Cecere said the- charge against him i-s a serious one. If his only actions had been to go home, take his son to the doctor and back to school , Mr . Cecere said he felt no charges would have been preferred, but the subsequent action of spending time at the school had to be taken without regard to the community . Mr . Cecere informed Officer Dickerson that it is now necessary to suspend him immediately until 3 :00.. p.m.. May 11 . Mr . Cecere added that Officers Jenkins and Wogoman had been repra:rnandied verbally for not reporting the incident to their superior officers . Mr . Cecere presiding with Mr . Howell , City Controller present . The following business was had to-wit : Mr . Howell moved that the minutes of the previous meeting be approved, seconded by Mr . Cecere and on unanimous voice vote the motion was carried. Mr . Cecere moved the Board approve the dedication of a street in the 2000 block of West Main Street in an area to be developed by Westwood Terrace, seconded by Mr . Howell and on unanimous voice vote the motion was carried. - Mr . Howell moved the Board approve a curb cut in the 2200 block of Chester Boulevard on Winding Ridge Drive, requested by the Metro- politan Insurance Co. , Zoning and Traffic both having approved it , seconded by Mr: Cecere and on unanimous voice vote the motion was carried . Mr . Howell moved the Board approve a curb cut , subject to State Highway approval , at 2335 Chester Blvd . , requested by Dr . Ralph Smith, Zoning and Traffic both having approved, seconded by Mr . Cecere and on unanimous voice vote the motion was carried. Police Chief Don' Strahan requested permission for Capt . Gibbs and Officers Nicholson, - Nimitz and Pennington to attend the Annual Tear Gas Seminar to be held June 22 through 24, at ' the Federal Laboratories , Indiana, Pennsylvania . Mr . Howell moved the Board approve the request, seconded by Mr . Cecere and on unanimous voice vote the motion was carried . • Chief Strahan requested permission to attend, with Major Doren, the annual Chief ' s Conference, to be held at Columbus , Indiana, June 14-17 . - Mr . • Howell moved the Board approve the request , seconded by Mr . Traffic Captai.n Paul Martin reported having investigated a . . , petition submitted by Councilman Hilligoss from residents of . N .W. "H" St . , requesting parking be restored on one side of the st:reet:.:. . Capt.ai n- Martin: said that::t.he;.parki.ng.. was. on gi nal';ly: . taken off the north side of the: .str:eet: fol l:owi.ng: a survey,. taken by the traffic division in April , 1968, when it was decided that the street., was not wide enough to .accomodate cars parked on both sides and move- traffic as well . He said emergency vehicles could not enter the area safely, the street being only 23 feet wide. Captain Martin recommended: the .pet.i.tion_ be:, denied .. . .Mr . Cecere moved the Board concur in Captain Martin' s recommendation, seconded by Mr . Howell, and on unanimous voice vote the motion was carried .' Captain Martin reported having had an acknowledgment from the State Highway Department of his request, on April 23 , 1970, for a traffic signal at the intersection of Garwood Road and National Road East and for lowering of the speed limit on East Main St . The State Highway said they could conduct a study . Captain Martin reported that there is still a parking problem from the first to the fourth of .every month around the Food Distribution Center . "No parking" signs erected by . the Police are being moved by food recipients . Mr . Cecere suggested the Township Trustees be asked to employ a person to control parking . Mr . Howell said cities throughout the state are ex- periencing the same problem. The Clerk was ordered to write a letter to the Township Trustee, conveying the request . Captain Martin reported that trucks who make deliveries to Cox' s Supermarket, park in the 500 block of So. 13th . , obstructing vision of motorists . He said he has talked to Mr . Cox but the situation has not improved . Mr . Cecere said the trucks should be ticketed and the parking regulations enforced . Captain Martin reported that he investigated the situation on National Road East with regard to the- "No U-Turn" sign by Fred First ' s agency . He said the signs had been taken down, ; so he went no further . • • Captain Martin reported , on the request by Mr . . E . F. Rodefeld in regard to the intersection of N .W. 5th and "J" Sts . , to reduce the speed limit . Captain Martin said that all the accidents which have taken place are not connected with the intersection and that lowering the speed limit would hinder the flow of traffic . Mr . Howell moved the Board authorize a "No Left-Turn" sign at N .W. 5th and "J" for southbound traffic, seconded by Mr . Cecere and on unanimous voice vote the motion was - carried . Captain Martin reported that results of- a traffic study he has conducted at So. 5th and "G" Sts . , show that the traffic would move better if a left-turn arrow for northbound - traffic onto the Bridge and a right-turn arrow for - southbound traffic coming off the Bridge were installed. The cost of the installation would Bd. of Works & Safety 5-7-70 Page 23 . be $433 . 18, for which funds are available. Mr . Howell moved the Board concur in the recommendation, seconded by Mr . Cecere and on, unanimous voice vote the motion was carried . Proof of publication was presented for installation of traffic signals for North and South "A" Streets . Mr . Cecere examined proof of publication and found it to be correct and in order, he then moved that proof of publication be accepted and filed, seconded by Mr . Cecere moved the Board award the bid to the James H . Drew Corp. , Indianapolis , subject to ,an order to proceed, at a cost of $58, 697 .00 as the lowest and best bid, seconded by Mr . Howell and on unanimous -voice vote the motion was carried. Mr . King requested permission for the VFW to hold Poppy Day downtown May 22 and 23 . Mr . Howell moved the Board approve Poppy Day, seconded by Mr . Cecere and on unanimous voice vote the motion was carried. Fire Chief William Berry reported that he studied the request to - install a fire hydrant at So: 14th and Riley Hills and recommended the hydrant to be installed . Mr ., Cecere moved the Boar-d concur in the recommendation, seconded by Mr . Howell and on unanimous voice vote the motion was carried. Chief Berry reported that the Pennsylvania Railroad has been burning .railroad ties , but they had assured him that it would be stopped. Building Commissioner Ed Goins reported that Mr . William Jrodan, owner of 59 Bridge Avenue has not complied to an order issued 30 -days ago, to let his office know within 14 days whether he intends to bring the property up to the building code . Howell and on unanimous voice vote the motion was carried. Commissioner Goins reported that Oliver Gentry, owner of 1710 Maple Drive has not complied with demolition orders and asked. the Board ' s permission to advertise for bids .. Mr . Howell moved the Board concur in the request, seconded by, Mr . Cecere and on unanimous voice vote the motion was carried. Mr . Goins reported that the owners of 207 So. "L" St . , being the estate of Emma Jean Ross, deceased, have not complied with demolition orders . Mr . Cecere moved the estate administrators of the estate be asked to appear on May 15, to show cause why the order of the Building Commissioner should not be carried out , Mr . Howell seconded and on unanimous voice vote the motion was carried. No remonstrators appeared and no written remonstrances had been filed regarding. .Declaratory Resolution No. 4-197O,, to vacate an alley between No. 16th and No. 17th Sts . from, ,"J" to "H" Sts . Mr . Howell moved the. Board confirm the resolution, seconded by Mr . Klinge moved that the minutes of the previous meeting be approved, seconded by Mr . Howell and on unanimous voice vote the motion w'as carried'. Mr .
