BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 11 , 1970
The Board of Public Works and ` Safety of the City of Richmond, Indiana
met in regular session in the Municipal Bldg . , June 11 , 1970 at
the hour of 9:00 A.M . Mr . Cecere presiding with Mr . Howell in attendance.
The following business was had to-wit : -
Mr . Howell movedthat the minutes of the previous meeting be approved
seconded by Mr . Cecere and on unanimous voice vote the motion was
carried .
Mr . Fred wood, representing the West Side Neighborhood Ass ' n requested
permission to hold a chil-dren ' s bicycle parade from 4:00 P .M . to
5: 00 p.m. July 4th- beginning at Earlham Drive to S .W. 5th. St north
to S .W. "F" St east to S .W. "E" St . and ending on College, Avenue.
He also requested police assistance-. Traffic Captain Martin said that
the police force would be tied up at that time with the Glen Miller
fireworks but that the police were willing to help. Police Chief
Don Strahan asked that a representative call police headquarters - .
when the parade is ready to leave and a car would be dispatched .
Mr . Howell moved the Board approve the p.arade seconded by' Mr . Cecere
and on unanmous voice vote the motion was carried .
Ralph Willis of the City Engineers office reported that Howard and
Marie Wise have filled a ditch, interrupting the natural flow of
water and that if the fill is not removed from the ditch, a lake
• would be created . He said' tha_t stagmen.t pools are already gathering
being a source of mosquitoes and are creating a health hazard. The
property is located on Locust Road- and th.e owners are Mr . and Mrs .
Floyd Caldwell who are selling to Mr . and Mrs . Wise under. contract .
Mr . Cecere said_ the Hel.ath Office should be notified and` both' the owners
and the buyers should be asked to appear at the next Board Meeting .
The Scott ' Boys ' Club expressed an interest in some City-owned land
at So. 8th and "M" Sts . Mr . Cecere r-eferred the matter to the
Engineer ' s office .in order that a plot plan and legal- description '
would be prepared .
Wayne County Historical Museum request for directional signs was a_g`ain
discussed . Mr . Cecere asked Captain Martin to have a map prepared
showing where the signs are to be located.
Mr . Howell reported that a letter has been received from the Penn Central
Railroad advising the City of the comtemp1`ated discontinuance of
trains No. 3 and 30 , known` as the westbound "Penn Texas" . and the
eastbound "Spirit of St— Louis" . Mr . Cecere said he would prepare
a protest . Mr . Cecere also announced that public hearings are scheduled
for. June 19, to be held in the Council Chambers at 9: 30 A .M . June
19, on the discontinuance of trains No. 315 and 316, between rCl-evel and
and' Indianapolis .
Mr . Swi'ndel l of R .P .&L . appeared in_ answer to a ' complaint by the
Street Commissioner Elmer Toschlog that the cement had settled
around some boxes which were installed in the streets by the tight
Plant, creating a hazard . He specifically mentioned the 'following
locations : near the First National Bank, near the Leland Motor Inn,
and on So. 7th St . in front of Rocco' s . Mr . Cecere said that- R .P .&L .
should take the responsibility the same as any other utility would
have to do. Mr . Swindell said R .P .&L . would take care of it .
Mr , Robert Hudson appeared to ask whether the policy regarding short
term parking in front of the State Theatre has been changed . He said
when parking was removed from Main St . , 'he was given to understand -
that certain messengers would be able to park for 'very short periods
but one of his employees had been given a parking ticket after 11 :00-
p.m. Police Chief Don Strahan said that if he had been notified - -
of the situation the Police would have been glad to cooperate. Mr .
Cecere sai.d no change had been taken and the police officer wa-s doing
his duty, and that the City is aware of his problem and wants to
cooperate.

Councilman F . Marino complained about City Railroad crossings . .
He said the crossings at No. 12th and 13th were very bad . ' Mr .
Cecere said that it had taken the City several years to get the
Penn Central to fix the crossings at N .W. 5th and he ordered the
Clerk to notify the railroad and ask what their plans are concerning
these other problems .
Councilman F. Marino complained about dust at Voyle ' s News Agency
at 8th and "C" Sts . He said it is a private graveled drive which
ggets much use and should be blacktopped- or oiled. Mr . Cecere sad
that Planning Director Richard Freeman should be notified of the
problem .
Councilman Marino complained that junk cars. are parked behind an
apartment building owned by Gordon Bringle on So. 8th St . Also,
there is a problem With trash, people not putting their trash- out
on the proper day or in the proper containers' and- it gets strewn
around . Mr . Cecere said Mr . Conyers should be notified .

Chief Strahan requested permission to send Detective Sgt . Charles
Chris to the Federal Narcotics School to be held at Chicago, June
15th tb 27th . Funds are available. Mr. Howell moved the Board
approve the request , Mr ., Cecere seconded and on unanimous voice
vote the motion was carried .

Chief Strahan recommended that charges be preferred against Officer . -
Terry Bledsoe for :being' in, violation of General Disciplinary Rule
#4 "Neglect of Duty",- and #7 "Inefficiency" . Officer Bledsoe had
been observed leaving the motorcycle for long periods- of time
and had been given. a written reprimand by Captain Givens for
neglect- of duty the fourth. writtenreprimand Officer Bledsoe has
received. Mr . Howell moVed the Board hold a' hearing on the charges
on June 18th. at 10: 15 a .m. and the Clerk notify' the Officer of the
hearing, Mr . ' Cecere seconded end on unanimous voice vote the motion
was carried .
Captain Martin requested the Board approve° the—removal of traffic111
signals at No. 12th and "G" and -"F" Sts-. , because they are' no longer
eeebed due to much of the industry moving out of the- area . 12th
St . would become the preferential street . Mr . Howell moved the
Board approve the recommendation, Mr . Cecere seconded and on unan-
imous voice vote the motion was carried .
Mr . Howell reported two requests for fire hydrants both by Nicholson
Builders , one at' So. "L" St . where 18th use to intersect before
it was vacated and one in Hidden Valley #1 . -Mr . Howell moved the
Board refer the request to the Fire Department, Mr . Cecere seconded
and on unanimous- voice vote .the motion was carried.
Dec. Res . `5=1970,: Mr . Cecere moved to approve the prof of publica
tion, and Mr . Howell seconded . ° On unanimous voice vote the motion
was carried . . No remonstrators appeared and no written remonstrances
had been received, Mr . Howell moved the Board approve Dec . Res . 5-1970
seconded by Mr . Cecere and' on unanimous voice vote the motion was
carried .
