There. being no further business on motion duly made, seconded and carried, the meeting adjourned. /s/ Charles Howell , Acting President Attest : /s/ Lotte Hoskins , City Clerk +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BOARD OF PUBLIC WORKS AND SAFETY OF THE - CITY OF RICHMOND, INDIANA, MAY 21 , 1970 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the Municipal Building, May 21 , 1970 at thehour of 9: 00 a .m. Mr . Howell presiding with Mr . Klinge sitting in as Acting City Attorney . The following business was had to-wit: IIIMr . Klinge moved that the minutes of the previous meeting be approved, seconded by Mr . Howell and on unanimous voice vote the motion was carried . Museum Director , Scott Milligan -appeared to speak on behalf of the Museum for permission to put up signs on City streets, giving the location of the Museum. He said many people tell the atten- dants that they have trouble finding the museum, and he felt that the museum deserves the publicity since it is an assetto the community . _ Traffic Captain Paul Martin restated his position that the Traffic Division discourages signs on rights-of-way that are not dealing with traffic control . Mr . Howell said that the Board appreciates the Museum, but expressed concern over setting a precedent in allowing the signs. He suggested the Museum get permission from private property owners to erect signs on their property . The Board agreed to hold up on a decision until Mr . Milligan has checked the possibilities of - putting up signs on private property . - Street Commissioner , Elmer Toschlog, requested the Board start a policy of making utilities or contractors who dig in the streets cover any holes they have dug with either cold or hot mix the same day they are dug . He said the argument is that the dirt settles , but he said it settles anyway, whether it is covered or not, and neighborhoods should not have to duffer theAust and inconvenience while the ground is settling . He said then the holes s-hou 1.d be . permanently covered after the ground has settled . Mayor Klute -cites several areas of town where the GasCo. has made as many as 40 and 50 cuts in the street, in one blocky He said it is up to the utilities to leave the streets in the same condition -they -were . in before -the cuts were made. Ralph 'Wi l l is from the Engineer ' s Office, reported that he has had no coopera- tion from the utilities . Various - penalties- for non-compliance were discussed . It was decided to ask representatives from all the utilities as well as from contractor ' s firms to meet with the Board and the Engineer ' s Dept . and the Street Dept . on Tuesday , May 26, at 3: 00 p.m. in the Board of Works Room. Bd . of Works &- Safety 5-21 -70 Chief Strahan read the following letter: May 20, 1970 ATTENTION CHIEF OF POLICE DONALD STRAHAN Dear Chief: After having completed twenty years of service on the Richmond, Police Department- (May 16, 1950 to May 16, 1970) . At this time I request , to be placed on Pension, effective May 27, 1970 . It has been a privilege and a pleasure to serve the community of Richmond . At this time, I want to especially thank this administra- tion for the consideration shown me . Chief, it has been a;_pleasure serving under your leader- _ ship. I hope .in some small way I have added something to the Richmond Police Department and community of Richmond . At this time, I am planning on entering private industry . Sincerely , /s/ Wilson Spicer , . Mr . Klinge moved the Board accept with regrets the resignation of Lieutenant Spicer , seconded by Mr . Howell and on unanimous voice vote the motion was carried . Chief Strahan recommended the Board promote .Michael Kent LaFuze to Patrolman First Class , Officer LaFuze having successfully finished his year of probation. Mr . Klinge moved the Board authorize the promotion, .effective May 21 , 1970, • seconded by Mr . Howell and on unanimous voice vote the motion was carried . Chief Strahan recommended that Sergeant Terrell LaFuze be pro- moted to the rank of Juvenile Lieutenant , effective May 28, 1970 . Officer LaFuze ',s promotion is to fill the vacancy left by Lieu- tenant Spicer ' s resignation . Mr . Klinge moved the Board concur in the recommendation, seconded by Mr . Howell and on -.unanimous voice vote the motion was carried. • Chief Strahan reported that the State Highway Dept . has conducted a traffic study on U .S . 40 East, and has concurred in Traffic Division recommendations concerning speed limit reductions, as follows : • All traffic on U.S 40 -.(Main •St . ) from 12th Street . to a _ ) _ point 500 feet . east . of . Howell and on unanimous voice vote the motion was carried . Chief Strahan said there seems to . be a general misunderstanding concerning the fact that the Police. Department was not -•at the Courthouse during the recent trouble in the Welfare Office . He said that the Courthouse is County property and policed by the Sheriff ' s Office, unless assistance is requested by the Sheriff, He said no request was made until Wednes.day, `when the Sheriff requested_.the Police stand by in case of .trouble which did not develop. He said the Police would gladly respond to any call for help. Mr . Klinge moved the Board adopt Improvement Resolution No. 1092- 1970 to pave an alley between West Main and S .W. "A" Sts .' running from S .W. 10th to llth Sts . , and set a public hearing , for June 18, 1970, at 10 :00 a .m. ' (est . ) This , is a Barrett Law project . Mr . Howell seconded and on unanimous voice vote ° the motion was carried . Mayor . Klute reported that complaints concerning uncut weeds are again starting to come into the Mayor ' s office . He said the present City Ordinance provides no enforcement until June 15, and suggested .the Board ask Council to amend the Ordinance to begin enforcing weed control , May 1 . He said the offenders are the same people who violated the Ordinance last year and sug- gested penalties be enforced . Mr . Klinge .moved the Board propose that Council amend Ordinance 1591 -1956 as suggested, seconded by Mr . Howell and on unanimous voice vote the. motion was carried. Proof of publication was. presented on bids for widening of. Industries Road, ' Mr . Klinge. examined proof of 'publicatiori and found it to be correct and in order . Mr . Klinge moved that proof of publication be accepted and filed, seconded by Mr . Howell and on. unanimous ' voice vote the motion was carried . The only bid r. eceived was from Magaw Construction, ' Inc . , - for $14,046.00 below the estimated cost . Mr . Klinge 'moved the Board award the bid . to .Magaw_.Construction, Inc . The possibility of continuing ' the paving to the railroad . tracks was discussed-. . Mr . Klinge moved the Board accept bids for work on South "A" St . from 4th to-5th Sts.. , on' June 18th, 1970 at 9:30 p.m. .(est . ) seconded by Mr . Howell and on unanimous voice vote the motion was carried . Mr . Klinge moved the ` Board award bids for materials as follows : Bids for all gasoline and diesel 'fuel to Vic Calbeck, Sinclair Dealer . _ Salt bids to be taken under advisement . Bids for Ready-mis cement, since there- is a tie bid, cement will be purchased from both .American Aggregates and DeBolt, as Street Commissioner sees fit . Bids for Gravel #4, #7, #9c, #11C, #53 and #73 be awarded to American Aggregates , . the low and only bidder . Bids on Washed Gravel , #9 and #7C, due to a tie in bids , • both will be purchased. from either company, at the dis- cretion of the Street- Commissioner . Bid on #11 Washed Gravel be awarded to. the low bidder , American Aggregates and. that since there is a tie bid on fill sand, shot sand, concrete sand, mason sand, and pea gravel , purchases will be made from both American Aggregates and DeBolt . Howell read the following report : APRIL - MONTHLY 'REPORT Inspections 302 Re-Inspections 21 Orders 10 Verbal Orders ' 18 Sparky ' Fire Department is air born and high flying and a big' success with all the 3rd and 4th graders in our schools . NOTE: Captain Sparks and Captain Bosell visited 25 schools , two times each, and talked to 2200 kids of the 3rd and 4th grade level . They passed out inspection blanks , badges and made them honorary inspectors . Results -2200 home inspections . April 6, Captain Griffin had several classes on the subject of FALSE ALARMS at Hibberd School' - 458 students . April 21 , Captain Griffin had classes on the subject ,of the Fire Department as a career at Dennis Junior High - 37 students . ` April 21 , Captain Griffin gave a program on carrying patients and evacuation at Reid Hospital - 91 students . April 22, Captain Griffin has a science class from Test Junior High observe a house burning by the Richmond Fire Department for training on Earth Day - 7 students . April 23, Captain Griffin talked to a science class on the Chem- istry of Fire at Test Junior High - 25 students . Klinge moved the Board execute a contract with Jacobs , Maze & Associates for design work to be done on North 5th St . The proposal calls for work to be done at $15 .00 per hour , seconded by Mr . Howell and on unanimous voice vote the motion was carried. Fire Chief William Berry requested the Board authorize moving a fire hydrant from No. 5th and "D" St . across the street and attach it to a 12" line. Mr . Klinge moved the Board concur in the request , seconded by Mr . Howell and on unanimous voice vote the motion was carried. This will be done at no cost to the City . Mr . Howell moved the 'Board give permission to the American Legion and the Veterans of Foreign Wars to hold memorial services at the Freedom Fountain on the City Building grounds , at 12 noon, May 30th, seconded by Mr..
