral Rights E. Lake St.- (Update) At this time Kurt has not received an update but hopes for a resolution soon and will reach out to the City legal team for a follow-up. The City must show that the prior permits in the area are no longer in affect. Legal has contacted the heirs of Tom and Louisa McCaII to revoke the old permits. Dave questioned how Mile High Mile Marina can adjust and make improvements to their area. Kurt said, their current encroachment permit allows for the changes and they are well within their permitted zone. Mile high has submitted a PUD agreement to Planning and Zoning for the replacement of the log boom with a dock system and additional slips for boat moorage. 2. Waterfront Project & Brown Park- Brown Park is currently out for bid and some local contractors are putting together numbers to bid, Falvey LLC, Boulder Landscaping, and more. The playground design company used historic photos to guide their design concept for the Brown Park Playground. The tall play feature designed after the historic mill burner is the same height as the restroom. Features will include a log climber, arched climber, play section for children ages 205 and swings. Larry mentioned sharing the images with his grandchildren, they gave great positive feedback. Kurt mentioned the landscape designer and playground rep are also excited to see these play features displayed with Payette Lake in the background. Larry complimented the design plan for Brown Park and the excitement to see it all come together. Kurt's main concern is public concern over the park being closed and potentially no construction taking place till July depending upon awarded contractor's schedule. Kurt asks that the Parks Committee be advocates during this time and help defuse any negative feedback. Parks & Recreation Advisory Committee Minutes 4/21/2021 6:00p Legion Hall/Virtual Meeting- McCall, Idaho +1 208-634-89001,37606886# Phone Conference ID: 376 068 86# Recreation Department & Programs- Stefanie gave a brief update on recreation programs and planning events: youth volleyball camp, youth baseball/ softball spring sign-ups. Stefanie shared a final copy of the Summer Guide for public, the committee gave positive feedback to the quality of the work. Guide release date April 23 and summer registration opening May 15t. Tara and Stefanie will continue to draft summer plans and submit the programs/ events with COVID-19 guidelines for review to the City EOC team and CDH for events for 50 or more people. 4. Parks Department — Parks Relocation- Kurt shared with the committee the cost of the park shop construction is over budget and there is not much to trim out of the existing design of the shop, eliminating the two additional shop bays is not an ideal option. 1.1-1.3 million is the estimated cost with a current budget of 1 million. It is currently out for bid pending approval of building permits and final council approval. 5. Next meeting date and agenda items: Update on Mile High Marina, Brown Park & E.
