The applicant is seeking approval to add a commercial amusement to the property. The proposed water slide would be located in the north end of the existing parking lot. ANALYSIS The 211 Butler Avenue property is zoned C-1. Section 4-050(E), C-1 Beach Business District, includes the guideline that buildings or structures may be erected once a site plan has been reviewed by the Planning Commission and approved by the Mayor and Council. The proposed addition of a commercial water slide at 211 Butler Avenue is subject to the requirements of Site Plan Approval(Section 5-080). To the north, west, and south of the subject C-1 property are residential uses with R-2 zoning. To the east across four-lane Butler Avenue is the DeSoto complex which is zoned C-1. A Character Area boundary line bisects the property north to south. The Character Areas are the Arts, Eats, and Eco-Business Corridor to the east, and the Inland Cottage Neighborhood to the west. The following tables correlate the request with the Recommended Development Strategies of the Comprehensive Plan for each Character Area. N/A The proposal is in keeping with the C-1 District as outlined in the Land Development Code Section 4-050(E): The purpose and intent of commercial districts is to provide central locations for city businesses and services to meet the market needs of Tybee Island residents and visitors. The focus of the C-1 beach business land use district is to provide for commercial and residential land uses that support and complement recreational use of the beach and general tourism of the island. The land uses permitted in this district provide for a substantial amount of the island's employment base. The amount of C-1 acreage is directly proportional to the city's economic activity. These land uses are designed to harness economic activity of the daytime visitor as well as residents and overnight visitors. w o Attached to this Staff Report are numerous documents provided by the applicant and compiled by Staff. f this request is approved, the petitioner will install the required privacy fencing and vegetative buffers on t sides abutting residential uses to supplement what is currently existing. The applicant has stated no additional lighting will be added for the site because operation of the water slide will end each day at sunset. A "proposed ADA unisex restroom" is shown on the Site Plan. As of this writing, the applicant has not provided Staff with a decision on the form of this restroom facility. The restroom building footprint shown on the plan may change depending of the type of facility.Discussions have included a port-o-let,a stick-built building,or a restroom on a licensed trailer.ADA ramping will be necessary if the facility is not at grade. A drainage plan is needed for this project. Staff has deferred this upfront expense for the applicant until a Site Plan Approval decision has been made by City Council. The numbers of required and provided off-street parking spaces are outlined in the table below. Relative to the two applicable Character Areas, Staff finds the addition of a water slide to be in keeping with the intent of the Arts, Eats,Eco-business Corridor but not the Inland Cottage Neighborhood. If Site Plan Approval is granted,approval of a drainage plan and a commercial plan review will be required prior to issuing a permit for installation of the water slide, restroom, water service, electrical service, and drainage. It would take the en- tire right hand side(Back side of current closer parking) which mea- sures approximately 140L x 60W. This will be great for Tybee and everyone involved and an attraction for beach goers and families on a daily basis. Dimensions and specifications for the slide can be viewed at www.freestyleslides.com (Hippo, 4200 pounds). It is 128ft long x 34.9ft high x 26ft wide at the widest part with the re-design putting the staircase in front (See attached drawings). The slide is removable and is not a permanent structure. It will be blown up everyday and be deflated every night. These slides are safe, fun, and a great way for a family to spend a day on Tybee. We will be offering daily passes, week passes, and season passes as well as single and double slides. We would like to host summer camps, birthdays, chari- ty fundraiser's and city fundraiser's throughout the season. On a busy day, water consumption is only 400 gallons (The average daily con- sumption of a family of 4 household) at the most which limits very mi- nor, if any water run off. There is not continuous flow water and the slide is only sprayed when riders are riding. We would need to sand the entire area and move the white-rock gravel in the location where the slide will be at. (See attached drawings for privacy fencing, parking requirements, restrooms, and buffers with the neighboring property). The site will also need temporary white fencing around it. Goals: The Goal is to provide an attraction for the guests, locals, and tourists alike that visit and live on Tybee Island. We would like to operate as year round as possible, weather permitting. Mid-March through labor day 7 days a week 10-7, weather permitting. Labor Day-Mid March, we will operate Fri. afternoons - Sunday, weather permitting. In the colder months, I can operate the slide dry and participants ride on mats at a lower charge rate. As you know, Tybee is fairly busy on the weekends year round if the weather is decent. The operation will be ran safe and professionally with courtesy to all surrounding neighbors of the property. I will be hands on a daily basis with operations. Due to its massive size,it is generally used in semi permanent locations although it could be used as a portable device. t i it , a w Construction The Hippo is constructed of the same 18oz material found in standard inflatable slides; however the structural configuration is quite different. There are two major sections to this slide, as follows: Base The base is a sort of A frame structure that supports the body of the slide, consisting of three trapezoidal frames and two large cylinders with longitudinal tubes forming the basic shape. The tubes are all 60" diameter. The very wide stance of the base gives the Hippo its lateral stability. The base is also the heaviest single section,weighing 15001b. Sauurez, 23crscst s&.{{eaoeCate_! The Hippo Technical Dossier Page 2 Slide Body The main section of the slide body consists of the steps, platform and slide. This is then attached to the extension and landing bed. The extension is only used when the Hippo is being operated as a waterslide; when operating as a dry slide the landing bed is attached directly to the main slide body. In the dry configuration,the overall length of the slide reduces to 118'. The construction of the slide body is completely conventional, with the exception of the steps. In the original design, the steps are made of teak and feature a contoured surface to aid grip and hand-holds to assist climbing.There is also rope assist along one side of each stairway. The teak steps have since been replaced with moulded high-impact plastic parts with a very similar configuration. Anchor Points There are two major types of anchor on this slide: • The primary anchors are attached to the base, three per side, and are secured to large tent stakes or to the buried tire system. Pull-out strength of the buried tire primary anchor is in excess of 2,0001b • Secondary anchors are standard 18" stakes or a buried 2x6 in sand. The buried lumber in sand has a vertical pull-out strength of around 3001b. The horizontal pull out will exceed 500lb. With the high pull-out capacity of the primary anchors, the limiting factor is the attachment strength to the inflatable. In the case of the Hippo, the primary anchors are interconnected through the device by continuous high-strength webbing, and sewn over much of the length to the fabric. With this configuration,the full capacity of the anchor may be realized. Specifications of the device are as follows: 1. Dimensions 168'x47'x36'max ht 2. Construction: fibre-reinforced fabric,18/19 oz Fire Retardant,certified to NFPA 701 (certificate attached). 3. Anchors: Steel stakes min 5/8" dia x 40" long steel, total 32 (see drawing for details of locations). Stakes are to be driven into firm ground, such as grassed areas, or directly into asphalt. We do not recommend the use of weights as a substitute for ground anchors. 5. Blower: two @ 1.5 HP, producing min 500 cfm @ 4.5"wg. Typical inflation pressure for this type of device with sewn(rather than welded) seams is 5"—7"(25—35 psf.). 6. Operators/attendants:Minimum one operator,plus one attendant on top platform and a second at the exit. 7. Patron capacity:Six 8. Patron restrictions:Children and adults,recommend min 42"tall and maximum 1801b.Operator to ensure large boisterous children are not mixed with small timid ones. 9. Weather restrictions: Maximum wind speed for operation is quoted at 20 mph, however since this slide is often used in a semi-permanent installation,calculations for 30mph are attached. Compliance Compliance with ASTM F 1159-03a,section 7.6 is as follows: a) Flame-out:certificate attached b) Hold-down is shown in the attached drawings,and is designed for maximum operating wind speeds of 30 mph.Calculations are attached. c) Concealment:Open structure,operator can monitor entire unit d) Exit Lighting.Not applicable e) Deflation:Deflation time for a slide is 3-4 minutes for the slide to become very soft and 5-6 minutes for collapse. Evacuation is relatively quick: maximum 30 seconds. There is an operator on duty when the patrons are on the unit,no increased risk of injury due to sudden loss of power to blower. Sc'. Lucuau&r4saouatr r The Hippo Technical Dossier Page 4 Engineering Review and Test Report Due to the nature of this slide,I conducted a thorough investigation of its design and operation,as follows: To determine the loading capacity of the base, I measured the operating pressure using a simple water manometer. The Hippo has a number of small vents with brass grommets and these were just big enough for me to insert the manometer and tape it over to get the pressure reading. The results varied according to the attached blowers,as follows: • 1.5 HP Huffer on base and 1.0 B-Air on the body resulted in 8.5"water pressure on legs and 5"on the body • Reverse of the above gave 6" on the legs and 5.5" on the body. It should be noted at this point that the test slide was the prototype with all-sewn seams.The production model has welded and sewn seams throughout, which should yield higher pressures, especially in the body section. If we assume the minimum inflation pressure of the legs to be 6",we can then calculate the load capacity of the base. The tubes are all 60" diameter,giving a sectional area of approximately 20 sq.ft. 6"water translates to a pressure slightly in excess of 30 psf,giving a collapse load of 6001b per tube. Looking at dwg S2,it can be seen that the slide body is effectively supported by six uprights (the cross bracing on the centre section attaches below the top of the leg,leaving a short single-tube section).We are assuming here that the longitudinal tubes are supporting the slide locally and are not directly contributing to the load-carrying capacity. Hence the collapse load on the base is around 3,6001b. Looking at the slide body, the base needs to support no more than 2/3 the dead weight of the slide body and steps, a total of 12001b. Using standard passenger weights of 1701b per adult and 701b per child gives us a maximum of six adults on the top of the slide (including the attendant) or ten children plus the attendant,with adequate safety margins. In practice, with the base pressure at 8", the total load capacity will approach 5,0001b and it is likely that the actual load imposed vertically on the base will be somewhat lower than the 2/3 Saeruc., Duucaps&Avaeiatc.t The Hippo Technical Dossier Page 5 assumption. In tests at the factory, 15 adults have stood on or close to the top platform, with no signs of collapse. Wind Loads The prototype slide that I examined was permanently installed in St. Petersburg Beach, FL. When not in operation,the slide is just deflated and left in place.With such an exposed location,it is obvious that it has been subjected to more severe wind loads than the industry-standard 20 mph. The manufacturer does quote 20 mph as the maximum operating condition, but for the sake of this review,we looked at the effects of higher wind speeds. In analyzing the effect of wind, it is clear that the extension and landing bed are not contributing to the restraint of the raised centre section of the slide. Consequently we analysed the body and base in isolation.At 20 mph, the calculations show that the load on the anchors is zero for lateral, uplift and overturning. In reality there will be some residual load due to flexing of the structure, but the analysis assumes a rigid structure. Increasing the wind speed to 30 mph gives anchor loads that would be typical for any giant slide. In the advertising literature, the manufacturer states that this slide has withstood a 70 mph gust while fully inflated. Using the wind load program, we determined that this is just about feasible, but it would have been at the extreme upper limit of the anchor capacity with no residual safety margins.We recommend that the slide be deflated when the average wind speed exceeds 30 mph and that it not be operated in average winds above 20 mph. The best would be for the operator to carry a simple pocket anemometer. Small ones, containing a spinning vane, can be purchased for less than $100 and are very accurate. Evacuation In the event of a power failure, the following evacuation procedures shall be followed: 1. Immediately stop any riders from entering the slide. 2. Riders already on the stairway shall continue on up to the platform and slide down as normal. 3. There is plenty of time: two minutes following fan failure the slide is still erect, although getting soft,and riders may still safely use the slide to get down. 5. Can you ride The Hippo® without water? Yes. The Hippo® can be operated as a dry slide by simply removing the 50 foot extension. Dry sliding mats are available for this application. Is the water recycled? No. The water runs off and is either absorbed into the ground or channeled to another area. How much water does the slide use and is it treated? The average water usage is around 500 gallons a day. Your staff will only use the water on an intermittent basis to keep the slide surface wet,to wash customer's feet, and to clean the slide once each day. No water treatment is needed because you are not recycling it. What size generator do I need for a backup in case I lose power or if power is not available at my location?
