BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMQ* D, INDIANA, MAY 28, 1970
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Bldg . , May 28,
1970, at the hour of 9: 00 a .m. Mr . Howell presiding with Mr .
Klinge sitting in as acting City Attorney . The following busi -
ness was had to-wit :
Mr . Klinge moved that the minutes of the previous meeting be
-approved, seconded by Mr . Howell and on unanimous voice vote the
motion was carried .
Police Chief Don Strahan recommended the Board advance Garlan Joe
McNew from probationary patrolman to Patrolman First Class , effec-
tive May 28, Officer McNew having successfully completed his pro-
bationary year ., .. Mr . Klinge moved the Board. .approve the promotion,
seconded by Mr . Howell and on unanimous voice vote the motion
was carried .
Fire Chief William Berry recommended 'the . Boa,rd advance, Donald
Atkins from probationary fireman to regular ' fireman, effective
• May 24, Fireman Atkins having successfully completed . his 'year of
probation . Mr . Klinge moved the Board approve the recommendation,
seconded by Mr . Howell and on unanimous voice vote the motion
was carried .
Mr . Jack Wag.ner,. of the Quadrangle Corp. , . builders of a housing
project in the 2000 block...of West Main St . asked the Board to
approve the installation of a fire hydrant 300 feet off Main St .
Mr . Klinge -moved the Board refer the request to the Fire Depart-
ment for recommendation . next .week, seconded by Mr . Howell . and
on unanimous voice vote the motion was carried.
Reverend Van Luven of the Fairview .Baptist Church, asked per--;mission to hold a parade to promote a two-week Bible School at
2: 00 p.m. June, .13, in a six-block area at Hunt - and "L" Sts .
Traffic _Captain Paul .Martin . had no objections . Mr . Klinge moved
the Board approve the request, seconded by 'Mr . Howell and on
unanimous voice. vote the motion was carried .
Mrs . Jean Jones , 318 S .W. 1st St . appeared with a bill for car
repairs for $53 .76. . She said shehad damaged her car .. riding over
a manhole which was sticking out of the street about 6 inches on
Oak Drive. - - She said she had talked to Dale Jacobs , then City
Engi_ neer , . who had checked . into it .and had..toid her to .have her
car repaired and submit her bill to Mr . Don Bell , since she
claimed he told her that the City was . at. fault . Mr . Bell has
since. rejected the claim. Mr . Howell said that Oak Drive is ' not
in the City but in Spring Grove . _He also said that he had checked
with. the secretary in the Engineer ' s Office. and he was : given the
impression that Mrs . Janes had never actually talked to Mr . . Jacobs ,
but Mrs.--•Jacobs claimed that she had . Mr . Klinge said that the
City Engineer had no authority to obligate,_the City to pay any
claim. He said predominant negligence would have to be proved .
-The claim-was turned .over .to the .City -Attor_ney!s . office .for _study
and_ recommendation next week . . - -
Weights and Measures Inspector , Francis -Daniels , asked the. Board
on- behalf of several . proper.ty owners , to vacate So. loth - St .
between Perry. and So. . "M" Sts . , because it is not . being used as
asstreet . . Mr . Klinge told him to get a petition with the proper
legal description . .
Inspector Daniels asked the Board to approve an Ordinance to be
presented to Council transferring $40 .00 out of supplies, $40 .00
out of office equipment, and $250 .00 out of equipment, into

travel expenses , within his budget, in order to enable him to
attend the 55th Annual National Conference of Weights and
Measures , to be held July 13 through 17 in Salt Lake City, Utah .
He is a member of the Executive Committee and Board of Directors .
Mr .Howell suggested the Association help pay his pay , but Mr .
Daniels said it did not have funds for this purpose. His travel
cost by car would be $251 .00, plane fare would be $152 .00 . Mr .
. Howell said he had no objection to the trip but felt that the
money for equipment should be used for the purpose for which
it was intended, and the trip should have been included in the
budget . He also felt that if Council appropriates the money

for the trip, Mr . Daniels should choose the cheapest transpor-
tation or pay the difference. Mr . Klinge moved the Board author-
ize the Clerk to prepare the Ordinance for Council ' s considera-
tion, without Board recommendation, seconded by Mr . Howell and
on unanimous voice vote the motion was carried .
Building Commissioner Ed Goins reported that he has -received
three bids for the demolishing of the building at 2007 So. "L"
St . , as follows : Norman Shaffer , $225 .00; Ray Riddle, $500 .00;
and Cox Excavating, $275 .00 . He recommended the Board award
the demolition contract to the low bidder, Norman Shaffer for
$225 .00 . Mr . Klinge moved the Board concur in the Building Com-
missioner ' s recommendation, seconded by Mr . Howell and on unani -
mous voice vote the motion was carried .
Commissioner Goins reported that Hubert L . Byrd, 2609 E. Main St .
has obtained a permit to wreck a structure at 16th and No. "A"
St . , and he ha's subsequently wrecked the bu i l d:i;ngbut has not
cleaned up the debris , even though he has been repeatedly warned .
Mr . Klinge moved the Board requrie Mr . Byred to appear at its
next meeting to discuss the problem, seconded by Mr . Howell and
on unanimous voice vote the motion was carried .
Mr . Goins reported that he has condemned a garage at 1202 Butler
St . , owned by Mr . Virgil Seany . Mr . Seany has demolished a
part of the garage and has started to remodel it , but has not
taken out a permit . There is also a dispute over the property
line involved . "Mr . Klinge moved the Board require Mr . Seany to
appear before it at its next meeting to show why the order of
the Building Commissioner should not be carried out, seconded
by Mr . Howell and on unanimous voice vote the motion was carried.
Mr . John Whalen asked permission, on behalf of the American
Legion Post 65, to hold a program of fireworks in Glen Miller
Park on July 4th . He said the Park Board has approved . Mr .
Klinge moved the Board approve the request, provided the Legion
work with Traffic, seconded by Mr . Howell and on unanimous voice
vote the motion was carried .
Chief Strahan asked the Board ' s permission to send Lab Technician
Goodwin to the Advanced Police Photography School at Winona, Ind. ,
May 31 to June 6. Funds are available. Mr . Klinge moved the
Board concur in the ° recommendation, seconded by Mr . Howell and
on unanimous voice vote the motion was carried.
Traffic Captain Martin presented a report of accident statistics
for the intersection of No. 9th and "D" Sts . , over a five-year
period, showing 65 accidents, most of them caused by left-turn
movement blocking vision . He recommended not allowing left-
turns northbound . Mr . Klinge moved the Board follow the Traffic
Division ' s recommendation, subject to State Highway approval ,
seconded by Mrs . Howell and on unanimous voice vote the motion
was carried . °

Captain Martin reported on a traffic problem in the 1500 block of
East Main St . caused by cars parked on the south side of the
street, opposite Cox' s supermarket'. 'Cars sometimes are backed
up into the, intersection waiting for those turning left into
Cox' s , because the right-hand lane is used for parking . If the
four parking stalls mere removed, traffic could pull around on
the right . None of the property owners involved -have voiced
objections when they were polled . The "center lane would 'be
made into a left-turn lane, the right-hand lane would be marked
straight and right-turn. Mr . Klinge moved the Board take the
request under advisement ; seconded by Mr : Howell and on unani -
mous voice vote the motion was carried.

Traffic Control
Dear Captain Martin:
This letter is written to acknowledge your request to the
Greenfield District Office regarding the need for a traffic ,
signal at the above cited intersection.
We have now received the findings and recommendations from
our District Office and analysis of the volume counts and acci -
dent reports indicate that•'mi nimum warrants are 'satisfied for
the installation of traffic signals at this location. •
As you are aware, the location of this intersection is
between' the two existing Fully-Actuated traffic signals, at
the Shopping Center and' all- three of •°these 'si gnat i ed' inter =
sections will have to be an interconnected or co-ordinated system.
This could become very expensive and complicated signal system.
' Until the problem is resolved as to the method of -control
, that will most efficiently move traffic through this area, •we
cannot make a firm committment on when traffic signals can be
anticipated for the intersection of US 40 & Garwood Road . It
is also feasible that since a large portion of the traffic en-
tering this intersection is generated by the Shopping Centers ,
they should contribute a portion of the monies for this instal -
lation. Our porposed 1970-71 Traffic Signal Program has already
been submitted to our Commission for review and approval , there-
- fore this porposed traffic signal will have to- be added as part
of our 1970-71 High Accident Program. 0
We will keep you informed of any further progress that is
made at this location and' if- we find that participation isr'e-
quired from the Shopping Centers , we may call upon , you- for
assistance in contracting the proper authorities . °

Mr . Kli'nge moved' the Board approve a curb cut request from
Sunoco on Williamsburg Pike and Forrest Drive, Traffic -and-
Zoning having approved, seconded by Mr . Howell and on unani -
mous voice vote the motion was carried.

Planning Director Rick Freeman .asked the Board_ to` a-pprove _a _
transfer of $150 .00 out of Instructions i n-to. Repai rs- _within
his budget, needed for repairs- to .equipment and .automobiles
and payment of an IBM. Service charge Mr . Klinge moved the
Board approve the preparation of a resolution for Coun.ci_l. ' s
consideration, seconded by Mr . Howell and on unanimous voice

Mr . Howell read the following letter :

Dear Governor Whitcomb:
Sometime ago, there were reports of a dialogue between
Richmond Mayor Byron Klute or other personnel of Richmond,
and representatives of the Indiana State Highway in reference
to "cleaning those streets through Richmond, which are part
of the State -Highway .System.". To the knowledge of .the wtfter,
no -conclusion has -been reached. . _
In the meantime, sand applied to "icy conditions " of US
27, from Interstate 70 southward, last winter , and the winter
before that, and several more winters continue to remain in
some gutters -and near the center strip of the .highway . ' - The
center strip is also in a "terrible state of repair ", as one
approaches the downtown area of Richmond . - 111
The writer is sure, Mr . Governor, you want visitors to
Indiana and Richmond to be impressed with the cleanliness of
your highways and cities and observe the fine state of repairs
maintained .
The writer continues to .be impressed withthe work you are

.. Mr . Howell reported that he has had letters from. the . State_ Board
of Health and the State Stream Pollution - Control - Board, approv-
ing the plans and specifications for the Westside Vain Inter -
cepter Relief Sewer and Sewage Treatment Plant Improvements .
Mr . Kl i nge moved, the Board permit .the Firefighters -Association
to hold "Kids Day" with amusements , on July .:15th_ and. No. 1'0th
and "J" Sts . -
There being no further business on motion duly made, seconded
and carried, the meeting adjorned.
