Commissioner Goins . reported that Oliver Gentr.y,. owner of 1710
Maple Drive has. not complied .wit.h demolition. orders and asked. •
the Board ' s permission to advertise for bids.., Mr . Howell ..
moved the Board concur in the request , seconded by. Mr .- Cecere
and on unanimous voice vote the motion was carried.
Mr . Goins reported that the owners of 207 So. "L" St . , being
the estate of Emma Jean Ross , deceased, have not complied with
demolition orders . Mr . Cecere moved the estate administrators
of the estate be asked to appear on May 15, to show cause
why the order of the Building Commissioner should not be
carried out, Mr . Howell seconded and on unanimous voice vote
the motion was carried.
No remonstrators appeared and no written remonstrances had
been filed regarding .Declaratory Resolution No. .4-197O,. to
vacate an alley between No. 16th. and No. 17th Sts . from. "J"
to "H" Sts . Mr . Howell moved the_ Board confirm the resolution,
seconded by Mr . Cecere _and on unanimous voice vote. the motion
was carried . _ . _
There being no further business on motion duly made, seconded
and carried, the meeting adjourned.

The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Bldg . , May -15,
1970, at the hour of 9:00 a .m. Mr . Howell -presiding with
Assistant City Attorney Kent Klinge, sitting in as ,acting City
Attorney . The following business was ' had to-wit:
Mr . Klinge moved that the minutes of the previous meeting be
approved, seconded by Mr . Howell and on unanimous voice vote
the motion was carried. - -
Mr . Klinge moved the Board accept the dedication of a parcel
of land from the Postal Department on the north .side of the. Post
Office property line . - The land is needed for the.-street improve-
ments on No. "A" Street . Mr .- Howell seconded and on unanimous
voice vote the motion was. carried .
Mr . Klinge moved the Board hold a public hearing on Declaratory
Resolution No. 5-197O,accepting an alley located -at No. "G"
and "H" Sts . , betwen - 15th and 16th Sts . ,. at 1O: OO . a .m. (est . )
on June 11 , 1970, seconded by Mr . 'Howell and on unanimous voice
vote the motion was carried.

Mr . Robert ' Engle, 3205 •Avon Lane, complained of -an illegal land

Board concur in the recommendation, seconded by Mr . Cecere and
on, unanimous voice vote the motion was carried . e
Proof of publication was presented for installation of traffic
signals for North and South "A" Streets . Mr . Cecere examined
proof of publication and found it to be correct and in order ,
he then moved that proof of publication be accepted and filed,
seconded by Mr . Howell and on unanimous voice: vote the motion
was carried .

Mr . Cecere moved the Board award the bi-d to the James H . Drew
Corp. , Indianapolis , subject to ,an order to proceed, at a cost
of $58, 697 .00 as the lowest and best bid, seconded by Mr . Howell
and on unanimous voice vote the motion was carried .
Mr . King requested -permission for the VFW to hold Poppy Day
downtown May 22 and 23 . Mr . Howell moved the Board approve
Poppy Day, seconded by Mr . Cecere and on unanimous voice vote
the motion was carried.
Fire Chief William Berry reported that he studied the request to
- install a fire hydrant at So. 14th and Riley Hills and recommended
the hydrant to be installed . Mr .. Cecere moved the Board concur
in the recommendation, seconded by Mr . Howell and on unanimous
voice vote the motion was carried.
Chief Berry reported that the Pennsylvania Railroad has been
burning .rai1road ties , but they had assured him that it would
be stopped.
Building Commissioner Ed Goins reported that Mr . William Jrodan,
owner of 59 Bridge Avenue has not complied to an order issued
30 days ago, to let his office know within 14 days whether he
intends to bring the property up to the building code . Mr . Goins

Taxi Service is repairing taxi cabs . , He said sometimes. as many
as eight cars are on the property, and some of the work has been
done at night under two spot-lights.. He brought a slide showing
six cars . Building Commissioner Ed Goins said he has received
a complaint from Councilman Blackwood and has talked to Mr .
Courtner . He was assured that the only work going on is polishing
111 of cars and removing of letterings preparatory to the sale of the
automobiles, and that it would be stopped . The Board ordered the
Building Commissioner to follow up and if the situation is not
remedied by next Wednesday, Mr . Courtner should be asked to
appear before the Board .

Proof of publication for opening of bids for Street Dept . materials
was presented. Mr . Klinge examined proof of publication and
found it to be correct and in order . Mr . Klinge moved that
proof of publication be accepted and filed, seconded by Mr . Howell
and on unanimous voice vote the motion was carried.
Tabulation of the bids will appear in the Board of Works minutes
of May 21 , 1970 .
Mr . Klinge moved that the Board take the bids under advisement,
seconded by Mr . Howell and on unanimous voice vote the motion
was carried.
Mr.. Klinge moved to accept proof of publication for Declaratory
Resolution No. 3-1970, after having examined it and found it to
be correct and in order , seconded by Mr . Howell and on unani =
m.ous voice vote the .motion was carried.
Declaratory Resolution No. 3-1970 is in regards to the vacation
of North 3rd St . between No. "A" and Main Sts . , No remonstrators
appeared and no written remonstrances were received . Mr . Klinge
- moved the Board affirm Declaratory Resolution. No. 3-1970,
seconded by Mr . Howell and on unanimous voice vote the motion
was carried.
Building Commissioner Goins reported that the estate of Emma
Jean Ross , deceased, has no money. for demolishing the property
located at 2007 South "L" St . and he recommended the Board
authorize him to advertise for bids for demolishing and put a
lien against the property . The Administrators of the estate
had been notified to appear before the Board in this regard,
but failed to do so. Mr . Klinge moved the Board authorize the
Building Commissioner to proceed with the advertisements and
demolishing, seconded by Mr . Howell and on unanimous voice vote
the motion was carried.
Commissioner Goins reported that he has advertised for bids t.o
demolish 60 Bridge Avenue„ but Mr . Jordan, owner, has obtained
a building. permit nad has made plans to bring the building u,p
to Code. ,
Mamie Hurd, owner of property at N .W. 6th St . has also taken,
steps to bring her property up to Code and has hired Rogers Pest
Control to exterminate rats and other pests .
Commissioner Goins has been in touch with the wife of Joe Bolt,
owner of previously condemned property on Locust Drive, and she
said her husband would be in town this weekend . He told her he
had to hear from him regarding this property early next week .
Mr . Howell moved to approve proof of publication regarding the
public hearing on the Barrett Law project roll for Improvement
Resolution #1091 -1969, concerning So. 17th St . ,Mr . Klinge having
examined proof of publication and found it to be correct and in
order seconded, and on unanimous voice vote the motion was
carried .

Mr . Carl Burner , 1700 So. ."F" St . appeared to express his and
other resident ' s appreciation to the Board of Works and to the
Engineer for the work done-. He recommended that barriers be
errected at a spot not yet finished . Mr . Klinge moved the
Board accept the roll , seconded by Mr . Howell and on unanimous
voice vote the motion was carried.
Traffic Captain Martin recommended that parking be removed from
in front of 124 N .W. 17th St . for ninety feet . The street is
on a double "S" curve and parked cars constitute a driving
hazard . The parking removal is to be .done at the request of.
the property owner, with no objection from an adjoining property
owner, and there is ample parking in the neighborhood. Mr .
Klinge moved the Board concur in Captain Ma.rtin '.s recommendation,
seconded by Mr . Howell and on unanimous voice vote the motion
was, carried.

The Wayne County Historical Museum would appreciate per -
mission to place a direction sign calling attention to the
Museum at the end of the "No Parking" strip located at the
Northwest intersection of 15th and North "A" Streets as illus-
trated below.

Also permission to place small directional signs on the
southwest corners of South llth and 12th on South A Street with
an arrow on each pointing North as illustrated below.

Last year we had visitors from forty states totaling
15, 602 individuals during the periodmid February to mid
December . The Wayne County- Historical Museum is one of the
finest attractions in our City and we shall appreciate your

Captain Martin -said that it is not Traffic Division policy to
authorize signs on thoroughfares other than those dealing with
traffic control , and that the State Highway frowns on it . Mr .
Howell suggested that some signs might be erected on private
property, with special permission of the Planning Commission .
Mr . Klinge moved the Boaed take the request under advisement
and notify Mr . Milligan of the Board ' s fellings and give him an
opportunity to come in person if he feels the signs are absolutely

Captain Martin said that on a vacated protion of No. 14th St .
between "G" and "H" Sts . , a large pile of dirt should be barri -
caded because it is not visible at night . The Board instructed
Illthe Clerk to notify the Housing Authority to have reflector

The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the Municipal Building,
May 21 , 1970 at. the hour of 9: 00 a .m. Mr . Howell presiding
with Mr . Klinge sitting in as Acting City Attorney . The following
business was had to=wit: - -.
111 Mr . Klinge moved that the minutes of the previous meeting be
approved, seconded by Mr . Howell and on unanimous voice vote the
motion_ was carried . .
Museum Director , Scott Milligan -appeared to speak on behalf of
the Museum for permission to put up signs on City streets , giving
the location of the Museum. He : said many people tell the atten-
dants that they have trouble finding the museum, and he felt
that the museum deserves the publicity since it is an asset to
the community . _ Traffic Captain . Paul Martin restated his position
--that the Traffic Division .discourages signs on rights-of-way that
- are not -.dealing with traffic control . Mr . Howell - said that the
Board appreciates .the Museum, but expressed concern over setting
a precedent in allowing the signs. He suggested the Museum get
permission from private property owners to erect signs on their
property . The Board agreed to holdup on a decision until Mr .
Milligan has checked the possibilities of -putting up signs on
private property . . .
Street Commissioner , Elmer Toschlog, requested the Board start
• a policy of making - utilities or contractors who dig - in the streets
cover any holes they have dug with either cold or hot mix the
same day they are dug . He said the argument is that the dirt
settles , but he said it settles anyway, whether it is covered
or not, and neighborhoods should not have to duffer theddust and
inconvenience while the ground is settling . He said then the
holes s.hou1,d be . permanently covered. after the ground has settled .
Mayor Klute --cites several areas of town where the Gas Co. has
made as many as 40 and 50 cuts in the street, in one block . He
said it is up to the utilities to leave the streets in the same
• condition they :were . in before -the cuts were made. Ralph Willis
from the Engineer ' s Office, reported that he has had no coopera-
tion from the utilities : Various _penalties for non-compliance
were discussed . It was decided to ask representatives from all
the utilities as well as from contractor ' s firms to meet with the
Board and the Engineer ' s Dept . and the Street Dept . on Tuesday ,
May 26, at 3 :00 p.m. in the Board of Works Room.
