Safety of the City of Richmond, Ind- iana, met in .regular session in the Municipal Bidg . , June 4, 1970 at the hour of 9:00 A .M . Mr . Howell presiding, Mr . Klinge sitting in as Actin.g ..City Attorney . The following business was had to-wit : Mr . •Klinge moved that the minutes of• the previous meeting be ap- proved, `seco.nded. by .Mr... Howell: ,and .on .unanimous voice -vote the motion was. carried . . . Mr . Klinge moved the Bo.:rd sign the contract for widening of In- dustries Road with Magaw Construction for $14,046.00 . Mr. Howell seconded and on unanim.ous .voice vote the motion was carried . Engineer. Ralph •Willis , asked the Board to approve two changesorders i.n the contract one subtracting $19>592.'e'00•D and adding -93 ,535 .00 making the new price .$16,052 .OQ.m The added amount -will take the ,project to the railroad and is within the appropriated amount . Mr . Klinge moved the Board approve the change orderm seconded by .Mr , Howell and on unanimous voice vote the motion was carried . • Mr . Willis recommended the Board order the relocation of fire hydrants on So . "A" St . ,' per agreement with the State Highway Department .- Mr . Klinge moved the Board approve the request , provided the Fire and Police Departments have no objections ,- seconded by Mr . Howell and on unanimous voice vote the motion was carried . Mr . Klinge moved the Board approve the removal of four (4) parking spaces from the South side of Main St . between 15th andl.6t.h Sts . , since there is no objection from any of the establishments in the block, seconded by Mr . Howell and on unanimous voice vote the motion was carried . Police Chief Don Strahan recommended the Board advance Bobby Joe Davidson from Pr-ob.ationary. Of.ficer to First Class Patrolman, Officer Davidson havi n.g.. 'succe.ssfu.l l y- c.ompl eted. h.i s probationary .period. The appointment is. to be effective June 4, 1970 . Mr .Klinge moved ' the Board approve .the 'promotion, seconded by Mr . Howell . and on unanimous voice. vote the motion was carried. Chief Strhan ' recommended the Board promote Patrolman Howard B . Crist to Patrolman, Sergeant, effective June 4, 1970,. based on his work record and promotional tests results . Mr . Klinge moved the Board approve the promotion, seconded by Mr . Howell and on unanimous voice vote the motion w.as carried . Chief Strhan recommended the Board promote Patrolman Daniel Wogoman, Jr . to traffic Sergeant , effective June 4,, 1970,- based on his work record and promotional tests . Mr . Klinge moved the Board approve the- pro- motion, seconded by Mr . Howell and on unanimous voice vote the motion was carried . Traffic Captain Paul Martin reported that traffic. devices throughout the City have been obscured by shrubbery growing on private property not properly trimmed. He asked the Board• to urge property owners to abide by zoning laws and trim their shrubs or they-' will be' found in violation . He also said property owners have been warned thatif any accidents occurred as a result of the obscuring of the signs , they would be held responsible . Mr . Klinge suggested the property owners be notified by letter of their duty . Fire Chief William Berry recommended that Probationary Fireman Mike • Wilczynski be promoted to Regular Fireman, effective May31 , 1970, Fireman Wilczynski having successfully completed his probationary year . Mr . Klinge moved the Board approve the appointment, seconded by Mr . Howell and on unanimous voice vote the motion was carried. �` Board of Works Minutes 6-4-70 Chief Berry reported that the house-to-house inspection project is progressing well . Chief Berry recommended the Board order two fire hydrants installed at the Westwood Terrace apartment complex on West Main St . Mr.. Klinge moved the Board order the hydrants installed seconded by Mr . , Howell and on unanimous voice vote the motion was carried. • Mr . Virgil Seany, who had been asked to appear concerning his non- compliance with the Building Commissioner ' s order tocondemnation of his garage, located at 1202 Bulter St . , did not appear . Mr .` Howell moved th'e Board order the Building Commissioner to take bids for the demolition of the garage, pursauht to Statute, seconded by Mr . Klinge and on unanimous voice vote the motion was carried . Mr . Hubert Byrd,- 2609 East Main St . who had been asked to appear concerning his non-compliance with an order to remove debris from the site of the wrecked building at 16th an,d No. "A" St . , also did not appear : The Clerk reported that he had called her office and left word that he has arranged to have the site cleared within 21 days . Commissioner Goins recommended the 'Board allow Mr . Byrd the 21 -days to comply, but that the Clerk be ordered to write him a letter warning him that a lien would be filed against his property if the job is n'ot completely finished at the end of time. Mr . Klinge moved the Board accept the Building Commissioner ' s recommendation, seconded by Mr . Howell and on unanimous voice vote the motion was carried . - Mr . Howell read the following letter : June 2, 1970 Mr . Harlan Green Fire Marshal Fire Prevention Department Richmond, Indiana Dear Mr . Green: We would like to express our appreciation for the very excellent program in fire prevention and control as demostrated by Captains Bosell and Griffin to the employees of the, Richmond State Hospital . We feel the sessions were very informative and should be a ' significant il , influence not only in training our personnel , but increasing their awareness of the potential dangers of fire.
